All labor, parts, and materials must be provided, with the Park retaining the least worn removed parts and the contractor responsible for proper disposal of remaining parts. All work must comply with applicable codes and manufacturer guidelines, including complete system inspection and start-up testing to verify proper operation with properly aligned chains and motors. The Primary Contractor must hold all required mechanic licenses for wastewater treatment systems and perform a minimum of 51% of the labor. Operational constraints require two of the four aerotor trains to remain operational at all times, with no more than two trains offline for repair for consecutive periods exceeding three days.
The contract period begins with ordering of replacement parts within two weeks of award, with fieldwork commencing within one week of material delivery and Notice to Proceed. All work and system operation must be completed within two weeks of fieldwork commencement. Work hours are 7 a.m. to 5 p.m., Monday through Friday, excluding federal holidays, unless the COR approves otherwise. A site visit is highly recommended and can be scheduled through the Park's Point of Contact between 9 a.m. and 2 p.m. on specified dates; failure to conduct a site visit does not relieve the contractor of pricing accuracy responsibility.

SCOPE OF WORK
Replace Bearings and End Shafts of Aerotors at Trains 1 through 4 at
Sandy Hook Wastewater Treatment Plant at Building 311 Gateway National Recreation Area - Sandy Hook Unit
Intent The intent of this contract is for the replacement of the bearings and end shafts of four (4) Westech Aerotors (Train #1 through Train #4) and to make the aerotor systems operational at the Sandy Hook Wastewater Treatment Plant.
The tasks will include, but not limited to, the replacement of the bearings and end shafts. This work will be conducted at 311 Atlantic Drive located in the Sandy Hook Unit of Gateway National Recreation Area, Fort Hancock, and Monmouth County, New Jersey 07732.
The Contractor shall:
Four AEROTOR TRAINS (Trains #1 through #4):
Provide and replace the bearings on both sides of the center shaft of the 4 Aerotors. This shall include all mounting hardware and fasteners necessary to secure the bearings. The gap of the bearings shall be installed as per Westech specifications.
Provide and Inspect the end shaft on both sides of the center shaft of the 4 Aerotors. Upon inspection, it will be determined by the Contractor, COR and the Plant Operations Supervisor whether the End Shaft shall be replaced. If deemed necessary, the contractor shall replace the End Shafts. In the case that the existing End Shafts are deemed adequate and not needed to be replaced, the contractor will turn over the End Shafts to the COR. This replacement shall include all mounting hardware and fasteners necessary to secure the end-shafts. The end shafts shall be installed as per Westech specifications.
Upon completion of work, each train shall be operationally tested and proven that it will function as designed.
ALL WORK:
All labor, parts, and materials shall be provided to replace the bearings and end shafts of the four Aerotors.
The Park will keep the least worn set parts removed. All removal and proper disposal of remaining removed parts shall be included.
All work shall be done by code. All manufactures guidelines and requirements shall be followed.
Complete an entire system inspection and start-up, of the new equipment to verify the entire system is working properly. Assure chains and motors are properly aligned.
Contractor shall be qualified to work equipment being installed. All parts/materials shall be from or approved by the manufacture of the system.
Two Aerotor Trains shall always remain operational. Two Aerotor trains can be offline for repair work for no more than 3 consecutive days.
The Primary Contractor Shall hold all required mechanic licenses to work on the waste-water treatment system, and the Primary Contractor shall perform a minimum of 51% of the labor.
Site Visit The government highly recommends all potential offerors schedule and complete a site visit. The site visit can be scheduled through the Park’s POC. If a Contractor does not complete a site visit, it does not relieve them of the accuracy of their pricing. The set days of the site visit will be specified, and the hours of the site visit will be between 9 am and 2 pm. The visit needs to be scheduled through the park POC.
Work Location The location of the work to be performed is at the Wastewater Treatment Plant of the Sandy Hook Unit of Gateway National Recreation Area, 311 Atlantic Drive, Fort Hancock, NJ 07732. Contractor shall contact COR and coordinate all onsite work to be performed.
Period of Performance All replacement parts shall be ordered within two weeks after project award. All fieldwork shall commence within one week of material delivery and Notice to Proceed. Once fieldwork commences all work and system operation shall be completed within 2 weeks. Work shall be performed in between the hours of 7 a.m. and 5 p.m. during the work week of Monday thru Friday excluding Federal Holidays, unless prior approval is given by the COR.
