PWS 1.0 Background on the Government’s Requirement
This requirement is for vault toilet pumping services for the Bureau of Land
Management, Eagle Field Office. Due to the significant growth in public visitation throughout the year to these management areas, there is an increased need for more frequent vault toilet pumping to meet public sanitation and health standards. This contract will assist the BLM Eagle Lake Field Office to address those needs to provide safer, more sanitary restrooms for the public.
PWS 2.0 General Scope of Work
General Scope of Work:
The contractor shall accomplish pumping of the vault toilets and disposing of the collected effluent from seven (7) sites:
Fort Sage, Dry Valley, Rice Canyon, Bizz Johnson, Eagle Lake, Ramhorn, Dodge in
Lassen County.
Disposal of effluent must occur at an approved facility and be performed in accordance with Federal, State, and local regulations. The contractor shall provide all necessary equipment, labor, supplies, and vehicles.
2.1 Place of Performance:
All contracted tasks listed will be performed within in Lassen County, California.
General site locations are shown on the maps in Section 8.2 of this solicitation. Sites are accessible via paved or graded dirt roads. Service trucks may approach to within about
30 feet of vault access covers at each site.
2.1.A. Description of Schedules:
These toilets fill up at different times throughout the year due to visitor usage of the campgrounds and trailheads. Historically, contractor has made trips to Susanville, Eagle
Lake, Ravendale and Doyle, Ca to empty the vault toilets on an as-needed basis, totaling around 6 trips annually. Each trip, the contractor has historically pumped up to 2500 gallons of sewage from vault toilets that have been identified as full or near full, to optimize efficiency. On occasion trash may need to be removed from the vaults by the contractor. This system keeps the highly used toilets available and allows low-use toilets time to fill up before being pumped.
