Section 1.0 Background on the Government’s Requirement

The Bureau of Land Management, Bishop Field Office (BIFO) requires sanitation services for recreational facilities located in Inyo and Mono Counties. These services will include pumping dump stations and vault toilets, garbage collection, and portable toilet pumping and cleaning services.

Section 2.0 General Scope of Work

Contractor shall provide garbage collection and vault pumping services to ensure adequate and clean sanitation at six recreation facilities managed by the BLM Bishop Field Office. Optional additional capacity may include deployment of additional dumpsters or portable toilets and increases in the frequency of collection and pumping, which will be dependent on visitation.

All dumpsters furnished by the BLM are 3-yard capacity bins. Contractor must ensure dumpster doors are securely closed prior to collecting any garbage. If dumpster doors are damaged during collection due to negligence on behalf of the contractor, replacement doors will be furnished and installed by the contractor.

Crowley Lake and Horton Creek campgrounds each have one 2,000-gallon capacity dump station, and Tuttle Creek Campground has one 2,500-gallon capacity dump station. All five campgrounds are furnished with double-vault CXT toilets which hold 1,000-gallons per vault. Each dump station and toilet vault shall be thoroughly pumped to assure removal of all waste. After pumping is complete, toilet vaults must be refilled with a minimum of 12 inches of fresh water. Refilling dump station vaults with fresh water after pumping is not required.

The contractor shall be responsible for clean-up and repair of recreation site grounds, including facility road repairs or waste spillage, if such occurrence is the result of the contractor’s negligence or equipment failure.

Contractor shall deploy, maintain, and provide weekly service for one portable toilet at the Poleta OHV area. Weekly service for the portable toilet includes thorough pumping to assure removal of all waste, cleaning the inside and high touch areas of the outside of the toilet, and stocking with sufficient toilet paper and hand sanitizer to ensure supply through the week.

Cleaning will be done by utilizing a combination of trigger spraying and misting application of EPA approved disinfectant. Followed by utilization of wiping with clothes to high touch areas.

Maintenance includes ensuring the components of the toilet are in working order and that the toilets are not damaged or in need of repair or replacement.

Tuttle Creek Campground: Located on Horseshoe Meadow Road, 1.5 miles south of Whitney Portal Road in Lone Pine, Inyo County, California – Open year-round

• Provide garbage collection service twice (2) per week for four (4) dumpsters during busy seasons (April-June and September-November), and once (1) per week when visitation is slower (December-March and July-August).

• Provide pumping for nine (9) double-vault toilets,

• Provide pumping for one (1) dump station.

Goodale Creek Campground: Located on Goodale Road in Aberdeen, 15 miles south of Big Pine, Inyo County, California – Open year-round

• Provide garbage collection service once (1) per week for one (1) dumpster.

• Provide pumping for three (3) double-vault toilets.

Pleasant Valley Pit Campground (PV Pit): Located 0.5 miles on dirt road off Pleasant Valley Dam Road, 10 miles north of Bishop, Inyo County, California – Open year-round

• Provide garbage collection service once (1) per week for up to three (3) dumpsters during busy seasons (November-May), and once (1) per week for one (1) dumpster when visitation is slower (June-October).

• Provide pumping for two (2) double-vault toilets.

Horton Creek Campground: Located 12 miles west of Bishop on Horton Creek Road, Inyo County, California – Open May through October

• Provide garbage collection service once (1) per week for two (2) dumpsters.

• Provide pumping for five (5) double-vault toilets.

Crowley Lake Campground: Located 0.5 miles on dirt road off Crowley Lake Drive, 2 miles north of Crowley Lake, Mono County, California – Open May through October

• Provide garbage collection service once (1) per week for two (2) dumpsters.

• Provide pumping for four (4) double-vault toilets.

Poleta OHV Area: Located 1.5 miles east on Redding Canyon Road (dirt road), 5 miles east of Bishop, Inyo County, California – Open year-round

• Provide pumping and cleaning services for one (1) portable toilet once (1) per week.

Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

I. Base Year – June 1, 2022 – May 31, 2023

II. Option Year I – June 1, 2023 – May 31, 2024 III. Option Year II – June 1, 2024 – May 31, 2025 IV. Option Year III – June 1, 2025 – May 31, 2026 V. Option Year IV – June 1, 2026 – May 31, 2027

Section 3.0 Overall Objective(s)

The objective of this work is to provide sanitation services, both garbage collection and vault pumping, at five campgrounds across the Bishop Field Office, and to provide rental, pumping, and cleaning services for one portable toilet at the Poleta OHV Area.

Section 4.0 Specific Tasks

Campgrounds:

Task 1: Provide weekly or semi-weekly garbage collection service at the five campgrounds identified in the Technical Exhibits.

Task 2: Pump waste from dump station and toilet vaults as needed.

Poleta:

Task 1: Deploy portable toilet unit to the Poleta OHV Area location identified in the Technical Exhibits.

Task 2: Weekly service of the portable toilet that includes cleaning and restocking with basic hygiene products (toilet paper and hand sanitizer) necessary for safe functioning.

Task 3: Retrieval of toilet unit when no longer needed.

Section 5.0 Delivery / Performance Schedule

Weekly or semiweekly garbage collection service, and vault pumping as needed, at the five campgrounds identified in the Technical Exhibits. One portable toilet rental and weekly servicing at the Poleta OHV Staging Area.

The combined frequency of dump station servicing will not exceed 28 times per calendar year except for emergency services.

The combined frequency for vault toilet pumping’s will not exceed 20 times per calendar year except for emergency services.

Optional additional capacity may be needed dependent on visitation levels resulting in higher volume of waste than existing infrastructure can manage. For this reason, emergency or additional dump station pumping services may be requested for up to 5 times per year.

Emergency services must be performed within 72 hours of notification, excluding weekends and holidays.

During special events, or on busy holiday weekends, extra dumpsters may be required to sustain sanitary conditions at the campgrounds. Short-term dumpster rental service will be for up to seven days at a time and will not exceed 6 times per year.

Emergency services may be required throughout the year.

Section 6.0 Government-Furnished Property, Materials, Services

General:

The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this PWS, except for those items specified as government furnished.

Materials:

The Contractor shall furnish any, and all, materials necessary to meet the requirement of this contract, including the portable toilet, cleaning supplies and toilet paper.

Equipment:

The Contractor shall furnish equipment necessary to meet the requirement of this contract, including vehicles and pumping equipment.

Facilities:

The Government will provide dumpsters at each campground facility, except for intermittent short-term dumpster rentals when requested for holiday weekends or special events.

Section 7.0 Security and Administrative Matters

Regular Work Hours:

Work may occur any day of the week, including Federal Holidays. Work should occur from 8:00 am to 6:00pm.

Communications:

“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

The following Federal Legal Holidays are observed:

Fire Danger Season:

If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

Section 8.0 Technical Exhibits and Definitions

Standard Definitions:

Physical Condition

The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR. Physical condition may be determined by visual as well as diagnostic means.

Contracting Officer (CO)

The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.

Contracting Officer’s Representative (COR)

The Contracting Officer’s designated representative as indicated in a delegation of authority letter.

Quality Assurance (QA)

Surveillance of Contractor performance to determine performance requirements are met.

Performance Requirements Summary (PRS) (see Technical Exhibit below)

The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.

Work Tasks to be Performed

Campgrounds:

Task 1: Provide weekly or semi-weekly garbage collection service at the five campgrounds identified in the Technical Exhibits.

Task 2: Pump waste from dump station and toilet vaults as needed.

Poleta:

Task 1: Deploy portable toilet unit to the Poleta OHV Area location identified in the Technical Exhibits.

Campgrounds:

Dumpster doors will be inspected to ensure they are securely closed before garbage collection commences.

Garbage is collected weekly or semi-weekly.

Each dump station and toilet vault will be thoroughly pumped to assure removal of all waste.

Toilet vaults must be refilled with a minimum of 12 inches of fresh water after being pumped.

Poleta:

Toilet is deployed in the correct location.

Government employee will inspect the facilities weekly.

For one unsatisfactory inspection (ie not clean, not enough toilet paper, toilet blown over), the COR will document and inform the contractor on what must be improved

For 2 unsatisfactory inspections, a 5% deduction from the invoice for that Period of Performance.

For 3 unsatisfactory inspections, a 10% deduction.

Task 2: Weekly service of the portable toilet that includes cleaning and restocking with basic hygiene products (toilet paper and hand sanitizer) necessary for safe functioning.

Task 3: Retrieval of toilet unit when no longer needed.

Toilet is maintained in a manner that all components are operational (door, seat, etc.).

Toilet is serviced weekly.

Toilet is clean and stocked with toilet paper and hand sanitizer to last through the service period.

Toilet is removed at the end of the service period.
