Work must be completed within 60 days of Notice to Proceed, performed Monday through Thursday (6 am to 4:30 pm, or 9 am to 4:30 pm for occupied residences) excluding Federal holidays. Inspection reports must be submitted within 7 days of site completion. Work in occupied residential units requires two weeks' advance notice to tenants. All activities must be coordinated with park operations to minimize disruptions, and only the Contracting Officer may authorize changes to scope, schedule, or contract terms.

SCOPE OF SERVICES

2026 BACKFLOW PREVENTER AND STRUCTURAL FIRE SPRINKLER/ALARM

ITM (SEKI 350531)

SEQUOIA/KINGS CANYON NATIONAL PARK

February 06, 2026

I. PROJECT DESCRIPTION

This contract encompasses the performance of code-required annual inspection, testing, and maintenance of water and fire protection systems at various locations throughout Sequoia and Kings Canyon National Parks.

The contractor shall perform annual testing and inspection of 38 backflow prevention assemblies, ensuring compliance with all applicable state, federal, and local regulations. The contractor shall document test results, certify compliance, and provide detailed written reports identifying any deficiencies. When deficiencies are identified, the contractor shall submit detailed cost estimates for repair or replacement. Upon approval by the Contracting Officer (CO), the contractor may perform approved repairs, replacements, or installations of backflow prevention assemblies under this contract.

In addition, the contractor shall perform code-required annual inspection, testing, and maintenance of structural fire protection systems, including but not limited to fire alarm systems and automatic fire sprinkler systems. All work shall be conducted in accordance with applicable codes, standards, and regulatory requirements, and documentation of inspections, tests, and maintenance activities shall be provided to the

Government.

All services shall be coordinated with park operations to minimize disruption, and all work shall be performed by qualified personnel certified to perform the required inspections, testing, and maintenance.

II. SERVICES REQUIRED

The contractor shall provide all labor, supervision, materials, tools, equipment, and incidentals necessary to perform the following services at various locations throughout

Sequoia and Kings Canyon National Parks:

1. Inspection, Testing, and Maintenance on Backflow Prevention Assemblies o Perform code-required annual inspection and testing of 38 backflow prevention assemblies (Attachment 2).

o Verify compliance with applicable federal, state, and local regulations.

o Document test results and provide certification and detailed inspection reports.

o Identify deficiencies and provide written cost estimates for repair, replacement, or installation.

o Perform approved repairs, replacements, or new installations upon written authorization from the Contracting Officer.

2. Inspection, Testing and Maintenance on Structural Fire Alarm and Protection

Systems o Perform code-required annual inspection, testing, and maintenance of structural fire protection systems, including fire alarm systems and automatic fire sprinkler systems.

o Ensure systems meet all applicable codes, standards, and regulatory requirements.

o Document inspection, testing, and maintenance activities and report system deficiencies.

o Provide cost estimates for corrective actions when deficiencies are identified.

o Perform approved corrective maintenance or repairs upon authorization from the

Contracting Officer.

3. Reporting and Documentation

Backflow Preventors

The contractor shall:

1. Complete NPS Standard Backflow form (Attachment 4) for each backflow preventor assembly inspected/tested, filling in every blank on the form.

2. When non-functional assemblies are encountered, investigate and provide a report of repairs or improvements that are likely needed in order to make the system operational. Report shall include a detailed description of the work that is necessary to repair the backflow assembly and a detailed cost estimate for the work.

3. Document any discrepancy between NPS data provided and conditions found in the field.

4. Identify all componentry that is beyond its service life and provide a detailed cost estimate to replace (by building).

Structural Fire Protection Systems

The contractor shall:

1. Complete NPS form FA-1A (Attachment 3) for each alarm system inspected/tested, filling in every blank on the form.

2. Complete NPS form AS-1A (Attachment 3) for each wet-pipe sprinkler system inspected/tested, filling in every blank on the form.

3. Complete NPS form AS-2A (Attachment 3) for each dry-pipe sprinkler system inspected/tested, filling in every blank on the form.

4. Complete portions of NPS form RFP-1 (Attachment 3) for each residential sprinkler system inspected.

5. Fill in every blank in the identification section at the top of the form; fill in every blank in the Fire Sprinkler section; and provide detailed written information in the section titled “Deficiency Comments and Recommended

Corrective Actions”

6. When non-functional systems are encountered, investigate and provide a report of repairs or improvements that are likely needed in order to make the system operational. Report shall include a detailed description of the work that is necessary to repair the system and a detailed cost estimate for the work.

7. Document any discrepancy between NPS data provided and conditions found in the field.

8. When a sprinkler system is past due on periodic inspection (examples include but are not limited to obstruction inspection or internal inspection of piping, sprinkler head testing, gauge replacement, etc.) provide a detailed cost estimate to conduct this inspection and return the sprinkler system to fully operational and ensure no leaks are present.

9. Identify all componentry that is beyond its service life and provide a detailed cost estimate to replace (by building).

4. Coordination and Compliance o Coordinate work schedules with park personnel to minimize operational disruptions.

o Ensure all work is performed by qualified, properly certified technicians.

o Comply with all safety, environmental, and park-specific requirements.

III. DIRECTION OF CONTRACTOR ACTIVITIES FOR COMPLETION OF WORK

Contracting Officer’s Authority (FAR 1.602-1): The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the

Contracting Officer may:

(1) direct or negotiate any changes in the Scope of Services or specifications;

(2) modify or extend the period of performance;

(3) change the delivery schedule; or

(4) otherwise change any terms and conditions of this task order.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the

Contracting Officer, the change will be considered to have been made without authority, and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

IV. PERSONNEL REQUIREMENTS

Provide a list of key personnel including certifications/qualifications, for approval to the

COR prior to the start of work. Key personnel shall not change during the performance of the work of the contract unless written approval is obtained from the contracting officer.

A. Contractor Project Manager - The Contractor Project Manager shall be designated prior to the start of work. The Contractor Project Manager, or a designated representative in his/her absence, shall be available Monday through Friday, excluding Government holidays, to discuss the work with the Contracting Officer or the COR.

B. Fire Alarm/Sprinkler Inspection & Repair Personnel – Personnel meeting the requirements of NFPA 72 Paragraph 10.5.3, applicable California codes, and approved by the NPS Authority Having Jurisdiction. Submit qualifications for approval.

V. PERIOD OF PERFORMANCE

The required work must be completed within 60 days of the Notice to Proceed.

VI. SCHEDULES

Work shall be performed Monday through Thursday, excluding Federal holidays, between the hours of 6 am and 4:30 pm, except that work at occupied residential housing units is restricted to the hours of 9 am to 4:30 pm. Requests to perform work on Fridays will be accommodated at the government’s discretion depending on staff availability.

All work in occupied residential housing units require advance notification to tenants.

Contractor schedule for work on occupied residential housing must be submitted two weeks prior to the requested dates.

Inspection reports shall be submitted for review and comment within 7 days of the completion of inspection at each specific site.
