Columbia Environmental Research Center (CERC) Pollution Control Center (C3) Mini-Split Air Conditioning/Heat Pump Installation Statement of Work 1/20/2021

1. GENERAL INFORMATION

a. Introduction. The USGS Columbia Environmental Research Center (CERC) requires installation of two (2) Energy Star rated, mini-split ductless air conditioning/heat pump systems in the Pollution Control Center (Building C3).

b. Background. The Pollution Control Center (Building C3), formerly a high hazard assessment laboratory building, use and occupancy has changed and a new air conditioning/heat pump system that achieves greater efficiency and provides adequate heating, air conditioning, and humidity control is needed. The east side of the building houses an office area which is currently served by a small variable air volume box with hot and cold-water coils. The building is subjected to very high humidity levels in some areas.

c. Definition/Applicable Documents

i. Energy efficient products are described at http://energystar.gov/ products for Energy Star products and at http://www.eere.energy.gov/femp/ procurement for FEMP designated products.

d. Scope. The Contractor shall provide all labor, tools, materials, equipment, safety measures, supervision and services, unless otherwise specified, to install a total of two (2) Energy Star rated, mini-split ductless air conditioning/heat pump systems in Building C3 according to federal, state and local regulations. All the work and procedures shall be performed in conformity to the specifications and work requirements herein. All local labor standards for occupational safety and health apply to this contract.

2. WORK REQUIREMENTS

a. Existing Site Conditions.

i. There is currently one (1) chiller providing cooling to the office area in Building C3. The current chiller was sized to provide cooling for more than just the office area. Due to new applications, it is only used to cool the office area, making it oversized and does not cool well due to short cycling.

ii. Electricity is available at the site. City water is also available from the nearest to work area faucets. Electricity and water are provided at no cost to the Contractor during the work period. Both shall be utilized solely for the contracted work, never for any other purpose. Advance approval by the COR shall be required to install temporary electric wiring from the transformer and/or water piping from the faucets for the contracted work. Before the final acceptance of the contract by the Government, The Contractor shall remove these temporary installations and restore the original conditions

b. Technical Requirements.

i. Mini-split ductless air conditioning/heat pump single zone systems shall conform at a minimum to the following requirements:

1. Quantity 2 single-zone systems.

2. BTU heating and cooling requirements: minimum 12,000 BTU of cooling and heating

3. Insulated refrigerant lines.

4. Must include power failure mode.

5. Multi-speed with at least 4 fan speeds.

6. Wireless remote controllers for indoor wall mounted units that will allow programming of temperature setting, operation mode, fan speed and timing functions.

7. Washable permanent filters, preferred

8. Quiet operation – maximum 56 dB(A)

9. Minimum 19 SEER rating.

10. Energy Star rated.

ii. Contractor shall install Mini-split ductless air conditioning/heat pump systems to manufacturer’s recommendations in conformance with state and local building codes.

iii. All electrical work shall be performed by a licensed electrician. If required, install new electrical circuit sized to support the new air conditioning units with accessible disconnects and new control wiring and thermostat.

iv. Contractor shall be responsible for running all electrical lines from the compressors and units to the panel.

v. Ensure line set is sealed at penetration and is protected from the environment.

vi. Cover all exposed refrigerant lines, drain lines and control wiring with a UV resistant extruded PVC line set cover & fittings that matches building colors to the highest extent practicable.

vii. Insulate all refrigerant line sets between condensing unit and cooling unit.

viii. Unit shall be purged, vacuum tested, and charged with refrigerant to manufacturer’s recommendations.

ix. Provide and install new condensate pump and pipe condensate drains to outdoors allowing for a positive drainage away from the building and foundation.

x. Install two (2) concrete pads for each condenser units to sit on.

xi. Ensure the new air conditioning units are bonded to a ground connection point.

xii. Any measurements provided are approximate. The exact measurement is to be determined by the independent measurements made by the contractor.

xiii. The Contractor shall ensure that all personnel employed in the performance of this contract are qualified and possess the necessary licenses required in their respective trades. All personnel are required to wear masks while on CERC property.

xiv. The Contractor shall practice good housekeeping to maintain a safe job site. The contractor shall keep the work area, including any storage areas, free from the accumulation of waste materials. Upon completing work in an area, the contractor shall remove any tools, equipment, and materials that are not the property of the government. Upon completion of work, the Contractor shall clean up the job site to the satisfaction of the Government. Debris produced from the work shall be disposed, daily, in disposal containers provided at the government’s expense.

xv. The Contractor shall, always, enforce strict discipline, good order among his employees and assure workmanship of the highest quality. The Contractor shall insure that all personnel employed in the performance of this contract are qualified and possess the necessary licenses required in their respective trades.

xvi. Licenses and Permits. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract.

xvii. Design. Contractor shall provide the following information prior to starting construction:

1. Contractor shall produce a hard copy and digital link of all shop and construction drawings needed for the job performance.

a. The Contractor shall keep copies of the drawings and specifications on the job and shall always make these available to the Contracting Officer's Representative (COR) upon request. Any item provided for in the specifications or drawings shall be considered as being shown or provided for in both. In any case of discrepancy in the figures or drawings, the matter shall be immediately brought to the attention of the COR, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at its own risk and expense. The COR may furnish from time to time such additional drawings or other information as the COR may consider necessary.

b. The COR may, at any time, by written order, make changes in the drawings and/or specifications of this contract and within the general scope thereof. If such changes cause any increase in the amount due under this contract, or in the time required for its performance, the Contracting Officer shall approve such changes and issue a modification to reflect such changes in writing. Changes in the scope of performance, or changes which result in increases in cost, must be approved by the Contracting Officer by modification.

2. The Contractor shall submit a work schedule, setting forth date, time, contents of work, personnel and timeline to completion in English for approval by the COR.

xviii. Schedule of Work. No work on site shall be commenced without the COR's approval. The contractor will operate on the center’s working schedule. Monday – Friday, 0800-1600, closed for all federal holidays. The Contractor shall be ready to complete the contract work within 30 working days after commencement of the work. Actual schedule of work and working zones shifting shall be discussed with the COR.

c. Deliverables.

i. Mini-split ductless air conditioning/heat pump systems in accordance with this SOW.

ii. Product specification sheets, to include energy information.

iii. Manufacturer warranty.

iv. Operations and Maintenance Manual and data.

v. After installation is complete, perform one (1) functionality test. Any issues identified during the test shall be corrected and a new test performed.

vi. Installation and system setup to be completed within 30 days of contract award.

3. SUPPORTING INFORMATION

a. Place of Performance. USGS Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201

b. Period of Performance. 30 days from NTP.

c. Government Furnished Property (GFP): None.

d. Special Considerations

i. Guarantee. Unless otherwise stipulated herein, the Contractor shall guarantee the Contractor workmanship of the work completed under this contract for a one-year period from the date of the Government's acceptance of the work completion. During the guarantee period, the Contractor shall correct and/or repair, at no cost to the Government, any damages and/or deficiencies that may be attributed to the materials and workmanship provided by the Contractor under this contract. The Contractor shall provide all labor, materials, equipment, at their own expense, to perform the repair and/or correction. The repair and/or correction must be completed within 10 days from Notice of Damage(s).

ii. The installing contractor must be an authorized distributor and installer with experience in the design, installation, testing and maintenance of the supplied mini-split ductless air conditioning/heat pump system.

iii. Any issues affecting project completion or delivery dates will be communicated to the COR as soon as practical but no later than 24 hours.

iv. All personnel are required to wear masks while on CERC property.
