STATEMENT OF WORK (SOW)
4 December 2025
REFUSE COLLECTION AND DISPOSAL
HASKELL INDIAN NATIONS UNIVERSITY GROUNDS

GENERAL REQUIREMENTS
The Bureau of Indian Education (BIE) – requires trash collection services at Haskell Indian Nations University, Lawrence, Kansas.
SCOPE OF WORK
The Contractor shall provide complete trash collection services in accordance with the statement of work to include pick-up, haul, dump, and cleaning of waste receptacles on the government site.
CONTRACTOR REQUIREMENTS
General Requirements
The Contractor shall:
1. Provide trash collection services. The contractor shall provide an all-inclusive rate for trash collection services to include, but not limited to, travel, labor and equipment.
2. Provide containers for each station as outlined below. Containers (bins) shall be standard commercial industry type of heavy gauge metal construction and designed for mechanical handling. The contractor’s name and local phone number shall be prominently displayed on the containers. The contractor shall replace any damaged lids for all bins, as identified and reported by the Contracting Officer’s Representative (COR). All lids to the bins shall be closed each time the bins are emptied and set back down in place.
3. Notify the COR immediately when a scheduled pickup will be late or not performed and provide a reasonable explanation. The COR shall make invoice deductions if NO notification is received and without good cause.
CONTRACTOR TASKS
The Contractor shall provide eighteen (18), six (6) cubic yard trash collection containers in designated areas on the campus of Haskell Indian Nations University, and collection will be on a weekly basis with multiple days of pick-up. New equipment ONLY. No remanufactured or “gray market” items. All items must be covered by the manufacturer’s warranty. *See list below for pick-up schedule.
Contractor Vehicles: The Contractor shall use vehicles specifically designed for trash collection which does not permit loss of collection. The Contractor shall have sufficient equipment for the performance of this statement of work.
If requested, provide the following current information to the Contracting Officer’s Representative (COR):
· Approximate time of the day the station pickups will occur.
· Route to be used daily; mark on site map (attached)
· All weight tickets or other written documentation evidencing each load of refuse was deposited in EPA approved landfills.
· Insurance coverage as required to perform services.
Removal and Disposal: Removal time and frequency may be altered to meet the needs of the government.
· Trash collection and disposal of hazardous waste shall be in accordance with Federal, State and Local Government Health and Sanitation codes and regulations to include Environmental Protection Agency (EPA) regulations.
· Executive Order 12088 “Federal compliance with Pollution Control Standards” (October 12, 1978, Amended January 23, 1987) provides direction for Federal Agencies in protecting the environment, in addition to compliance with 40 CFR part 257 regulations.
· If two or more regulations conflict, the contractor shall adhere to the more stringent of the regulations.
· Environmental: The Contractor shall follow all applicable environmental laws. The contractor shall provide written documentation for an approved landfill that meets all Federal, State, and Local regulations. Haskell Indian Nations University utilizes and Environmental Management System (EMS) to follow regulations concerning environmental laws.
· The Contractor is responsible for obtaining use agreements and the payment of fees with landfill operations.
· Containers should accept mixed trash collection, including glass, paper, cardboard, plastic, aluminum, and steel cans.
· The Contracting Officer Representative (COR) and the Point of Contact (POC) are the only individuals authorized to schedule pick-ups.
Cleanliness of Collection Area:
· Contractor shall remove all refuse within 10ft around each station and transport refuse in a manner to eliminate refuse from spilling or scattering.
· Refuse strewn on the ground at the station and on route during collection and disposal operations is the Contractor responsibility.
· Maintain equipment in a clean, neat, safe and sanitary condition at all times. Maintenance must be performed as to slow/stop the harborage, feeding, and breeding of vectors and insects.
· Keep driveways and entrances clear to the maximum extent possible. Do not park or store materials or equipment around the collection areas.
MINIMUM QUALIFICATIONS
· The Contractor shall ensure drivers have a valid Kansas driver's license. Licensing shall be in accordance with Kansas minimal requirement (Class B CDL).
· Contractor shall meet the Environmental and OSHA requirements; in accordance with Executive Order 134.23, Strengthening Federal Environmental Management System (EMS) required by the EPA.
· The Contractor shall also ensure drivers are familiar with the government’s compactor.
WORKPLACE SAFETY
Safety and Security:
· Due to the nature of the educational environment of the facility and daily operations, all work shall be in accordance with the common safe work practice according to OSHA for Safety and Health Programs to prevent accidents or injuries.
· The Contractor shall comply with all applicable Federal laws with such additional measures the COR may determine to be necessary. The contractor is required to implement a ZERO INJURY PROGRAM for these services.
· Contractor Employee Identification. Before commencing work under this purchase order, the Contractor shall ensure that all drivers wear identities with the company logo visible. The contractor’s logo shall be visible on all vehicles used in the performance of this purchase order.
· Contractor employees, while performing the work under this contract in Government-owned or controlled buildings, or on Government property, shall be subject to the same conduct as those governing Government employees.
SPECIFICATIONS
The Vehicles shall:
· Meet Federal and Kansas State Government standards (i.e. Motor Carrier Safety, Noise, Emission Standards for Motor Carriers engaged in Interstate Commerce).
· Must meet 40 CFR 242 Collection Equipment.
· Must meet American National Standards Institute (ANSI Z245.1).
· Must be metal, leak-resistant and adequate provisions shall be made for suitable cover.
· The following types of equipment shall be used:
1. Rear-loading compaction equipment
2. Side-loading compaction equipment
3. Front-loading compaction equipment
REVIEW AND APPROVAL
The COR and POC shall review and approve services during the duration of the scheduled work (i.e., COR will notify the contractor when bin lids are left opened or damaged, and/or when debris has fallen out of the bin during pick-up and area not cleaned up, etc.)
PLACE OF PERFORMANCE
Haskell Indian Nations University campus in Lawrence, Kansas will serve as the primary place of performance.
PERIOD OF PERFORMANCE
The contract start date will begin when the background investigation is approved, with an estimated beginning date of January 1, 2026. Period of Performance (PoP) will be BASE YEAR + 4 OPTION YEARS.
