PWS 1.0 Background on the Government’s Requirement

The Bureau of Land Management (BLM) has ten (10) vault toilets located at the King Range National Conservation Area (KRNCA)’s four (4) campgrounds, and 14 vault toilets located at seven (7) day use sites in the Arcata Field Office (ARFO)'s managed lands which require raw sewage to be pumped out.

PWS 2.0 General Scope of Work

Bureau of Land Management, KRNCA and ARFO are seeking vendors who will provide sewage pumping services at the listed locations for the period of March 2026-March 2031, if all options are exercised.

CONTRACTOR SHALL FURNISH ON AN ON-CALL BASIS ALL LABOR AND TRANPORTATION FOR SEWAGE PUMPING SERVICES FOR TEN (10) VAULT TOILETS AT THE FOLLOWING CAMPGROUNDS LOCATED THROUGHOUT THE KRNCA AND FOURTEEN (14) VAULT TOILETS THROUGHOUT THE AFO:

These vault toilets fill up at different times throughout the year due to visitor usage of the campgrounds and trailheads. Historically, the contractor has made trips to the King Range to empty the vault toilets on an as-needed basis, totaling around 4 trips annually. Each trip, the contractor pumps up to 2500 gallons of sewage from vault toilets that have been identified as full or near full, to optimize efficiency. This system keeps the highly used toilets available and allows low-use toilets time to fill up before being pumped

Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

Base Year: 3/09/2026 -3/08/2027 Option Year 1: 3/09/2027 -3/08/2028 Option Year 2: 3/09/2028 -3/08/2029 Option Year 3: 3/09/2029 -3/08/2030 Option Year 4: 3/09/2030 -3/08/2031 PWS 3.0 Overall Objective(s) The objective of this work is to efficiently maintain sanitary vault toilets by pumping sewage.

PWS 4.0 Specific Tasks and 5.0 Delivery/Performance Schedule

1. Basic service must be completed within ten (10) days of BLM calling for service. Emergency must be completed within three (3) days of BLM calling for service.

2. Vaults must be pumped dry, with no sewage remaining in the vault.

3. Vaults often contain trash such as beverage containers, plastic bags, etc. Removal of these items is a requirement of the contract. The contractor shall be responsible for the removal, transport and proper disposal of trash and refuse found within the vault.

4. Upon completion of vault excavation contractor will clean up any spill or contamination of the vault toilet walls (inside and outside), ceilings, floors, and any spillage on the surrounding soil or vault lid area.

5. Sewage removed from vaults must be disposed of in a licensed or permitted sewage disposal facility. Proof of proper disposal may be required. Documentation of proper disposal shall be maintained in the contractor’s records for a minimum of three (3) years.

6. BLM estimates 22 calls to the vaults to be scheduled for pumping at any of the vault toilets during each year.

7. Vendor will pump up to 2,500 gallons per trip.

8. BLM must have the opportunity to witness all services.

9. BLM will establish a firm fixed price purchase order for one (1) base year with four (4) option years.

10. Vault toilets are located at different locations throughout the KRNCA and AFO.

PWS 6.0 Government-Furnished Property, Materials, Services General:

The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government furnished.

Facilities: The Government will provide access to the vault toilets requiring pumping.

The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish the work.

PWS 7.0 Security and Administrative Matters Regular Work Hours:

The performance period established for this contract is based upon all work being conducted during regular working hours between 8:00am and 4:30pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.

Communications:

“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

Fire Danger Season:

If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

PWS 8.0 Technical Exhibits and Definitions

Standard Definitions:

Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR. Physical condition may be determined by visual as well as diagnostic means.

Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.

Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.

Quality Assurance (QA) Surveillance of Contractor performance to determine performance requirements are met.

Performance Requirements Summary (PRS) (see Technical Exhibit below) The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.

Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.
