About this file

This Performance Work Statement (PWS) details a Bureau of Land Management (BLM) contract for invasive species management in the North Fork Eel River near Mina, California. The project requires a biologist to conduct snorkel surveys and suppression efforts to prevent the spread of invasive Sacramento pikeminnow across a 15-mile river section, with a total of 440 labor hours allocated over one year. The work will be performed during the dry season (June-October), with specific tasks including conducting species surveys, implementing removal efforts using permitted gear like nets and electrofishers, and producing electronic datasets of findings.

The solicitation (140L1225Q0045) is set aside for small businesses under NAICS code 541620 for Environmental Services, with annual receipts not exceeding $19 million. The contract will use a combination of labor hours and firm, fixed-price quotes, with performance monitoring through a detailed Performance Requirements Summary that includes potential invoice deductions for unsatisfactory work. Key restrictions include no field work between November and May to protect spawning steelhead and salmon, and work must be coordinated with BLM's point of contact, with all survey and suppression locations within the specified 15-mile river reach.

PWS 1.0 Background on the Government’s Requirement

The Bureau of Land Management (BLM) manages lands along the remote North Fork Eel River. The North Fork Eel River is the smallest of four major tributaries of the Eel River in the northwestern California, United States. The Eel River supports one of California’s largest wild salmon and steelhead runs and flows generally northward from Mendocino National Forest to the Pacific, a few miles south of Eureka. Recent surveys discovered invasive Sacramento pikeminnow, formerly known as Sacramento squawfish, in several locations in the North Fork Eel River, and immediate action is needed to prevent their spread. The BLM needs a biologist experienced in pikeminnow surveys and suppression with a valid Scientific Collecting Permit from the California Department of Fish and Wildlife (CDFW) to conduct survey and removal activities in a 15-mile section of the North Fork Eel River, near the city of Mina, CA (Mendocino County).

PWS 2.0 General Scope of Work

Services include snorkel surveys for invasive species in 15-mile section of the North Fork Eel River, and follow-up suppression efforts using CDFW-permitted gear types to remove as many invasive organisms as conditions allow. The contractor will also organize and send survey and removal data to the BLM in electronic format.

Place of Performance:

All efforts will be performed in a 15-mile section of the North Fork Eel River watershed near the town of Mina, CA. Particular survey and suppression locations will be within the 15-mile reach and determined in coordination with the Government Point of Contact (POC) . See map below.

Period of Performance:

The period of performance shall be for one (1) year from the date of award.

PWS 3.0 Overall Objective(s)

The objective of this work is to conduct monitoring and suppression/removal work to prevent the establishment of invasive species in the North Fork Eel River.

PWS 4.0 Specific Tasks

Task 1: Conduct snorkel surveys with a minimum crew size of two individuals to determine the location of invasive species in the North Fork Eel River. The location of the surveys begins at the confluence of Hulls Creek and the NF Eel River and ends at the confluence of the NF Eel River and the mainstem Eel River, for a total of 15 river miles. This task is expected to take 120 labor hours and to ensure safety, at least two snorkel crew members are required. Record size, abundance, and GPS location of each invasive species detection.

Task 2: Implement suppression/eradication efforts to remove as many invasive species as possible. This will occur separate from the surveys in Task 1. Suppression will occur within two weeks of survey completion. Specific locations will be determined in consultation with BLM and will be limited to areas within the surveyed reach. Suppression can occur in one consecutive effort or be spread throughout the work season. This task requires maintaining a permit with the California Department of Fish and Wildlife. Gear for these efforts are expected to include, but are not limited to, nets, spearguns, and electrofishers. This task is expected to take a total of 320 labor hours.

Task 3: Produce electronic dataset (e.g., Excel) with all invasive species detections and removals and share with BLM via email. This will happen at the end of each field season.

PWS 5.0 Delivery / Performance Schedule

Tasks 1 and 2 will be performed during the ‘dry season’, which is typically between June and October. Work can begin immediately following the contract award. Task 3 will be completed by the end of the contract period of performance and the data will be shared in electronic format (e.g., Excel spreadsheet).

PWS 6.0 Government-Furnished Property, Materials, Services

The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement.

PWS 7.0 Security and Administrative Matters

Work Hours:

Due to the variable nature of the tasks, which may vary depending on the location and abundance of target species in a particular year, there is no regular work schedule. Survey work will typically occur during daylight hours, and suppression efforts may occur at night.

Communications:

“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

Federal Holidays:

New Year’s DayMartin Luther King, Jr. Day
President’s DayMemorial Day
JuneteenthIndependence Day
Labor DayColumbus Day
Veterans DayThanksgiving Day

Christmas Day

Fire Danger Season:

If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

Restricted Season:

Field work will not occur between November and May to ensure no impacts to spawning steelhead or salmon.

PWS 8.0 Technical Exhibits and Definitions
