About this file

This is a Brand Name Only Justification (J&A) document for a federal procurement action by the Indian Affairs Office of Information Technology (OIT). The purchase request number is 44036865, and the J&A control number is JA26-00084.

The requirement is for a new acquisition of Horizon 8 Software Subscription for OIT using a firm-fixed-price contract structure. Specifically, the Government seeks to procure 4 units of HZ8-ENN-10-1Y-TLSS-F(7153) U.S. Federal VMware Horizon 8 Enterprise Term Edition, consisting of 10 Named User Packs for a 1-year term license, including production support, subscription, and subscription CLR records. The contracting officer determined the anticipated cost to be fair and reasonable based on competitive quotes, commercial price lists, and comparison with Independent Government Estimate (IGE) derived from qualifying Indian Small Business Economic Enterprises (ISBEEs) vendors. Market research identified 25 possible ISBEE sources under NAICS 334610, confirming adequate competition availability. The procurement will be solicited directly to ISBEEs via SAM.gov as a single document combining both synopsis and solicitation in accordance with FAR 12.603. The justification cites FAR 8.405-6(b) as the statutory authority permitting other than full and open competition. Horizon 8 products are classified as Commercial Off-the-Shelf (COTS) items, and at least two or more ISBEEs are expected to respond to the Request for Proposal. One vendor, Affligent, has already formally expressed written interest in the procurement. Future acquisitions will explore alternative models from other manufacturers to reduce barriers to competition.
