Delaware Water Gap National Recreation Area High Speed Internet Upgrade Project
Replace T-1 Circuits with fiber internet at:
Bushkill Meeting Center, Dingmans Falls Visitor Center and Zion Church
Statement of Work
Background: Delaware Water Gap National Recreation Area (NRA) needs reliable, high-speed internet to perform park operations, improve safety communications, provide the public with information regarding park resources and recreational opportunities. The park currently operates on outdated, corroded copper T-1s that fail regularly resulting in loss of access to systems and data.
Objectives: The goal of this work is to provide the Bushkill Meeting Center (BMC), Dingmans Falls Visitor Center, and Zion Church offices with reliable high-speed internet to improve operational efficiency of day-to-day operations, and security of federal government systems through more timely updating and patching for vulnerabilities.
Scope: The project will require the placement of failing copper lines with new fiber optic cable lines to the sites. Additional pole surveys may be required for the utility companies to assess the work necessary to make space on the utility poles for these new cable runs. The project will consist of any work identified in the pole survey to complete the cable runs. The contractor will provide all labor, equipment and hardware necessary to provide the sites with internet connectivity. All cable runs to buildings will follow existing cabling paths. Building entrance points and mounts will be near existing cable entrance points and mounts. Any trenching will require additional compliance and archeological monitoring by the National Park Service – following existing aerial cable runs is preferred method where applicable.
Circuits delivered at each location will be a 10-megabyte circuit with the ability to increase to higher speeds as park needs arise and funding becomes available.
The park will use existing interior house network cabling for distribution of internet service to computers within the site. The park will request the LAN-to-LAN devices using current National Park Service (NPS) procedures to extend internet service and access to the Department of Interior (DOI) wide area network.
The park will coordinate the cutover to the new internet service provider when installation of the LAN-to-LAN devices is scheduled. The park will pay the monthly service fees upon activation of the service and request consolidated billing for all sites.

Contractor Requirements: The contractor must be an internet service provider who is authorized to perform the utility work required to provide internet service. The contractor must be an internet service provider. Contract must be in SAM.gov prior to award of the contract.
Deliverables: Provide necessary cabling and equipment to provide high speed internet connectivity to:
• Bushkill Meeting Center, 6414 Milford Rd, Bushkill, PA
• Dingmans Falls Visitor Center, 224 Dingmans Falls Road, Delaware Township, PA 18328
• Zion Church, One Church Hill Road, East Stroudsburg, PA
A cost estimate of the monthly internet service by location is required for budgetary planning and to determine the government’s ability to afford this internet service provider upon completion of construction.
Delivery Schedule: The contractor shall provide high speed internet connectivity to each of the sites within 12 months of the date of contract award.
Government Furnished Equipment: The government shall provide LAN-to-LAN devices after completion of the work to provide access to the Department of Interior (DOI) National Park Service (NPS) wide area network after acceptance of the work of this project.
Security: The contractor shall provide a work schedule to the contracting officers representative (COR) to alert all staff and law enforcement personnel of work areas. Any building access will need to be coordinated with the COR and scheduled between the hours of 7:00am – 5:00pm EST Monday through Friday. A schedule of exterior work will be provided to the COR; anticipated hours for exterior work will 6:00am-6:00pm Monday through Friday.
Place of Performance: All work will be performed at government sites and along utility right of ways as determined by the pole survey and the contractor.
Period of Performance: Performance period will start the date of award of contract and must be completed within twelve months.
Evaluation Methodology
The Government anticipates awarding a firm-fixed price contract to the responsible offeror whose quote conforms to the solicitation and represents the best value to the Government based upon an integrated assessment of the evaluation factors listed below. The Government will consider: Technical Capability, Personnel, Past Performance, and Price. The factors listed below are in descending order of importance.
When combined, all other evaluation factors are significantly more important than price.
However, price will contribute substantially to the selection decision. The evaluated price will not be rated or scored but will be a consideration for reasonableness in the final source selection decision. The government reserves the right to award this action to other than the lowest priced offer.
1. Technical Capability (Limited to 4 pages) Offeror shall submit a written description that demonstrates they have the required technical knowledge and necessary equipment to successfully complete this project. Said description shall specify what techniques, equipment, and labor will be employed to complete this project.
2. Key Personnel (Write up is limited to 10 pages; resumes limited to 2 pages each)
Offeror shall demonstrate skills and training of personnel involved in this project, showing minimum required skills are met. Past work which demonstrates a minimum of experience executing two different installation projects, which are projects of similar scope and complexity required by this solicitation.

3. Past Performance (Limited to 10 pages)
a. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful completion of projects similar in quality, technique, and complexity.
b. The evaluation will be based on information obtained from the written quote, photographs, other relevant past performance information obtained from sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.
c. The Government will assess the relative risks associated with each offeror.
Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.
d. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.
e. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.
f. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.
Note: Contractors submitting offers without past performance will receive a neutral rating.
g. Offerors shall provide evidence of comparable past work including a minimum of five years of experience performing engineering, design, and installation of high-speed internet connectivity to a site.
Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.
4. Price Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.
The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.
The Government will evaluate the price quote for reasonableness. Reasonableness shall be determined considering other competitive prices received and comparison to the Independent Government Estimate. The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.
Submittals Offerors shall submit a completed copy of FAR 52.204-24; this clause can be found in the terms and conditions section. The contractor shall provide documentation on the hardware installation and any warranties electronically. The contractor shall provide all circuit identification numbers for each location electronically. A full description and drawing of the work as completed shall be provided electronically.
