About this file

This document is a Provisions and Clauses attachment that incorporates by reference the standard Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) terms applicable to the Steel Grit Size 40 solicitation. The document lists approximately 40 provisions and clauses effective through Federal Acquisition Circular 2026-01, including requirements related to system for award management registration, prohibition on contracting with debarred entities, buy American compliance, labor standards, cybersecurity safeguards, and payment processing procedures. One clause, DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions, is provided in full text and requires contractors to submit payment requests and receiving reports electronically through the WAWF system, with specific document types designated based on line item type (cost voucher for cost-type items, invoices and receiving reports for fixed-price items). Contractors must have an electronic business point of contact in SAM and complete self-registration at https://wawf.eb.mil/ to access the system.

The incorporated provisions and clauses establish compliance requirements across multiple regulatory areas, including representation regarding former DoD official compensation, prohibition on certain telecommunications equipment and products from the Xinjiang Uyghur Autonomous Region, sustainable products standards, combating trafficking in persons, and addressing discrimination. The document also addresses subcontracting restrictions, equal opportunity requirements, convict labor prohibitions, and unmanned aircraft systems restrictions. This attachment serves as the contractual framework governing the commercial acquisition of steel grit and establishes the terms, conditions, representations, and certifications required from offerors responding to the W519TC-27-Q-GRIT solicitation.
