Statement of Work CERC Flume Enclosure

1. General Information.

a. Background. The Columbia Environmental Research Center (CERC), located at 4200 New Haven Road in Columbia Missouri, conducts research needed to address national and international environmental contaminant issues and effects of habitat alterations on aquatic and terrestrial ecosystems. The A3 Main Building at the CERC is a 34,019 square foot research laboratory building that houses several research laboratories, office space, and a 6,000 square foot research wet laboratory.

b. Applicable Documents.

i. Attachment 1 Plan Drawings: Plan Drawings.docx

c. Scope. The Columbia Environmental Research Center (CERC) has a requirement to construct a new room within the existing A3 main laboratory building. This room will hour a research flume. The room will consist of two new walls (east and south walls) attached to two existing concrete walls (on west and north). The existing floor is concrete with grating over piping raceways.

2. Work Requirements.

a. Technical Requirements.

i. Construct a new room within the existing A3 main laboratory building to house a research flume. The room will consist of two new walls (east and south walls) attached to two existing concrete walls (on west and north). The existing floor is concrete with grating over piping raceways.

ii. The outside dimensions of the walls are nominally 55’11” x 24’, as shown in the attached plan drawings (Attachment 1 Plan Drawings, DWG 1).

iii. The floor to ceiling inside dimension shall be 130”; the floor to roof outside dimension shall be no more than 136”.

iv. The wall material should be no more than 4.5” in thickness. The wall should be constructed to attain a Sound Transmission Class (STC) rating of 40 or greater. The external coatings shall be of a mold resistant, water resistant material suitable for a high-humidity environment, painted white.

v. The roof shall be a maintenance-load bearing design for 25 pounds per square foot (psf).

vi. The ceiling will be a dropped ceiling design with tiles designed for high-humidity environments and with acoustic properties of Noise Reduction Coefficient (NRC) > 0.75; Ceiling Attenuation Class (CAC) > 35.

vii. The roof and ceiling will have an appropriately sized ventilation register for airflow according to standard building code. Inflow will be from the existing air-handling system in the building. The inflow register will be in the north-east corner of the room. The east wall will have an appropriately size register for air egress in one of the walls.

viii. The roof, ceiling, and south wall will be constructed with pass-throughs to accommodate existing water pipes and electrical conduits.

ix. The drop ceiling will have recessed, dimmable LED flat panel lighting sufficient to supply a maximum of 64,000 lumens for the room. Suggested arrangement is 2 equally spaced rows of 5 2’x4’ fixtures – 10 total – at 4100k color temperature. A dimming switch should be provided near the door.

x. The east wall shall have one double door with total dimension 8’ wide x 7’ high. These doors should be constructed with materials suitable to high humidity environment and with low sound transmission; they shall have no windows. The doors shall have ADA compliant lever locksets and automatic door closers.

xi. The long, N-S wall shall have 6, 3’x3’ clear windows with laminated safety glass with STC of 35 or greater. The windows will extend from 40” above the floor to 76” above the floor. See attached elevation drawing (Attachment 1, DWG 2).

xii. The N-S wall requires a 74” x 40” cutout to frame a chase for piping. Ceiling construction will include the 74”x40” chase extending 24’ along the north wall. The short E-W wall will be flush with and extend above an existing adjacent wall.

3. Supporting Information.

c. Government Furnished Property (GFP): None

d. Special Considerations:

i. The CERC normal facility business hours are 7:00 AM to 4:30 PM, Monday thru Friday. However, on-site personnel quotas during pandemic rules may limit access to the building. The contractor must be willing and able to work alternative hours: 5 am – 9 am and 3 pm – 7 pm on weekdays and/or weekends. Alternative hours require government approval.

ii. Utility/Service Interruptions: The Contracting Officer Representative (COR) shall be notified not less than 3 calendar days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the COR.

iii. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the work.

iv. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.

v. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

vi. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

vii. All materials and workmanship shall be subject to the inspection and approval of the Project Manager. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost.

viii. Final inspection and acceptance shall be performed with the contractor and COR upon completion of job performance.

Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

x. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

xi. SCHEDULING CONTRACT WORK. The contractor shall schedule work with the COR. There shall be a minimum amount of interference with government activities at the site.

xii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the COR.

xiv. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

xv. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

xvi. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.
