PWS 1.0 Background on the Government’s Requirement
The Bishop Field Office requires deployment and servicing of portable toilet(s) and trash collection at the Wild Willy’s Hot Springs, near Mammoth Lakes in Mono County, California.
PWS 2.0 General Scope of Work
Contractor shall supply, maintain, and provide service for one (1) portable toilet with pumping and cleaning service three (3) times per week, and one (1) 3-yard dumpster (that we provide) emptied twice (2) per week to ensure adequate and clean sanitation in the Wild Willy’s Hot Springs.
The portable toilet sits in a small structure to blend in with the landscape and prevent it from being blown over by wind. Several times per year, increased visitation to the site requires the need for an additional toilet rental for a 7-day period, up to six (6) holiday weekends throughout the year. The additional toilet will need to be serviced three times within that 7-day period. Trash services may need to be increased in frequency on these holiday weekends as well up to six (6) times per year.
Maintenance includes ensuring the components of the toilet are in working order, stocked and clean, and that the toilets are not blown over in windstorms. Toilets will be staked down in a manner that the wind will not blow them over. If the wind does blow them over, contractor return them to upright within 48 hours of being notified. Contractor will clean and remove any material (human waste, toilet liquid) that has come out of the toilet from blow over, in a manner that it is safe for visitors to use the area.
Weekly service includes pumping of human waste, cleaning the inside and high touch areas of the outside of the toilet and stocking with sufficient toilet paper to ensure supply through the week, and hand sanitizer. Cleaning will be done by utilizing a combination of trigger spraying and misting application of EPA approved disinfectant. Followed by utilization of wiping with clothes to high touch areas.
Place of Performance:
Toilet(s) will be placed at the parking lot at the Wild Willy’s Hot Springs, in Momo County northeast of Mammoth/Yosemite Airport. Access Road is 3.02 miles northeast of Highway 395. From Benton Crossing Road it is 1.2 miles down a dirt road to a parking area.
The location of the portable toilet and dumpster will be in the parking area for the Wild Willy’s Hot Spring, which is located approximately one mile down a dirt road off Benton Crossing Road in Long Valley. The dirt road is typically graded once per year, although wash boarding may occur throughout the year. If snow or other conditions force a decision for the Bishop Field Office to close the road, the servicer of the portable toilet(s) and trash will be notified, and service will be suspended until the road is reopened.
3 | P a g e

The period of performance shall be for one (1) Base Period of an estimated nine (9) to twelve (12 months) and four (4) Twelve (12) month option periods.

PWS 5.0 Delivery / Performance Schedule
Service requested includes rental, pumping, cleaning and supplies of one portable toilet, trash pick-up service for one three-yard dumpster located at Wild Willy’s Hot Spring in Long Valley. Toilet and trash services will begin in September of 2023 and will be conducted on an as-needed basis up to twelve (12) months depending on winter and road conditions. Estimated needs are for one portable toilet with pumping and cleaning three times per week, and one three-yard dumpster emptied twice a week. Service may be expanded or contracted at any time depending on service needs. Expanded services may include an additional portable toilet, an additional dumpster or additional pumping and pick-up services per week.
There is a need for an additional toilet rental for a 7-day period on up to six (6) holiday weekends throughout the year. The additional toilet will need to be serviced three times within that 7-day period. Services may be suspended at any time due lack of access to location.
Optional additional capacity may be needed dependent on visitation levels resulting in higher volume of waste than existing toilets can manage.
