Gas Line and Meter Replacement at General
Grant National Memorial Statement of Work (SOW)
NATIONAL PARK SERVICE (NPS)
1.0 PROJECT INTRODUCTION
Project Title: Gas Line and Meter Replacement at General Grant National Memorial
In accordance with terms and conditions of the Contract, the Contractor shall perform the work of this Statement of Work (SOW) for the National Park Service (NPS) as described below.
1.1 LOCATION
This project is located at General Grant National Memorial, at West 122nd St. and Riverside Dr., in New York City.
1.2 BACKGROUND
The tomb at General Grant National Memorial is a historic structure located in New York City.
This project will remove and replace the deficient gas line and meter at General Grant National Memorial in order to satisfy ConEd requirements for restoring gas service to the facility.
1.3 DESCRIPTION OF WORK
Remove and replace the deficient gas line and meter at the tomb General Grant National Memorial.
2.0 PROJECT REQUIREMENTS
2.1 SCOPE OF WORK
The contractor shall provide all personnel, services, vehicles, transportation, tools, equipment, materials, supplies, facility supervision, administration supervision and any other item(s) necessary to perform and accomplish this service. The contractor shall be familiar with all the terms, conditions, and requirement herein contained. All work must comply with federal, state and local regulations. The contractor shall perform the following:
1. REMOVAL OF EXISTING GAS LINE AND METER
• Disconnect and remove existing gas line and gas meter
2. INSTALLATION OF NEW GAS LINE AND METER
• Install and connect new gas line and meter
3. POST-INSTALLATION TASKS
• Remove all removed plumbing components from building upon completion of work
• Ensure work area is broom clean
• Contact ConEd to have final inspection completed and gas line turned back on
2.2 DELIVERABLES
• Removal of all obsolete components
• Installation of new components
• Gas line turned back on by ConEd
2.3 DELIVERY SCHEDULE
• Work shall be completed within 14 calendar days from the Notice to Proceed (NTP).
2.4 WORK HOURS AND ACCESS
• Provide the Park with the project schedule as soon as it is known.
• All work shall occur during regular business hours, 8am – 3:30pm, Monday – Friday unless otherwise approved.
• Coordinate construction efforts with Contracting Officer towards minimal impact to the work of NPS personnel and to the visiting public. Closure or rerouting of visitor areas should be avoided.
2.5 CODES AND STANDARDS
• Work shall be completed by a licensed New York City master plumber.
• All work shall comply with ConEd requirements. Contractor must be certified by ConEd for gas work.
2.6 RESOURCE PROTECTION
• Minimize tailpipe emissions, do not leave construction equipment idling longer than necessary for safety and mechanical reasons. Vehicle idling shall comply with New York City and New York State anti-idling laws.
• Take necessary reasonable measures to reduce air and water pollution with material or equipment used during construction. Keep volatile wastes in covered containers.
• Construction debris shall be collected in appropriate containers and removed through the employee entrance. Visitor areas will remain free of any construction equipment, materials or debris. All construction debris and removed material shall be transported outside the park and properly disposed of at an approved off-site location(s) in accordance with federal, state, and local regulations.
• Noise, dust, and odor-producing activities shall be controlled and minimized.
• Confine operations to work limits of project. Prevent damage to surroundings. Restore damaged areas outside work limits, repair or replace damage at no additional expense to
NPS.
• Construction procedures shall include preventing accidental disruptions to facilities outside project limits by investigating existing utilities and protection during construction. Accidental disruptions shall be remedied at no cost to NPS.
2.7 SAFETY AND PROTECTION
• Contractor shall implement appropriate safety measures, including lock out and tag out, and ensure the protection of building occupants and property during all phases of work.
• Ensure employees are physically qualified to perform assigned duties safely. Do not allow employees to work if their abilities are impaired. Operators of equipment shall be able to understand signs, signals and operating instructions, and capable of operating such equipment.
• All work shall comply with OSHA safety standards.
2.8 BUDGET & FUNDING
• Any cost overruns must be pre-approved by the Contracting Officer.
3.0 ACCEPTANCE CRITERIA
All work must pass ConEd and NYC DOB inspections. Contractor must contact ConEd to have final inspection completed and gas line turned back on. The system must be restored to full operational status without leaks.
