About this file
This document is a Statement of Work (SOW) for the renewal of a communications site lease at Frost Peak to support the Bureau of Land Management's (BLM) two-way radio and microwave infrastructure in the Barstow resource area. The key requirements include:
The vendor must provide a secure, enclosed facility with lights, power receptacles, and infrastructure that meets or exceeds Motorola R56 standards to house the BLM's communication equipment, including repeaters, duplexers, power supplies, and other associated components. The site must have a tower capable of accommodating the BLM's antennas, provide 24/7 access, and not cause interference to the BLM's equipment. The vendor must also provide the BLM with 24/7 access to the site, including any private land.
The related federal contract opportunity is a Sole Source Notice for the Frost Peak communication site lease, which the BLM intends to award to Southern California Edison Company. The BLM is justifying the sole-source award based on Southern California Edison's ability to provide the required shelter, rack space, and tower space for the BLM's communication equipment.
