About this file

This Statement of Work (SOW) details the Rim Fire Fence Repair Project for the Bureau of Land Management (BLM) Applegate Field Office in California. The project involves removing and reconstructing approximately 16,300 linear feet of four-strand barbed wire fence along the Horse Creek riparian exclosure, which was damaged during the Rim Fire in July 2024. The work includes removing existing fence components, constructing new fence lines with specific technical requirements, installing three wire gates, and creating two drainage crossings.

Key technical specifications include using 12.5-gauge barbed and barbless wire, steel T-posts spaced at 16-foot intervals, steel pipe appurtenances for corner and stress panels, and PVC drainage crossings. The contractor will be responsible for site preparation, minimizing vegetation disturbance, and following detailed construction guidelines outlined in the BLM Manual Handbook H-1741-1. The government will supply most fencing materials, including wire, T-posts, and related hardware. The project site is located at Horse Creek riparian exclosure (Latitude 40.886880°, Longitude -121.131074°), and the contractor must adhere to strict environmental, safety, and cultural resource preservation requirements during execution.

Section 1.0 Background on the Government’s Requirement

The Rim Fire ignited from a lightning storm system that moved through northeastern

California on July 23, 2024. The majority of the 1,016 acres that burned on Bureau Land

Management (BLM) land managed by the Applegate Field Office ranged from low to moderate severity, with some areas burning with moderate to high severity. The fire damaged the Horse Creek riparian exclosure fence which will need to be removed and reconstructed. This is a construction requirement to remove and replace barbed wire fences, and construction of new barbed wire fence and steel pipe appurtenances (as per

BLM Manual Handbook H-1741-1 provided upon request) to rebuild the Horse Creek riparian exclosure fence damaged by the 2024 Rim Fire.

Section 2.0 General Scope of Work

The Contractor shall accomplish the removal and construction of barbed wire fences and construction of steel pipe appurtenances to replace fire-damaged wooden H-braces on

Horse Creek riparian exclosure fence impacted by the 2024 Rim Fire on BLM Applegate

Field Office.

Place of Performance:

Section 3.0 Overall Objective(s) The objective of this project is to remove and replace barbed wire fences, and construction of new barbed wire fence and steel pipe appurtenances (as per BLM Manual

Handbook H-1741-1) to rebuild the Horse Creek riparian exclosure fence damaged by the

Rim Fire.

Section 4.0 Specific Tasks

Task 1: Horse Creek riparian exclosure fence (see Map A)

• Construct approximately 16,300 feet of 4-strand wire range fence.

2. Driving Posts:

a. Steel T-posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface.

T-posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches in depth with a diameter such that when the T-post is driven, it will be firm and tight in the hole.

3. Steel Pipe: The material shall be galvanized steel pipe, or “drill-stem pipe” along with the hardware needed to weld top horizontal bracing. The steel pipe posts must be capped. All pipe post OD diameters may range from 2

3/8” to 2 7/8”. Pipe wall thickness range is 0.140 to 0.218 inches.

Appurtenance’s crosspieces or horizontal bracing constructed of pipe will have an OD diameter range of 1 7/8” to 2 7/8”. Refer to drawings for required lengths, diameters, hardware, and design needed to construct a corner, end panel and or stress panel.

In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the map drawings.

SOW Page 8

5. Wire: Stretch tightly and securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

6. Brace Wire: Shall be twisted tight and tied off wire to prevent unwinding.

7. Gates: Shall be installed according to the Work Data Sheet A and the drawings.

8. Contractor shall properly dispose of all damaged wire, wire stays, steel posts and wood brace materials at an approved disposal facility.

Units: The work described in this section will be measured and paid for by the linear foot as measured along the ground surface next to the completed fence, including distance across gate openings, end, stress, and corner panels; cattle guards and drainage crossings. The quantities of end, stress, and corner panels, and gates to be paid for will be the actual number of these items. Tree tie-offs are not approved for this contract. Note: Gates do not include adjacent end or corner panels. These are separate items.

Basis of Payment

1. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:
