1) Overview
The project shall provide a Quarters facility and associated appearances to be located upon federal owned land in Salmon Idaho. The Design Build Contractor (DBC) shall provide a completely functional facility that meets the tenants of the intent as well as the requirements set forth within these documents. The DBC contract shall include and cover all costs or fees associated with the utility providers and suppliers.
The purchased Factory Built Building (FBB) will be based upon the requirements set forth in this document as supplemented by the FBB Quarters drawing, and other attachments included within this contract. The FBB end product shall be a completely functional and operational facility meeting all identified requirements to include state of Idaho requirements for the location of
Salmon, Idaho.
The FBB shall be a single-story facility with 10-bedrooms of approximately 3,465 square feet overall. It shall be placed upon federal government land as depicted in the concept site plan.
The FBB shall be compliant with the provided list of codes and standards, as well as the review and inspection requirements by the state of Idaho. When conflict in requirements arise, the stricter of the requirements apply. If any standards that are not required for certification for state of Idaho, the BLM is exempt from compliance with those particular requirements.
The FBB shall be provided with an affixed seal or stamp that denotes certification of compliance for the manufacturing standards set forth by the State of Idaho.

2) Location
This project is located at South Challis Street Salmon, Idaho, 83467.
3) Background
This project is for a single story, 10 room, 3,465 square foot FBB Quarters. There will be one (1) building on the site, placement per the “Concept Site Plan” attachment. This building will be purchased from a FBB factory.
The layout of the FBB Quarters prioritizes the well-being of the crew members, recognizing the importance of mental health in high-stress environments. By incorporating windows and thoughtful orientation, the FBB Quarters will capture natural views of the surrounding landscape, creating a calming atmosphere that can help reduce stress.
To support this separation, the orientation of the FBB Quarters shall not predominantly face the fire facility. Furthermore, absolutely no communication or radio devices that connect with the fire station facility are to be installed in the FBB Quarters.
2 of 18 Salmon Crew Quarter Construction
By creating dedicated spaces for rest and recreation, the FBB Quarters aims to enhance the overall quality of life for the crew, supporting their mental and emotional well-being while they serve in demanding roles.
4) General Tasks
The BLM has a requirement for the DBC to cover design of the site, construction, permits, impact fees, contingency, reports, the purchase of the FBB Quarters, among other expenses by the DBC. The DBC shall develop and install the project to within the contracted budget amount.
An area of 0.95 acres is anticipated for this development out of the entire site, refer to the
“Concept Site Plan” attachment. The proposed area is in the Northeast corner on an undeveloped portion of the site, no address has been assigned yet. It is situated in Lemhi County, ID, just outside the city limits of Salmon, near the intersection of S Challis Street and Cemetery Street.
Water, sewer, electric, and communication utilities shall be coordinated with the site utility provider for the final locations of site delineation, connections, and sizing. Existing locations are indicated on the “Preliminary Survey” attachment. While preliminary discussions with the site utility providers have occurred, the DBC will be responsible for coordinating with all local site utility providers and paying all associated fees.
The DBC will be responsible for developing an integrated design solution, construction documents for the site, a purchase of the FBB, construction of the site.
All Architect/Engineer (A/E) services shall be performed by licensed professionals registered in the state where the project is located, focusing solely on the site design and structural engineering of the foundation, coordinated with the FBB factory.
The FBB factory shall comply with the local AHJ requirements during the creation of shop drawings and the construction of the FBB, specifically regarding the involvement of required registered design professionals and required inspections.
Collaboration will also be necessary between the DBC team and the FBB factory, to address scheduling, placement of FBB, foundation, connections, and other relevant items.
The project will be based on the “FBB Quarters Drawings”, “Concept Site Plan”, core performance requirements included in this document, and other documents and attachments provided by the BLM.
The core performance requirements listed in this document are specific requirements set by the
BLM for this project and shall be considered supplementary to regulations, codes, laws and industry standards.
Best efforts have been made to ensure a complete list; however, it may not be exhaustive. Initial design charrette and meeting with local BLM representatives shall be conducted to ensure a comprehensive and complete design.
