About this file
This document is a past performance questionnaire for a federal solicitation seeking proposals for endangered ocelot protection and recovery services in South Texas. The United States Fish and Wildlife Service is soliciting proposals to provide overarching endangered ocelot population management and habitat restoration services through 2027. Proposals are due May 1, 2023 and must include a completed past performance questionnaire from agencies that can evaluate the offeror's performance on relevant prior contracts. The questionnaire requests ratings on a scale of outstanding to unsatisfactory for elements including technical understanding, cost and schedule performance, workforce management, problem-solving, and deliverable quality. Offerors must provide contract details for evaluation, and agencies will assess factors including whether issues required cure notices and if they would recommend future award to the contractor. The selected contractor will provide endangered ocelot protection, population growth, and habitat restoration services across South Texas through 2027.

EOPRS will be an overarching approach for improving the genetic composition of existing populations in Texas, builds a new ocelot population in Texas, and steers Thornscrub forest restoration to improve the quality and amount of habitat for ocelots in Texas.
One of the considerations in proposal evaluations is the verification of the offeror’s past and present performance on contracts, which reflect the offeror’s ability to perform on the proposed effort. The Government depends on information received from Agencies such as yours, which have had firsthand experience with an offeror, for the evaluation of the offeror’s performance on those contract(s).
The areas of interest for the Government are summarized in the questionnaire below. Questionnaires should be completed and returned to the offeror for submission with their proposal. Proposals are due May 1. 2023 so we kindly ask for your respond by April 17, 2023, so it can be included in the proposal submission.
Please complete all sections of the attached questionnaire. Include your name and title, organizational address, email address, telephone number. Use the rating scale and definitions found in the questionnaire to rate each performance element. Please sign the questionnaire.
The Government encourages comments. The last page may be used if additional space is needed for comments.
Clear handwritten responses are sufficient.
