About this file
This is a Statement of Work (SOW) for the Newport Geomagnetic Observatory Ram Pump Replacement project issued by the United States Geological Survey (USGS) Geologic Hazards Science Center (GHSC).
The project involves replacing an existing ram pump water system with a redesigned electric pump and hydroelectric turbine system at the USGS Newport Magnetic Observatory in Newport, Washington (832 Geophysical Observatory Road, Newport, WA 99156). The work spans approximately 3,500 feet from a spring box on U.S. Forest Service land to a pumphouse near the observatory's front gate. The contractor must furnish all labor, materials, equipment, and supervision to complete the scope of work, which includes: demolishing the existing ram pump and associated vault infrastructure; installing a new electric pump system with a metal base plate; upgrading the spring box with new CMU blocks and cap; installing a new hydroelectric turbine on the spring box discharge flange; constructing a new aluminum electrical enclosure with battery boxes, charger/inverter, autotransformer, and grounding systems; installing new altitude valve in the pumphouse; and training onsite USGS personnel on operations and maintenance. The project site has no utility power support; the contractor must provide portable generators. Work shall be completed within 90 calendar days of the Notice to Proceed, excluding weekends and holidays unless preauthorized. Normal working hours are 7:00 a.m. to 6:00 p.m., Monday through Friday. The contractor must obtain a current Washington State contractor license, provide OSHA 10-hour or 30-hour Construction Safety training verification for all workers, conduct pre-bid and post-award site inspections, hold a pre-construction meeting within 7 business days of NTP, and deliver acceptance test certificates, operation and maintenance manuals, product guarantees/warranties, and a completed punch-list document. The water system is time-sensitive as it supports onsite contractor operations, and all delay requests require Contracting Officer approval. Primary USGS points of contact are Facility Manager Kristen Lewis (klewis@usgs.gov) and Onsite Representative Trevor Shaw (Trevorshaw_newport@yahoo.com); prospective bidders may only contact the Contracting Officer and Facility Manager regarding pre-proposal site visits during solicitation.

Statement of Work Newport Geomagnetic Observatory
Ram Pump Replacement
The United States Geological Survey (USGS) Geologic Hazards Science Center (GHSC) is seeking a contractor to replace the existing ram pump water system with a redesigned water system, consisting of an electric pump with hydroelectric turbine at the USGS Newport Magnetic Observatory, located in Newport, Washington.
Background The Geologic Hazards Science Center (GHSC) conducts research and operations in geology, geophysics, seismology, engineering seismology, geomagnetism, and geomechanics in order to assess seismic hazards and risk, geomagnetic hazards, and ground-failure hazards on regional, national, and international scales. The mission of the USGS Geomagnetism Program is to monitor the Earth’s magnetic field. Using ground-based observatories, the program provides continuous records of magnetic field variations covering long timescales; disseminates magnetic data to various governmental, academic, and private institutions; and conducts research into the nature of geomagnetic variations for purposes of scientific understanding and hazard mitigation.
The USGS operates a network of fourteen geomagnetic observatories in the continental U.S., Alaska, Puerto Rico, Hawaii, and Guam.
Project Description The span of the project site is from the spring box north of the Newport Observatory on U.S.
Forest Service (USFS) land (Fig. 1a, 1b) to the pumphouse near the front gate of the observatory, an approximate distance of 3,500’. The project site does not have any utility power support. The objective of this project is to replace the existing ram pump, located in the Ram Vault, replace it with the redesigned electric pump that will pump the water to a 720-gallon Balancing Tank (Fig. 2a, 2b).
Project Location:
Newport Magnetic Observatory 832 Geophysical Observatory Road Newport, Washington 99156
USGS Points of Contact:
Facility Manager (FM):
Onsite Representative (OR):
Kristen Lewis klewis@usgs.gov
Trevor Shaw Trevorshaw_newport@yahoo.com
During the solicitation/source-selection phase of this project, prospective contractors shall not contact any of the individuals listed above except for the Contracting Officer (CO) and for communication with the Facility Manager (FM) directly relevant to a pre-proposal site visit (if one is scheduled). Failure to comply with this prohibition may result in elimination from further consideration.
Note: The water that is provided by the pump system directly supports the livelihood of onsite contractors as well as the site's operations. Therefore, this project is time sensitive, and any delays may cause contractual changes and cost increases affiliated with the Newport Observatory. All delay requests shall be submitted to the CO for approval or rejection.
Plan for the storage tank to be full prior to the start of construction.
Hours of Operation:
Normal working hours shall be between 7:00am - 6:00pm, Monday – Friday. The contractor shall not work Saturdays, Sundays, legal holidays, or non-normal working hours unless otherwise authorized by the Contracting Officer. Requests to work times other than normal hours shall be made in writing. The government reserves the right to change the working hours when the need arises.
SCOPE OF WORK
1.) Pre-bid Site Inspection Interested bidders should observe/inspect the site prior to submitting a bid in order to be fully aware of the Scope of Services. Visiting the site allows the Contractor to verify the nature and quality of the work to be performed, to inform themselves of the general and local conditions, and to compare the specifications with the work to be performed. Failure to do so will not relieve the successful contractor of their responsibility for estimating properly the difficulty or cost of furnishing materials and successfully performing in accordance with the strict intent and meaning of the statement of work without additional cost to the Government. All measurements shall be field verified and are the responsibility of the contractor.
2.) Post-Award Site Investigation/Inspection Within seven (7) calendar days after issuance of the Notice to Proceed, the awarded Contractor will coordinate a ‘Site Inspection’ through the FM and OR to verify all dimensions/measurements and site conditions before start of the work or the ordering of any equipment, parts and/or materials. Failure of the Contractor to do so shall not relieve the Contractor from performing in accordance with the strict intent and meaning of the statement of work without additional cost to the Government. If the contractor finds any deficiencies from the statement of work, provide a written recommendation of a solution to the FM and CO for review and approval prior to commencing work. It is recommended that the contractor document the existing site conditions by taking photos with date and time stamps.
3.) Pre-construction Meeting A pre-construction meeting shall be held with the USGS FM, CO, and/or OR to discuss timelines, questions, and concerns and any possible preconceived changes regarding the project as a whole. The pre-construction meeting shall be held within 7 business days of the Notice to Proceed (NTP). Additional meetings will be scheduled as deemed necessary by the contractor or USGS officials.
4.) General Requirements
