About this file
This is a Scope of Work for road operation and maintenance services on Dumont Dunes Road, located 40 miles north of Baker, California in San Bernardino County. The Bureau of Land Management seeks a qualified contractor to repair and restore a 300-foot road shoulder that was heavily eroded and scoured by Tropical Storm Hiliary.
The contractor must furnish all labor, equipment, supplies, and materials to complete site preparation, placement and compaction work, and environmental remediation. Site preparation includes clearing debris and vegetation, proper grading to prevent water pooling with no greater than 2% cross slope, and excavating the road shoulder to place geosynthetic materials, backfill with native material, and cap with 6 inches of Class 2 aggregate road base. During placement and compaction, the contractor must spread aggregate evenly in 6 to 8-inch lifts, properly water the base, and achieve proper density through multiple roller compactor passes, with the Government furnishing all geosynthetic materials. Environmental requirements include dust control, proper disposal of all construction waste and any hazardous material spills per federal, state, and local regulations, and sweeping the asphalt pavement surface clean. Traffic control must comply with local authorities, maintain public and emergency access, protect existing site improvements, and require permission before any road closure. The work area is located at coordinates 35.696338, -116.251482, with the project location at 35.692295, -116.302901.
