RADIO INTERCONNECTION SYSTEM
Yosemite Na�onal Park
Description:
Yosemite National Park has a requirement for linking UHF radio equipment to create a fully linked radio system inside the O’Shaughnessy Dam at the Hetch Hetchy reservoir.
Specifications:
The following specifications are required for a new, never used, and in ready to operate condition radio interconnection system comprised of the following:
• Manufacturer and Parts Number: JPS Interoperability Solutions Inc. 5160-600000 (or equal) o Description: RSP-Z2 Dual Channel devices o Quantity: 9 Each o Additional Specification Information: supports: radio interfaces, four-wire interfaces, PoC, SIP, RTP, MCC, or RoIP connections; Ethernet Port; Configurable NTP; Wired and wireless headset compatibility; Mode for monitoring and recording; Resource-specific settings for optimal audio quality; Ability for local patching
• Manufacturer and Parts Number: JPS Interoperability Solutions Inc. 5160-400000 (or equal) o Description: Z-Series Controllers o Quantity: 2 Each o Additional Specification Information: ability to integrate with up to 80 local resources;
Ethernet port; Configurable NTP; Ability to stream to RTP or SIP based recorder; Wired and wireless headset compatibility; Ability to backup and restore configuration; One or two-two way multi-user light dispatch; Automatic audio routing; Optional encryption
• Manufacturer and Parts Number: JPS Interoperability Solutions Inc. 5961-291327-15 (or equal) o Description: Radio interconnect cables for Motorola APX radios o Quantity: 18 Each
• Additional Compatibility Requirements o The provided equipment must be capable of full normal operation without dependency on the internet or servers. All hardware devices must facilitate system-based communications over a defined and managed network port.
o The supplied equipment will utilize a browser-based user interface that allows direct secure interaction with the entire system and does not rely on client-based software to be installed in host computers.
o The supplied equipment needs to automatically recover the system configuration upon loss and recovery of power or network connectivity and without human intervention to initiate the recovery. Everything needs to be performed automatically, by the hardware.
o The supplied equipment must permit routing policies to be configured allowing provisioning to allow RoIP voice data to flow between all system elements supporting the radio control stations. This routing policy must ensure that the RoIP voice data continues to flow between the gateways even if the central controller is directly subjected to a power outage, network outage or failure.

The remote gateways must be adjustable and able to be monitored for health directly from the central controller without the need to log into or engage each gateway separately.
o The supplied equipment must support the following resource types: 4-Wire Full-Duplex LMR, SIP Telephony, RTP, RoIP, Bridge RoIP, MCC Consoles, ESChat PoC, Tango Tango PoC, AT&T FirstNet PoC, Verizon Frontline PoC, JPS VIA PoC, Zello PTT PoC, Motorola WAVE PoC, Motorola Critical Connect, Weavix PoC, Tassta PoC, Zebra Workforce Connect PoC.
o Supplied equipment must be capable of RoIP Voice Data compression, and Opus-LOW 6kbps, Opus-MED 10kbps, Opus-HIGH 12kbps, GSM 13kbps, G.711 uLAW 64kbps, G.711aLAW 64kbps.
o The supplied equipment must be capable of operating with RoIP Encryption: AES-256-bit, ChaCha20 512-bit.
o The ability to permit system monitoring without those users having access to transmit capability is strongly desired.
o The supplied equipment should have a user definable interface that allows connections to be created or altered on the fly within the system software.
o Adding new system components needs to be possible at any time, simple and resilient with minimum vendor support required.
o Supplied equipment must be expandable for yet to be anticipated future requirements.
Gateways o Equipment supplied should be 100% backwards compatible with all legacy JPS equipment already possessed by Yosemite National Park.
o Browser-based interface needs to either support: HTTP, HTTPS, or HTTP + HTTPS o Browser interface must be Self-Certifying.
o Firmware updates are downloadable from manufacturer website and must be free to download for the life of the product.
o Entire system and individual device configurations must be able to be backed up and restored.
o All capabilities mentioned are to be included in the system and must not incur reoccurring fees or costs.
Delivery:
Delivery within 120 days after receipt of order (ARO) is preferred.

Travel restrictions on Route 140. All vehicles are restricted to 45 feet total length on route 140 into the Park, see Caltrans website at http://www.dot.ca.gov. Please verify current road conditions prior to hauling. These delays and restrictions must be considered part of the existing conditions within the park and will not be cause for any additional compensation as a result of travel restrictions or related work.
