PROJECT TITLE:
Replace compressor for Trane Chiller
Performance Work Statement
SECTION C. PERFORMANCE WORK STATEMENT
C.1. INTRODUCTION
The Wetland and Aquatic Research Center (WARC) is located in a fenced in area consisting of approximately 19 acres of University of Lafayette Louisiana (ULL) property with a total of
107,361 SQ FT of building space. The WARC requires replacement of a new compressor for a
Trane Chiller unit.
C.2. BACKGROUND
The chiller system provides critical cooling to the WARC. Currently the center has two chiller units. During the winter months, only one chiller is needed to supply sufficient air but during the spring/summer months both chillers are required to properly regulate the airflow in the center. When a chiller goes down in summer months the repair is considered an emergency repair. Without this emergency repair the remaining operating chiller unit could fail causing additional repairs.
C.3. SCOPE
Requirement involves the need to install a new compressor for a Trane Chiller unit, Model:
RTWD 200F 2D02 A1A1 Serial: U15C01614 inspect, and fix all issues related with the compressor and other components related to this repair.
4. TECHNICAL REQUIREMENTS AND DELIVERABLES
C.4.1. Remove compressor on Chiller 1 Circuit 2
C.4.2. Install new compressor model #CHHP0M2TKJ0N092N
C.4.3. Follow all LOTO procedures prior to beginning any compressor work.
C.4.4. Recover refrigerant in circuit and dispose of per EPA guidelines.
C.4.5. Provide and install new rebuilt Trane screw compressor with new gaskets.
C.4.6. Test oil to check for high acid level. Report findings to NWRC prior to proceeding.
C.4.7. Install new refrigerant driers, oil filter, and new oil charge. All filters, driers, and gaskets for filters and driers are to be new.
C.4.8. Check contactor and replace if necessary.
C.4.9. Pressure test system with nitrogen and thoroughly leak check circuit.
C.4.10. Pull vacuum to industry standard of 500 microns. Provide 24 hour standing vacuum test.
C.4.11. Charge system with new refrigerant. Weigh in exact charge listed on data tag.
C.4.12. Start unit and verify operation of chiller and circuit. Log chiller and provide report to
COR.
C.4.13. Follow manufactures recommendation on oil analysis and oil filter replacement with manufactures break in run time.
C.4.14. Work Hours, Outages and Interruptions: All work is to be performed between the hours of 7:30 AM and 4:00 PM, Monday through Friday unless previous arrangements have been made with the COR. Inclement weather may force closure of the facility. No work will be performed on federal holidays without exception.
C.4.15. Proper signage and barriers will be provided to restrict Center personnel from work areas and no hazardous conditions should be present in unmarked areas.
C.4.16. Changes/Clarifications: All work must be completed as shown in the contract documents. “No cost” change orders shall be submitted in writing to the Contacting Officer
(CO) detailing why the work cannot be completed as shown and suggesting corrective action(s) by the contractor. The CO shall provide written consent to the proposed changes before the contractor may proceed with the changed work. The Contacting Officer’s approval must be received before commencing work which will alter the price, scope or terms of the contract.
C.4.17. Disposal and Transporting of Debris and Material: All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site by the contractor.
C.4.18. Materials and Tools: The COR shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the COR, at no additional cost to the Government.
C.4.19. Contractor Smoking Regulations: There shall be no smoking in any buildings at any time; smoking is permitted in designated smoking areas only.
C.4.20. Special Conditions: The work completed under these specifications shall be on the highest professional quality and craftsmanship. All materials furnished herein shall be complete and in compliance with manufacturer’s recommendations and designs. Contractor shall supply all components of the specified materials utilized as recommended by the manufacturer, whether specifically designated in these specifications or not.
C.4.21. The Contractor is responsible for compliance with all Federal, State, and Local Safety codes that are applicable to hazard material, electrical and fire codes. If there are any conflict between these specifications and codes, the stringent requirement shall apply.
C.4.22. Contractor must comply with all WARC and Federal COVID guidelines.
