PWS 1.0 Background on the Government’s Requirement

The Bureau of Land Management (BLM), Office of Law Enforcement & Security (OLES), procures stock vehicles from a variety of U.S. based car manufacturing companies for official use in the furtherance of law enforcement functions by special agents. These vehicles are used in an unmarked law enforcement capacity and do not come with necessary equipment to meet policy adherence and law enforcement standards. The BLM OLES requests professional installation of law enforcement equipment, by qualified technicians, that meet applicable State of California and Bureau standards for emergency vehicles.

PWS 2.0 General Scope of Work

Services to include the installation of indicated equipment on a BLM vehicle (see section PWS 4.0 Specific Tasks contained herein). If a piece of equipment is needed to complete the installation, the contractor must include price of equipment in contract costs. Government Furnished Property (GFP) will be indicated if BLM is providing them. Vendor will work collaboratively with the customer on the installation of specific equipment. Equipment installation will be done according to applicable quality and safety standards by a certified technician and done so in a safe and neat manner. New equipment added to the vehicles will last for the entire length of the manufacture warranty. Used equipment as specified under section PWS 4.0 Specific Tasks removed from older vehicles may be re-installed on new vehicles as long as the equipment is not malfunctioning. There is no expectation by the BLM that if old re-installed equipment fails that it will be warrantied or guaranteed that it will function for the life of the vehicle.

The BLM will be responsible for transporting vehicles to and from the vendor work site facility.

Place of Performance:

Vendors shall perform tasks at the vendor facility. When the vehicle and government furnished equipment must be transported to the vendor facility, this may be accomplished by the BLM or the vendor. If transportation cost by the vendor is incurred these costs shall be indicated in the contract.

Period of Performance:

The period of performance shall be completed within 45 days of contract being awarded.

PWS 3.0 Overall Objective(s)

The objective of this work is to provide BLM Special Agents’ vehicle(s) that will enable staff to perform their law enforcement duties in safe and reliable vehicle(s) that meet requirements regarding agency emergency vehicle outfitting requirements and those of the State of California.
