PWS 1.0 Background on the Government’s Requirement

The Bureau of Land Management Ridgecrest Ca Field Office is in need of Janitorial Services for 16 CXT Vault toilet facilities located at 14 sites throughout the Ridgecrest Field Office Resource Management area, to support public recreation and visitors. These facilities are located in Kern, Inyo, and San Bernardino Counties.

PWS 2.0 General Scope of Work

Furnish equipment, labor, and supplies to provide cleaning and full service of 16 CXT vault toilet facilities (2 Double Vault CXT Facilities) and (12 Single Vault CXT Facilities) during the anticipated time at four OHV Recreation sites, Fossil Falls Recreation Area, Trona Pinnacles National Natural Landmark, and the Desert Tortoise Research Natural Area (DTRNA) in the Ridgecrest Bureau of Land Management Field Office Resource area (Kern, San Bernardino and Inyo County, California). Disposal of trash and debris shall occur at an approved facility and be performed in accordance with Federal, state, local Laws and regulations. Each vault toilet facility at each site designated shall be thoroughly cleaned and re-supplied with new toilet tissue.

The contractor shall accomplish

A. Physically check building exteriors for debris and sweep sidewalks. Interior Floors will be pressure washed with fresh water and a biological cleaning product.

Tri-Synergy BB900 or equivalent will be used as a cleaning agent. All fixtures and windows cleaned, and all trash removed. Toilet tissue will be checked and replaced with new toilet tissue as necessary at the time of each service. At the time of completion there shall be no less than three full rolls of toilet tissue for each vault toilet.

B. Remove all foreign material inside, on top of, and within 10 feet of these structures. Remove all non-BLM stickers, clean building interiors, including walls, partitions, windows, pipe chases and ceilings. Remove all mildew, webs, and insect nests. Clean and disinfect, inside and outside of all toilet risers and seats. Clean graffiti off all surfaces using graffiti remover. Clean exterior walls and roof projections including louvers over windows. No harsh chemical cleaners are to be used. No cleaning chemicals, containers or trash of any kind will be disposed of in the vaults.

2.1 Place of Performance: Contract work is located in Kern, Inyo, and San Bernardino County California. Sites are accessible via paved or graded dirt roads. Service trucks may approach to within 30 feet of vault toilet facilities. These facilities are in remote locations. 4WD vehicle is recommended. See Map: Technical Exhibits #1

2.2 Period of Performance:

The period of performance shall be for one (1) Base Year starting at time of contract award through the end of the Calendar Year and four (4) 12-month option years. The Period of Performance reads as follows:

Base Year *Time of Award – 12/31/2024 Option Year I 01/01/2025 – 12/31/2025 Option Year II 01/01/2026 – 12/31/2026 Option Year III 01/01/2027 – 12/31/2027 Option Year IIII 01/01/2028 – 12/31/2028

*Time of Award – It is anticipated that an award will be made in the early weeks of January

PWS 3.0 Overall Objective(s)

The objective of this work is to provide clean, sanitary, and safe rest room facilities for the visiting public.

PWS 4.0 Specific Tasks

PWS 5.0 Delivery / Performance Schedule

The servicing dates for "scheduled Service” represent the Government's projected requirements for each contract period. The term "Scheduled Service" includes the cleaning and full service of all vault toilet facilities and transporting removed trash and debris to an approved facility for disposal.

5.1 Unscheduled Services

If additional cleaning services are required during the contract year period of performance due to heavier use of the recreation sites than is anticipated, the Government may direct the Contractor to perform the additional cleaning services.

The addition of a maximum of three (3) trips per site per contract year may occur without requiring renegotiation of the unit price. The Government will provide the Contractor a minimum of three (3) days verbal notice when additional cleaning services are required. The term "Unscheduled Services" include the same work items as described under "Scheduled Services".

5.2 Reduction of Scheduled Services

If weather conditions or other unforeseen events cause a reduction in use of the public recreation sites, the government may cancel some scheduled service trips.

Cancellation of a maximum of five (5) scheduled trips per site per contract year period of performance may occur without requiring renegotiation of the unit price.

A three-day verbal notice will be given by the Government if any of the scheduled trips shown are not required.

5.3 Scheduled Service

Sites 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13 These sites shall be cleaned and serviced on Thursday of each week from Time of contract award through the performance period for that contract year.

In addition to every Thursday, these sites shall be cleaned and serviced during heavy use periods and include. January 1, 2, 2024. February 16, 17, 18, 19, 2024.

May 24, 25, 26, 27, 2024. November 29, 30, 2024. December 1, 2, 27, 28, 29, 30, 31 2024.

Each option year of this contract requires services during heavy use periods and will include 19 additional cleaning dates.

The Government will provide a Cleaning and Service schedule for the performance period of each option year awarded.

NOTE:

Site # 14 shall be cleaned and serviced Quarterly from Time of contract award throughout the performance period for that contract year.

March 1, June 30, September 30, and December 30 of each calendar year.

5.4 Spills

The Contractor shall prevent or reduce the discharge of pollutants to the environment by reducing the chance of spills through safe operating practices, maintaining equipment, stopping the source of spills, containing, and cleaning up spills, properly disposing of spill materials, and training employees. In the event of a spill, the Contractor shall excavate the impacted areas to a depth of 12-inches beyond the contaminated materials and backfill with approved material. The excavated contaminated material shall then be disposed of at a certified hazardous waste facility.

Trash Disposal:

Disposal of trash must occur at an approved facility and be performed in accordance with Federal, State, Local Laws, and Regulations.

Permits and Fees:

Contractor is required to obtain all necessary permits and pay required fees for trash disposal at authorized facilities.

PWS 6.0 Government-Furnished Property, Materials, Services

6.1 General: The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government furnished property and services.

6.2 Utilities

The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish the work.

PWS 7.0 Security and Administrative Matters The contractor is responsible for protection from vandalism of contractor owned equipment.

The Contractor shall be responsible for repair or replacement of Contractor-provided materials and equipment which are stolen or damaged.

No hazardous materials shall be stored or disposed of on-site. Fuel, oil, grease shall not be stored on-site. The contractor shall utilize off-site facilities for fueling, storage, and maintenance whenever possible. The Contractor shall train employees and sub-contractors in proper fueling and cleanup procedures.

Regular Work Hours:

The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Sunday, including government holidays.

Communications:

“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

Federal Holidays:

Contractor will be required to perform the work tasks described in the Performance Work Statement during high peak visitation periods which includes Federal Holidays.

Fire Danger Season:

If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

PWS 8.0 Technical Exhibits and Definitions

Standard Definitions:

Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR..

Physical condition may be determined by visual as well as diagnostic means.

Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.

Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.

Quality Assurance (QA) Surveillance of Contractor performance to determine performance requirements are met.

Performance Requirements Summary (PRS) (see Technical Exhibit below) The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.

Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.
