Boott Cotton Mills
Lowell National Historical Park
Lowell, MA 01852
Scope Of Work
LOWE 312547 Rehabilitate Boott Cotton Mills Courtyard Paving for Safety & Accessibility
The historic Boott Cotton Mills Courtyard have physical safety hazards and accessibility barriers that impact the ability of the Park to safely provide access for visitors, guests and staff to facilities that directly support the mission of the Park.
The current sidewalk systems are in a state of disrepair and have safety and accessibility hazards and barriers present. There are cracks and ruts, and some areas pose a serious safety and tripping hazard.
This walkway is used by not only staff, but it is used by thousands of school children on a yearly basis to get to and from the Boott Mill Museum for various programs. It is also used by partners and other visitors to access parts of the building. The existing 70’-0” x 5’-6” bituminous paved sidewalk along the Counting House north elevation was installed in 1996 and is the primary visitor and employee access to Boott Mill complex at 115 John Street, Lowell, MA. It has a granite curb border. There are four granite thresholds, one located at each of the existing Counting House entrance doors. The existing bituminous and concrete sidewalk surfaces are weathered, uneven, and deteriorated creating tripping hazards for park visitors and employees. The granite thresholds are uneven and do not meet accessibility for required door clearances and changes in level. At the east sidewalk end, the existing bituminous paving is not level with the granite Counting House sidewalk creating tripping hazards.
The project will rehabilitate the rectilinear shaped, 103’ wide x 330’ long/deep, east Boott Mill Courtyard providing rehabilitated surfaces from the John Street bridgeway, through the covered end of the Counting House, along Boott Mill #6 connecting the Boott Cotton Mill Museum entrances at the Counting House with accessible sidewalks to the 115 John Street “business entrance.”
The project will rehabilitate the existing courtyard pedestrian and vehicular routes from John Street into the Boott Mill Complex and involve the removal and replacement of damaged pedestrian sidewalk surfaces and materials, including: reuse and reinstallation of salvaged historic granite curbing, new granite curbing, new concrete sidewalk, new herringbone brick sidewalk, granite pavers at entrance doors to the Counting House visitor entrance, stabilized surfaces and new accessible handrails at Counting House breezeway at John Street and new accessible curb cuts with cast iron detectable warnings.
The project also includes resurfacing of vehicular routes in the courtyard with bituminous asphalt paving with chip seal finish and stabilization of the grassed area panels within the courtyard and a bid option for chip seal finish on the vehicular bituminous asphalt paved areas.
The project also includes rehabilitation of the historic hose house, a small wood framed structure used for storage of grounds equipment (lawn mower, weed trimmer, etc.) and installation of site amenities (for example, benches and wayside). It is the only surviving hose house in the courtyard and is a critical part of the historic courtyard historical landscape.
The Government will occupy and maintain operations in Boott Mill #6 facility during rehabilitation work working with the successful contractor on site access for visitors and staff, fire, and life safety.
