STATEMENT OF WORK

GATE-Electrical Distribution Cable Repair

1.0 Background

The Staten Island Unit of the Gateway National Recreation Area owns and maintains the electrical distribution infrastructure at three non-contiguous sites on Staten Island. The site at Fort Wadsworth requires replacement of the 5kV cables feeding the single phase, 110/208 15 KVA stepdown lighting transformer and the three phase 225 KVA step down transformer. The 225 KVA transformer was replaced in May 2024 with contract 140P4524P0004. The transformer was installed correctly, and once energized supplied buildings 301, 302, and 310 with full power to all three phase panels.

Less than 24 hours later, 2 phases had failed. A contract modification was completed to allow for testing of ancillary components of the distribution system to allow for commissioning of the transformer. The Prime Contractor subcontracted North Central Electric, Inc. for testing of all cables and inspection of the secondary distribution system.

2.0 Scope

The (NPS) is Requires a Licensed Electrical Contractor to supply all equipment, PPE, materials, and labor to remove and replace all Primary 5 KV cables to both the 15 KVA Surface Lighting step down transformer (LX-

3) and the 225 KVA step down transformer that supplies secondary power to the maintenance buildings.

The report is also calling for current limiters to be installed on all splices between the 600 MCM cable bringing secondary power from the transformer and the #3 and 3/0 cable supplying power to the buildings. The splice box is undersized and is a safety concern according to the report. The splice box will also need to be replaced with an appropriately sized (4x4x3) precast concrete splice box.

3.0 Objectives

Replacement of the primary cables will restore power to the Battery Road Surface lighting and the Maintenance buildings at the corner of Battery Road and Tennessee Road.

4.0 Tasks

4.1 Primary Cable Replacement

1. The contractor shall de-energize the Pad Mount Distribution Switch (PMS-B).

2. The contractor shall supply all materials, equipment, labor, and PPE to remove the existing 5 kV cables supplying both transformers from the existing conduit.

3. To avoid ground disturbance, new 5 kV cables will be pulled through the existing conduit.

4. The contractor shall provide all equipment, materials, and labor to splice new elbow load breaks at the primary side connections for both transformers.

5. The contractor shall provide all equipment, materials, and labor to splice new terminations for connection to the ground mount switch feeding the transformers.

6. The contractor shall re-energize primary power to the 15 KVA lighting transformer and all buildings not serviced by the 225 KVA step down transformer.

4.2 Secondary Splice Box

1. The contractor shall replace the existing splice box with a pre-cast concrete 4’x4’x3’ electrical box. The box shall have a precast lid with a metal access hatch or electrical manhole frame. Contractor will supply the manhole cover or hinged hatch for access to the splice box.

2. The contractor shall supply all labor, materials, equipment, and PPE necessary to re-splice all secondary supply cables and include current limiters at the new splice.

3. The contractor shall re-energize the 225 KVA transformer.

5.0 Government Furnished Property

No government-furnished property will be supplied.

6.0 Service Requirements

6.1 Bid Requirements

b. Bid packages shall include an electrical trade license.

c. Bid packages shall include 3 past performance references illustrating relevant experience.

Relevant experience is defined as work involving repair, installation, modification of primary and secondary power supply.

d. Bid packages shall include a tentative schedule based on equipment and material lead times.

6.2 Post Award Division 1 Submittals

a) Safety plan:

Safety Plan to include overhead lift procedures for removal and replacement of the 5kV cable.

Safety Plan to include procedure for de-energizing the transformer, proper PPE for employees working around Primary and Secondary power.

b) Work Schedule

c) Certificates of Insurance

6.3 Materials and Equipment Submittals

a) Any connection hardware specifications for connection of Primary and Secondary power at the transformer.

b) One-year parts and labor warranty on equipment.

6.4 Work Requirements

a) All work shall take place between the hours of 7:00 A.M. and 5:00 P.M., Monday through Friday. Weekend shall only be approved with a written request to the COR.

b) All employees shall be in proper PPE including high visibility vests when working near vehicle traffic lanes.

c) Contractor shall not be given access to Government Buildings unless accompanied by an NPS employee.

7.0 Place of Performance

All contracted work will take place on Fort Wadsworth (FOWA) Battery Road, Staten Island 10305.

8.0 Period of Performance

All work shall be completed within 30 days of issuance of the Notice to Proceed. This Period of Performance can only be modified by the contractor by sending a written request to the COR with supporting documentation for equipment lead time issues.

9.0 Payment

The contractor shall submit a paid invoice for the transformer to receive payment for materials.

Final Payment will be approved when all work has been accepted by the COR.

Gentlemen, North Central Electric has completed the inspection of underground cable and Transformers at the above referenced facility. Please see attached report for your records.

Report Summary:

1: Both sets of primary cable require replacement

2: Low voltage cable splices require repairs in addition the cable is in violation of the National Electric Code. The cable should have proper current limiters installed at the splice to protect the smaller cables. In addition, the splice box is undersized for all the cables installed.
