PWS 1.0 Background on the Government’s Requirement
The BLM King Range NCA Fire Station needs a new emergency power generator system. The generator in place now is an older diesel system that is in violation of California Air Resources Board (CARB). BLM requires a reliable, CARB compliant, standby generator system to better accomplish the mission of the BLM Fire Program. The purpose of this project is the procurement and installation of a two liquid propane (LP) stand by generators, two automatic transfer switches (ATS), and two dedicated LP tanks, one at the workshop, and one system at the day use building.
PWS 2.0 General Scope of Work
The services required by this contract are the sale and installation of two LP stand by generators with ATS and dedicated LP tank at the BLM King Range Fire Station at 768 Shelter Cove Rd, Whitethorn, CA 95589, see Figure 1. One 20 kW LP 3 PH generator system is to be installed at the workshop and one 26 kW LP 1 PH generator system is to be installed at the day use building. These individual systems will replace the old diesel genset which is an environmental and safety hazard. The new ATS are to be wired to existing emergency power breaker boxes, replacing the manual transfer switches while using as much of the existing electrical wiring as possible.
Place of Performance The place of performance for this contract is the King Range Fire Station, 768 Shelter Cove Rd, Whitethorn, CA 95589. Specifically, this project calls for work at two buildings on the Fire Station property. The building referred to as the day use area is located at 40.056230°, -123.974117°. The building referred to as the workshop is located at 40.055698°, -123.974433°. See Figure 2. A rough diagram of the current diesel generator wiring is provided in Figure 3.
Period of Performance The period of performance shall be summer/fall of 2025. Installation and successful completion of this contract shall be no later than November 1, 2025.
PWS 3.0 Overall Objective(s)
The service objective of this project is the supply and installation of two reliable, standby LP generators with ATS and dedicated LP tanks, to the BLM King Range Fire Station which meets CARB compliance regulations.
· Supports the BLM's Fire Program, which is dedicated to fire suppression, preparedness, predictive services, vegetation management, and fire prevention education.
· Enhance the operational capacity of the Fire Program, improving safety and service delivery to the King Range National Conservation Area, surrounding communities and tribes.
PWS 4.0 Specific Tasks
Task 1: Installation of an air cooled 20 kW LP 3 PH standby generator with pre-cast concrete pad at the KR Fire Station workshop. Generator should be placed outside of the workshop such that it can be wired through the junction box on the north wall while also being a safe distance from the windows of the workshop to promote ventilation and prevent CO buildup within the building.
Task 2: Installation of a 200 amp ATS at the KR Fire Station workshop. The ATS should be installed so that it replaces the current manual transfer switch, labelled EM TRANSF SWITCH.
Task 3: Installation of LP gas tank on a pre-cast concrete pad, along with LP fittings, regulator, valves, and gas line to the LP generator specified in Task 1. Once the contractor determines the best LP tank location based on minimum safe distance from the new generator, BLM staff will dig trenching for the gas line.
Task 4: Installation of an air cooled 26 kW 1 PH LP standby generator with pre-cast concrete pad at the KR Fire Station day use building. Generator should be placed outside of the day use building such that it can be wired through the junction box on the southeast corner while also being a safe distance from PG&E overhead lines and the day use building windows to promote ventilation and prevent CO buildup within the building.
Task 5: Installation of a 200 amp ATS at the day use building. The ATS should be installed so that it replaces the current manual transfer switch, labelled EM TRANSF SWITCH.
Task 6: Installation of LP gas tank on a pre-cast concrete pad, along with LP fittings, regulator, valves, and gas line to the LP generator specified in Task 4. Once the contractor determines the best LP tank location based on minimum safe distance from the new generator, BLM staff will dig trenching for the gas line.
PWS 5.0 Delivery / Performance Schedule
The contractor must deliver the LP generators, ATS, LP gas tanks and all necessary electrical and gas equipment to the King Range Fire Station and complete installation on the same workday, within 60 days from the date of award, no later than November 1, 2025.
The contractor will make a site visit before the delivery/installation date to determine the best placement location for the generators and dedicated LP gas tanks. BLM staff will then complete trenching prior to the delivery/installation date for the new gas line that the contractor will install.
The 20 kW LP genset shall be installed at the workshop and the 26 kW LP genset shall be installed at the day use building, see PWS 4.0 Specific Tasks.
The contractor shall supply BLM with one line diagram/as built drawings of the new wiring setup for both the workshop and the day use building systems.
PWS 6.0 Government-Furnished Property, Materials, Services
General The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government furnished.
Equipment The Government shall furnish the equipment below to assist the Contractor in meeting the requirement of this contract, including the existing wiring and breaker panels at both the workshop and the day use building.
Services The Government will provide trenching for the new LP gas lines. The contractor will make a site visit before delivery/installation and mark the location of the new generators and LP gas tanks based on project specifications and minimum safe distance requirements. After the contractor has marked the locations, BLM staff will complete the trenching, preparing the site for the delivery/installation of the new gas lines.
PWS 7.0 Security and Administrative Matters
Regular Work Hours:
The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

Fire Danger Season:
If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.
PWS 8.0 Technical Exhibits and Definitions
Standard Definitions:
Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR. Physical condition may be determined by visual as well as diagnostic means.
Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.
Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.
Quality Assurance (QA) Surveillance of Contractor performance to determine performance requirements are met.
Performance Requirements Summary (PRS) (see Technical Exhibit below) The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.
Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.
