About this file

This is a Performance Work Statement for invasive species management services on the North Fork Eel River in Mendocino County, California. The Bureau of Land Management seeks a qualified biologist with a valid California Department of Fish and Wildlife Scientific Collecting Permit to conduct survey and removal activities for invasive Sacramento pikeminnow in a 15-mile river section near Mina, CA over a one-year period of performance beginning immediately upon contract award.

The contractor must complete three primary tasks: (1) conduct snorkel surveys with a minimum crew of two individuals to locate and assess invasive species abundance across the entire 15-mile reach, beginning by July 15 and requiring approximately 120 labor hours; (2) implement suppression/removal efforts using CDFW-permitted methods including hook-and-line, nets, spearguns, and electro fishers, with initial removal within two weeks of survey completion and subsequent efforts every two weeks through the end of the dry season, requiring approximately 320 labor hours; and (3) compile survey and removal data into electronic format spreadsheets for delivery to BLM by the end of the contract period. Field work is restricted to June through September (dry season) to avoid impacts to spawning steelhead and salmon. The contractor shall furnish all personnel, equipment, materials, transportation, and supervision. Performance quality is evaluated through a Quality Assurance Surveillance Plan with progressive penalties (5-10% invoice deductions) for unsatisfactory data quality, suppression efforts, or final data submissions across three review thresholds.

1.0 Background on the Government’s Requirement

The Bureau of Land Management (BLM) manages land along the remote North Fork Eel River. The North Fork Eel River is the fourth largest tributary of the Eel River in the northwestern California, United States. Recent surveys discovered invasive Sacramento pikeminnow in several locations in the North Fork Eel River, and immediate action is needed to prevent their spread and protect native aquatic species. The BLM needs a biologist experienced in pikeminnow surveys and suppression with a valid Scientific Collecting Permit from the California Department of Fish and Wildlife (CDFW) to conduct survey and removal activities in a 15-mile section of the North Fork Eel River, near the city of Mina, CA (Mendocino County).

2.0 General Scope of Work

Services include snorkel surveys for invasive species in a 15-mile section of the North Fork Eel River, and follow-up suppression efforts using CDFW-permitted gear types to remove as many invasive organisms as conditions allow. The contractor will also organize and send survey and suppression data to the BLM in electronic format.

The section of river has one public access point at Mina Bridge. Low streamflow and shallow rifles between pools result in conditions not conducive to transportation by watercraft. Conditions range from low gradient with deep pools to steep and narrow canyons.

Place of Performance:

All efforts will be performed in a 15-mile section of the North Fork Eel River near the town of Mina, CA (Mendocino County) (Exhibit 2). Suppression locations will be determined in coordination with the Government Point of Contact (POC).

Period of Performance:

The period of performance shall be for one (1) year from the date of award.

3.0 Overall Objective(s)

The objective of this work is to conduct monitoring and suppression work to prevent the establishment of invasive species in the North Fork Eel River.

4.0 Specific Tasks

Task 1: Conduct snorkel surveys with a minimum crew size of two individuals to determine the location, size, and abundance of invasive species in the North Fork Eel River. The surveys begin at the confluence of Hulls Creek and the North Fork Eel River and end at the confluence of the North Fork Eel River and the mainstem Eel River, for a total of 15 river miles. Surveys should begin by July 15 to allow enough time to complete Task 2. This task is expected to take 120 hours and to ensure safety, at least two snorkel crew members are required.

Task 2: Implement suppression efforts to remove as many invasive species as possible. This will occur separately from the surveys in Task 1. Initial suppression will occur within two weeks of snorkel survey completion, and subsequent suppression efforts will occur at least every two weeks through the end of the dry season. Specific locations within the surveyed reach will be determined in consultation with BLM and will likely require coordination with local landowners for river access. This task requires maintaining a permit with the California Department of Fish and Wildlife. Gear for these efforts will be carried to suppression sites on foot and are expected to include, but are not limited to, hook-and-line, nets, spearguns, and electro fishers. This task is expected to take a total of 320 labor hours.

Task 3: Produce electronic datasets (e.g., Excel) with all invasive species detections and removals and share with BLM via email. This will happen after the completion of Task 2.

5.0 Delivery / Performance Schedule

Tasks 1 and 2 will be performed during the ‘dry season’, which is typically June through the end of September. Work can begin immediately following the contract award. Task 3 will be completed by the end of the contract period of performance, and the data will be shared in electronic format (e.g., Excel spreadsheet).

6.0 Government-Furnished Property, Materials, Services

General:

The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement.

Security and Administrative Matters

Work Hours:

Due to the variable nature of the tasks, which may vary depending on the location and abundance of target species, there is no regular work schedule. Survey work will typically occur during daylight hours, and suppression efforts may occur at night.

Communications:

“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

Federal Holidays:

The following Federal Legal Holidays are observed:

New Year’s DayMartin Luther King, Jr. Day
President’s DayMemorial Day
JuneteenthIndependence Day
Labor DayColumbus Day
Veterans DayThanksgiving Day

Christmas Day

Fire Danger Season:

If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

Restricted Season:

Field work will not occur between November and May to prevent impacts of spawning steelhead or salmon.

8.0 Technical Exhibits and Definitions

Standard Definitions:

Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR. Physical condition may be determined by visual as well as diagnostic means.

Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.

Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.

Performance Requirements Summary (PRS) (see Technical Exhibit below) Surveillance of Contractor performance to determine performance requirements are met.

Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.
