Data will be delivered in geodatabase format for use in GIS.
Deliverable 1.5: Pre-inventory conference: Discussion and overview of the project area, access, geography, inventory strategy, safety, review of the data schema. Due 45 day prior to scheduled Contractor field work.
Deliverable 1.6: Complete geospatial route data on motorized and unmotorized routes according to the BLM’s Planning and Conducting Route Inventories, BLM Technical Reference 9113-1, with error-free topology, to include all metadata requirements including but not limited to spatial components, attribute descriptions, data collection methods and accuracy assessment. Due 20 days prior to the contract completion date. Data should include, at a minimum, all data required by the BLM’s national linear feature geodatabase standard (GTLF data standard), but may also include additional data request and approved by the COR including: All spatial data shall be projected in Universe Transverse Mercator, Zone 13 North, North American Datum 1983. Variation from this approach must have prior approval of the BLM. Data must meet Federal Geographic Data Committee (FGDC) content standards. Topology shall be “cleaned” and error-free. All routes shall start and end at either an intersection or the end of a route.
There shall be no overlapping routes. All extraneous nodes shall be removed.
Deliverable 1.7: Signage data and photos. All signage data and all photos taken as a part of route inventory/signage efforts will be compiled, organized and set up as a point layer in the Geodatabase with the photos hyperlinked to the points to be incorporated into the state’s Statewide GIS layer. In addition to the Geodatabase, a searchable photo database shall also be created to allow access outside GIS. Photo Data shall be collected and captured as Photo Points. All photo points shall be captured according to the BLM’s standard inventory format. At least one photo shall be taken per mile. Other photos shall be taken per agreement between the Contractor and the Photos shall be no less than 5 megapixels. In the event routes identified by photo interpretation cannot be accessed because of denial of access by private landowners or such landowners cannot be located in a timely fashion during route inventory such routes on the BLM will be digitized utilizing the best available information. This will enable those routes that are known or suspected to exist on the BLM lands, but were not accessed during the route inventory phase due to access restraints to be evaluated and designated during the subsequent route evaluation phase. Due 20 days prior to the contract completion date.
Deliverable 1.8: Administrative Record. Full Administrative Record with all supporting data due 20 calendar days prior to the BPA Order completion date.

All data will be collected utilizing a BLM-supplied feature service hosted on ArcGIS Online using GeoPlatform. Data on devices shall be synchronized with Geoplatform daily. If this is impractical, data shall be synchronized as often as possible.
Deliverable 2.0: Special Requirements – Create Data Schema. The Contractor will coordinate with the BLM on development of the components for the data schema to be utilized by the Contractor for route inventory and evaluation. The final decision on data schema attribution components rests with the BLM. BLM would like these following components in the data schema: Route data, Point Site data, Hazard data, locations of route markers, photo points and other data deemed necessary by agreement between the Contractor and the COTR. Route data attributes shall be submitted to the Contractor using the data schema provided by the BLM GIS specialist. This standard will serve as the minimum required values; the contractor may collect additional route attributes during the data collection process, subject to BLM approval. Data schema will be provided in GIS geodatabase format by the BLM to the contractor.
Deliverable 2.1: Other Special Requirements: The BLM has a special requirement within the scope of this BPA that is needed for this task identified here:
To minimize impacts on big game, sensitive species, and migratory birds, on the ground route inventory work will occur between August 1 to November 30.
