The contractor shall provide comprehensive operational and maintenance training to CERC maintenance staff and maintain a 12-month warranty on all equipment from the start-up date. Work shall be performed at the CERC facility located at 4200 New Haven Road, Columbia, MO 65201 during normal business hours (7:00 AM to 4:00 PM, Monday-Friday), with utility interruptions requiring five business days' advance notice and approval. The contractor is responsible for obtaining all necessary licenses and permits, complying with federal, state, and local codes, and coordinating work to minimize interference with ongoing facility operations. All materials must meet commercially available standards from reputable manufacturers, and final inspection and acceptance shall be conducted on-site by the USGS Technical Liaison upon job completion.

STATEMENT OF WORK

ADMINISTRATION BUILDING (A3) BOILER UPGRADE

I. GENERAL INFORMATION

a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 has a requirement for an upgrade of their Administration (A3) building boiler.

b. BACKGROUND. The Columbia Environmental Research Center (CERC) conducts research needed to address national and international environmental contaminant issues and the effects of habitat alterations on aquatic and terrestrial ecosystems. The Administration Building(A3) at CERC is a 34,019-square-foot research laboratory building that houses several research laboratories, office space, a research flume, and a 6,000-square-foot research wet laboratory. A3 currently has two non-condensing 1,000,000 BTU/Hr. boilers exhausted into a 24" stack, with one 1/6 hp circulating pump, and one 200-gallon storage tank.

c. DEFINITION/APPLICABLE DOCUMENTS.

i. Existing site condition picture attached at end of SOW

d. SCOPE. The contractor shall provide all materials, labor, equipment, travel, and supervision necessary to remove and replace the existing hot water boilers, recirculating pump, and storage tank with efficient, modulating, condensing boilers and appropriately sized recirculation pump and storage tank to include supporting controls.

II. WORK REQUIREMENTS

a. TECHNICAL REQUIREMENTS

i. Existing Site Conditions.

1. Two non-condensing 1,000,000 BTU/Hr. boilers

2. One secondary heat exchanger

3. One 1/6 hp circulating pump

4. One common 24" exhaust

5. Currently there are four John Wood Company expansion tanks, PN JEXR-25-104, Certified by Pressure Tech Inc., MAWP - 150 PSI @ 650 degrees, MDMT 20 f @ 150 PSI, 3/4" connection

ii. CONSTRUCTION.

1. All circuits shall be installed to the existing Local and National Electrical Code Standard.

2. Remove the two current boilers and replace with appropriately sized-redundant /cascading boilers with a minimum of 97% Thermal Efficiency

3. Remove old exhaust stack and patch roof penetration.

4. Remove circulating pump and secondary heat exchanger.

5. Boilers shall have BACnet capabilities.

6. New temperature and flow monitoring devices shall be installed with BACnet capabilities.

7. Control Service Company provides the current building automation and shall be utilized for integration of the controls for the new boilers.

8. Install appropriate sized dirt/air separator and pressure relief valve.

9. Replace hot water heating system’s air removal, dirt removal, and thermal expansion components in order to comply with 12-month warranty for boilers.

· Includes:

· Coalescing Air and Magnetic Dirt Separator

· Hydraulic, Coalescing Air, and Magnetic Dirt Separator

· Make-Up water Valve with RPZ Backflow Preventer

· Bag or Bladder Type Expansion Tank

· Chemical Bypass Feeder

iii. POST CONSTRUCTION TESTING AND COMMISSIONING.

1. The Contractor shall provide operational and maintenance training to the CERC maintenance staff.

2. The contractor shall be responsible for a 12-month warranty on all equipment beginning on the start-up date.

iv. DRAWINGS.

1. Contractor shall produce all shop and construction drawings needed for the job performance.

2. The Contractor shall keep copies of the drawings and specifications on the job and shall at all times make these available to the USGS Technical Liaison upon request. Any item provided for in the specifications or drawings shall be considered as being shown or provided for in both. In any case of discrepancy in the figures or drawings, the matter shall be immediately brought to the attention of the USGS Technical Liaison, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at its own risk and expense. The USGS Technical Liaison may furnish from time to time such additional drawings or other information as the USGS Technical Liaison may consider necessary.

3. The USGS Technical Liaison may, at any time, by written order, make changes in the drawings and/or specifications of this contract and within the general scope thereof. If such changes cause any increase in the amount due under this contract, or in the time required for its performance, the Contracting Officer shall approve such changes and issue a modification to reflect such changes in writing. Changes in the scope of performance, or changes which result in increases in cost, must be approved by the Contracting Officer by modification.

4. Any measurement(s) provided by the owner are approximate. Exact measurement(s} are determined by the independent measurements made by the Contractor. There has been a certified electrical peak demand load test completed for the additional power requirements.

b. GENERAL REQUIREMENTS

i. Schedule. Within five (5) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the USGS Technical Liaison a schedule of construction for the project. The schedule shall indicate the dates of the periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that major components of the work will be accomplished. When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/ equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the USGS Technical Liaison immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date. Reference Utility/Service Interruptions in Section Ill. e. for power disruption occurrences.

c. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum} period of 12 months from the date of Government acceptance.

Ill. SUPPORTING INFORMATION.

a. GOVERNMENT FURNISHED PROPERTY (GFP): None.

b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS Technical Liaison.

c. PLACE OF PERFORMANCE. USGS, Columbia Environmental Research Center (CERC}, 4200 New Haven Road, Columbia, MO 65201

d. PERIOD OF PERFORMANCE. 60 days from NTP (Heat cannot be taken down until after April 1, 2026) i.

e. SPECIAL CONSIDERATIONS

i. The CERC normal facility business hours are 7:00 AM to 4:00 PM, Monday thru Friday.

ii. Utility/Service Interruptions: The Facility Manager and USGS Technical Liaison shall be notified not less than 5 business days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the USGS Technical Liaison. Power disruptions shall be no more than 24 hours in a single instance.

1. The Contractor shall coordinate deenergizing and re-energizing of Utility Power concurrently with the USGS Technical Liaison and Utility five business days in advance of the work that requires coordination with Utility power. Cost incurred by the deenergizing and re-energizing of Utility Power will be included in the Contractor's quote.

iii. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the contract.

iv. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.

v. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

vi. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

vii. All materials and workmanship shall be subject to the inspection and approval of the USGS Technical Liaison. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost.

viii. Final inspection and acceptance shall be performed with the contractor, on site by the USGS Technical Liaison upon completion of job performance.

ix. MATERIALS. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

x. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

xi. SCHEDULING CONTRACT WORK. The contractor shall make necessary arrangement with the Facility Manager and USGS Technical Liaison to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.

xii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the Facility Manager.

xiii. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including otherwork, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

xiv. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control ofthe employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

xv. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.

xvi. ACCIDENT PREVENTION AND FIRE HAZARDS. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.

xvii. INDEMNITY. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.
