1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2) The solicitation Number is 140P4524Q0068 and is issued as a Request for Quote (RFQ) under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.
3) The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 2023-04, dated June 2, 2023. The FAC and FAR are available at https://www.acquisition.gov/FAR.
4) The solicitation is being issued as a Total Small Business Set-Aside for Small Business Concerns under
NAICS 541990 All Other Professional, Scientific, and Technical Services with a U.S. Small Business Administration size standard of $19.5M. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM.
5) This combined synopsis/solicitation is for purchase of the following:
The National Park Service intends to award a Firm Fixed Price requirement in response to this Request for Quotation (RFQ) for Conserve Lincrusta Wall Cover Services at Thomas Edison National Historical Park,

EVALUATIONS
Award Selection Process:
(a) The Government intends to award a single, firm-fixed price contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (Note: This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2).
Evaluation Factor:
(1) Experience: Submit evidence of a minimum of three years of conservation training obtained through a degree program or a comparable period of apprenticeship with a reputable conservation services provider, and experience successfully executing two or more projects conserving historic interiors with decorative paint finishes within properties listed on the National Register of Historic Places, which are projects of similar scope, complexity, and historic resource value to that required by this solicitation. Additionally, this qualified conservator must be considered the key personnel for this contract. This qualified conservator shall also have conservation experience in conformance with the American Institute for Conservation (AIC) Code of Ethics and Guidelines for Practice (website address - http://www.conservation-us.org/docs/default-source/governance/code-of-ethics-and-guidelines-for-practice.pdf ).
(2) Past Performance Submit evidence of comparable past work including a minimum of five years of experience conserving historic period interiors from the representative historic period (c. 1880-1947), demonstrating at least two examples of the restoration of an interior period room’s historic painted finish. One of these projects must also demonstrate work with historic paint analysis. One of these projects must also demonstrate successfully conducting test samples to determine the least invasive method of curatorially cleaning a historic wall surface or wall treatment.
Please note that all cited examples of comparable past work performance must have taken place in a building that is listed on the National Register of Historic Places. Please note that this listing is only available for historic properties within the United States. Furthermore, cited examples for past work performance cannot be represented by work undertaken for a private residence but, instead, must have taken place in an AAM accredited museum or comparable equivalent. One cited example must have taken place in a historic house museum from the identified historic time period (c. 1880-1947). Please note that bidding proposals that do not meet all of the identified criteria for past work performance shall not be considered.

Applicant must also demonstrate familiarity with the NPS conservation and preservation standards and the Secretary of the Interior Standards for the Treatment of Historic Properties (See NPS Museum Handbook at https://www.doi.gov/museum/npshandbooks and https://www.nps.gov/tps/standards.htm for more information).

(3) Price
a. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.
b. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.
c. The Government will evaluate the price quote for reasonableness. The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.
Evaluation Method - Lowest Price Technically Acceptable

Evaluation and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the following acceptability standards.
1. Price: The NPS shall analyze prices, in accordance with the FAR. Pricing must be determined fair and reasonable
2. Prior Experience: The Quoter shall have completed, as the prime contractor, 3 contracts, similar to the work required by this solicitation, within the past 5 years.
3. Technical Plans: The Quoter shall provide technical plans that clearly demonstrate they will be able to successfully complete the work.
4. Past Performance: The Quoter must receive at least a good past performance.
Final submitted prices shall be valid for a minimum of 60 calendar days from the date submitted.

DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Apr 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Before, Contractor submits an invoice through IPP the Contractor must complete the following:
An invoice will be prepared by the Contractor and submitted to the COR. The COR will confirm work completed. The invoice will include the location, date services rendered.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
a. An approved (COR certified) copy of each invoice must be attached in IPP.
b. Each invoice must include the Contract award number, Period of Performance and/ or delivery date, Contractor name and address, Invoice Number, Dollar value, Unit of issue (as applicable), description of services completed and/or items received, and other documents required per the contract.
c. If an IPP invoice is submitted without the attached invoice, the IPP submission will be rejected, and the contractor will be required to re-submit said invoice.
d. Submit a courtesy copy of the invoice and attachments to the Contracting Officer, Mary
Hallmon at mary_hallmon@nps.gov.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its or quotation.

1452.228-70, DOI Liability Insurance
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
• Workman’s Compensation and Employer Liability Insurance: Compliance with applicable Federal and State Worker’s Compensation and Occupational Disease Statues shall be required. Employer liability coverage in the minimum amount of $100,000.
• General/Professional Liability Insurance: Bodily injury liability insurance minimum amount of $1,000,000 per occurrence.
• Automobile Liability Insurance: This insurance shall be required on the comprehensive form of the policy and shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. The minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $100,000 per occurrence for property damage shall be required.
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy copy of an acceptable insurance certificate prior to beginning the work.
(c)
SPECIAL CONTRACT REQUIREMENTS
1452.201-70 Authorities and Delegations (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph
(e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

Restriction on Endorsements—Department of the interior (JUL 1996)
The Contractor shall not refer to contracts awarded by the Department of the Interior in commercial advertising, as defined in FAR 31.205–1, in a manner which states or implies that the product or service provided is approved or endorsed by the Government or is considered by the Government to be superior to other products or services. This restriction is intended to avoid the appearance of preference by the Government toward any product or service. The Contractor may request the Contracting Officer to make a determination as to the propriety of promotional material.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
