About this file

This is a Quality Assurance Surveillance Plan (QASP) for a 10-year Blanket Purchase Agreement (BPA) covering well and solar panel/windmill maintenance, repair, and installation services at Fort Niobrara National Wildlife Refuge (NWR). The QASP establishes three primary performance requirements with corresponding surveillance methods and acceptance thresholds.

The contractor is required to provide three categories of services, all with zero deviation from standard as the performance threshold: (1) installation, repairs, replacement, or decommissioning of water pump mechanisms for windmills at the refuge; (2) installation, replacement, repairs, removal, or decommissioning of all well components utilized for bison; and (3) installation, repairs, removal, or replacement of water tanks utilized for bison grazing. Performance evaluation will be conducted by the Refuge manager or Refuge maintenance worker upon completion of each task. All services fall under Performance Work Statement paragraph 5.1. The QASP ensures that the contractor maintains compliance with mission-critical water infrastructure requirements necessary for wildlife management operations at Fort Niobrara NWR under the Department of the Interior Fish and Wildlife Service.
