Addendum to FAR 52.212-1 Instructions to Offerors
Submission of Offers: Offers shall be submitted by the due date and time provided on the SF1449 block 8 to Kimberly Schneider at krschneider@usgs.gov.
All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Price will be evaluated based on reasonableness.
The Contracting Officer will screen proposals to identify and eliminate any proposal that are so incomplete as to preclude a meaningful evaluation of technical/past performance/non-price factors.
One (1) electronic copy submission:
Tab A: Offer Form (Standard Form 1449) - original signature and date; Contract Administration Data; Number; Acknowledgement of Solicitation Amendments if applicable.
Tab B: Pricing (Factor 3)
· Complete the Schedule of Items, Section B. Price will be evaluated based on reasonableness.
Tab C: Representations and Certifications in Section E. If SAM registration is completed in full clause 52.212-3 in this solicitation does not need to be completed and returned with the vendor's quote.
Tab D: Technical (Factor 1)
· Contractor shall provide specifications for proposed VFD which must meet or exceed all requirements specified in the Statement of Work (SOW).
· Contractor shall indicate whether they are capable of responding to service request locally within 24 hours in case of failure during warranty period.
· Contractor shall indicate whether they are capable of completing requirement within 30 days of contract award.
Tab E: Past Performance (Factor 2)
· Offeror shall submit at least 2 (commercial and/or government) references for similar services that involve installing a VFD with Advanced Motor Protection and Proportional-integral-derivative (PID) Control and Voltage/Frequency Control and Direct Torque Control designed to be used on a VHS motor during the past five (5) years.
· Each reference shall include: the company name, address, point(s) of contact phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offeror’s proposal. In addition, any information obtained by the Government from references outside of the offeror’s quotation may also be used, in a similar manner, in the technical evaluation of the offeror’s quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PPIRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision.
Questions and Answers (Q&A): Questions relating to this Solicitation shall be presented by e-mail to krschneider@usgs.gov no later than 3 calendar days prior to the closing date of the solicitation. The Government will evaluate the questions, and if needed, an Amendment will be issued with the questions received and their associated answers. If further questions arise following the outcome of answers provided to initial questions, the Contracting Officer has sole discretion to determine if a new question closing date will be required. If a new question closing date is approved, an amendment will be posted.
