About this file

This is a Certified Material Test Report for black powder procurement, specifically detailing technical specification requirements for material testing under MIL-DTL-223D specification. The document outlines comprehensive testing criteria that must be met, including requirements for fiberboard liner construction with precise parameters such as a 45-degree (±15 degrees) spiral winding angle, maximum 0.06-inch horizontal gaps between windings, and layers bonded with polyvinyl acetate resin adhesive. The test report must include detailed information like supplier name and address, purchase order number, material identification, quantity, and specific test results covering parameters such as materials, moisture, ash, specific gravity, apparent density, granulation, and pH.

The associated federal contract opportunity (Solicitation W519TC-25-Q-POWD-V2) is for Black Powder Class 3 and Class 6, issued by the Department of the Army Materiel Command Contracting Command at Rock Island Arsenal. The procurement is a Firm Fixed Price Contract using a Lowest Price Technically Acceptable (LPTA) approach, with a small business size standard of 750 under NAICS code 325920 (Explosives Manufacturing). Offers are due by 23 April 2025 at 1:00 PM Central Time, to be submitted electronically via email to specified contract specialists, with the goal of awarding a single contract for black powder procurement to be delivered to a facility in Crane, Indiana.
