U. S. GEOLOGICAL SURVEY

I. GENERAL INFORMATION

a. INTRODUCTION. The USGS South Atlantic Water Science Center (SAWSC) is comprised of USGS offices in Georgia, North Carolina, and South Carolina. Since our merger in 2014, the Information Technology Unit has been working on consolidating our IT infrastructure, policies, and procedures with the goals of reducing operational costs, strengthening security, consolidating access logs, and creating efficiency in operations. We are working on consolidating our existing Camera systems. Although we were discussing updating our camera system in Norcross next fiscal year, a fire in the Norcross, GA office in June 2022 pointed to the importance of keeping equipment current and ensure our blind spots are covered to assist with emergencies and after hours issues. The ability to update the Norcross system to use the same NVR as our other offices will have the added benefit of allowing our IT staff the ability to learn one system, as well as research, patch, and remediate any found vulnerabilities to a common system throughout our Center.

b. BACKGROUND. The surveillance system in the Norcross office was installed in 2012. The current software used to view our cameras remotely is difficult to install. Implementing a consolidated camera system throughout our offices will make the ability to manage the system easier on staff to manage. Consolidating into the existing system saves time, money, resources, maintenance costs, and training needed to operate, maintain, and integrate a disparate system. All other SAWSC offices use Pro-V Station software.

c. DEFINITION/APPLICABLE DOCUMENTS.

i. Reference Attachment 2_Drawing of Space

d. SCOPE. The contractor shall provide all materials, labor, equipment, travel, and supervision necessary to install a camera system to include a NVR in the Norcross, GA which is compatible with the Pro-V Station software cameras and NVRs installed at other SAWSC offices to ensure easy access to the cameras and to have one set of instructions on how to properly utilize our camera systems.

II. WORK REQUIREMENTS

a. TECHNICAL REQUIREMENTS

i. CAMERA SYSYEM.

1. Install a new camera system to include a NVR that is NDAA compliant.

2. IT staff will supply networking information for connecting the installed system.

3. Installation and setup of 14 cameras and 1 NVR to support the cameras. NVR will be in the computer room and the 14 cameras will be installed as follows:

a. Qty 5: 4k resolution (or better) cameras with ability for image clarity in changing light conditions at the rear of the building, to include viewing of the wareyard area.

b. Qty 4: 4k resolution (or better) cameras on side of the building.

c. Qty 3: 4k resolution (or better) cameras at the front of the building.

d. Qty 1: 4k resolution (or better) camera in the front lobby.

e. Qty 1: 4k resolution (or better) camera in the computer room.

f. All cameras should allow for night vision.

g. All wiring, cables, and necessary equipment needed to ensure digital quality video stream.

h. Live and recorded views of the camera through software.

i. 4TB NVR Video Recorder with 16 full-HD simultaneous streams at 15fps or better, with licenses for cameras if needed.

j. All wiring/cables needed to connect cameras to Video Recorder.

4. Training on how to use equipment and view recordings via software.

5. USGS will provide power, rack space, and connection to the network at the NVR.

6. Criteria for acceptance of Product or Service

a. NVR should use Pro-V station software so that viewing can be in a consolidated console for South Atlantic Water Science Center employees with access to the system.

b.

ii. MAINTENANCE AND TECHNICAL SUPPORT

1. Provide a base year and four option years of maintenance and technical support on the cameras and NVR.

iii. ELECTRICAL AND LIGHTING. Contractor shall comply with all applicable Occupational Safety and Health Administration (OSHA) standards, as well as electrical requirements listed in National Fire Protection Association (NFPA) regulations and meet Federal, State and Local codes.

iv. MEASUREMENTS. It is the responsibility of the Contractor to field verify all measurements & quantities. All work listed shall be coordinated with the USGS Technical Liaison.

v. OUTAGES AND INTERRUPTIONS. The facility will continue normal operations during the performance of the contract. The contractor shall notify the USGS Technical Liaison immediately if it becomes necessary to interrupt any circuit. Any work that requires shutting down of a facility system, such as mechanical, electrical, etc., shall be coordinated with the USGS Technical Liaison.

vi. SITE CLEANLINESS. The contractor shall clean up and dispose of daily all rubbish and accumulated waste. The contractor shall remove tools and equipment and leave the premises clean at the completion of the project.

vii. POST CONSTRUCTION TESTING AND COMMISSIONING. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer. All materials and workmanship shall be subject to the inspection and approval of the USGS Technical Liaison. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost. Final inspection and acceptance shall be performed with the contractor, on site by the USGS Technical Liaison upon completion of job performance.

b. GENERAL REQUIREMENTS

i. Schedule. Within five (5) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the USGS Technical Liaison a schedule of construction for the project. The schedule shall indicate the dates of the periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that major components of the work will be accomplished. When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/ equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the USGS Technical Liaison immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date.

ii. Safety. On-site personnel shall stop work for any safety or environmental violation.

c. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.

III. SUPPORTING INFORMATION.

a. GOVERNMENT FURNISHED PROPERTY (GFP): IT staff will supply the necessary information for setting up network access.

b. SECURITY. Building access shall be coordinated with the Facility Manager

e. SPECIAL CONSIDERATIONS

i. Code Compliance. All work shall comply with all current governing specifications, including, but not limited to: NFPA, NEC, BOCA National Building codes, and OSHA standards. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the contract.

ii. Utility/Service Interruptions: The Facility Manager and USGS Technical Liaison shall be notified not less than 3 calendar days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the USGS Technical Liaison.

iii. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

iv. MATERIALS. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

v. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

vi. SCHEDULING CONTRACT WORK. The contractor shall make necessary arrangement with the Facility Manager and USGS Technical Liaison to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.

vii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the Facility Manager.

viii. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

ix. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

x. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.

xi. ACCIDENT PREVENTION AND FIRE HAZARDS. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.

xii. INDEMNITY. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.

s. Prevention of Malicious Code

i. Definitions. Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."

ii. The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.
