PROJECT TITLE:
Perform Annual Cleaning of Cooling Towers (2)
SECTION C. PERFORMANCE WORK STATEMENT
C.1. INTRODUCTION
The Wetland and Aquatic Research Center (WARC) is located and enclosed within a fenced in area consisting of approximately 19 acres of University of Lafayette Louisiana (ULL) property with a total of 107,361 SQ FT of building space. The WARC requires the annual cleaning of both Cooling Tower Systems.
C.2. BACKGROUND
The current Cooling Tower System operates daily as temperatures permit. The towers play an important part in the environmental comfort within the center. Performing the annual cleaning will result in more efficient system reducing the energy footprint. The system must be cleaned to ensure all materials like calcium be removed from the towers to allow proper water flow to chiller units.
C.3. SCOPE
Requirement involves cleaning the entire system including greasing all the motor bearings, and change the oil in gear reducer gearbox using a synthetic type to ensure a better life use. Replace necessary neoprene bushings and hardware for the drive shafts for the gear reducer motor.
4. TECHNICAL REQUIREMENTS AND DELIVERABLES
C.4.1. Labor and materials to clean both towers.
C.4.2. Replace the gear reducer gearbox oil level and grease motor bearings. New oil will be synthetic type which is good for 5 years.
C.4.3. Replace the neoprene bushings and hardware for the drive shafts for the gear reducers to motors.
C.4.4. Upon completion, run both tower systems to test and observe proper operation.
C.4.5. All technicians and helpers must sign in/out at front daily.
C.4.10. Work Hours, Outages and Interruptions: All work is to be performed between the hours of 7:30 AM and 4:00 PM, Monday through Friday unless previous arrangements have been made with the COR. Inclement weather may force closure of the facility. No work will be performed on federal holidays without exception.
C.4.11. Proper signage and barriers will be provided to restrict Center personnel from work areas and no hazardous conditions should be present in unmarked areas.
C.4.13. Changes/Clarifications: All work must be completed as shown in the contract documents. “No cost” change orders shall be submitted in writing to the Contacting Officer (CO) detailing why the work cannot be completed as shown and suggesting corrective action(s) by the contractor. The CO shall provide written consent to the proposed changes before the contractor may proceed with the changed work. The Contacting Officer’s approval must be received before commencing work which will alter the price, scope or terms of the contract.
C.4.14. Disposal and Transporting of Debris and Material: All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site by the contractor.
C.4.15. Materials and Tools: The COR shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the COR, at no additional cost to the Government.
C.4.16. Contractor Smoking Regulations: There shall be no smoking in any buildings at any time; smoking is permitted in designated smoking areas only.
C.4.17. Special Conditions: The work completed under these specifications shall be on the highest professional quality and craftsmanship. All materials furnished herein shall be complete and in compliance with manufacturer’s recommendations and designs. Contractor shall supply all components of the specified materials utilized as recommended by the manufacturer, whether specifically designated in these specifications or not.
C.4.18. The Contractor is responsible for compliance with all Federal, State, and Local Safety codes that are applicable to hazard material, electrical and fire codes. If there are any conflict between these specifications and codes, the stringent requirement shall apply.
C.4.19. Contractor must comply with all current WARC and Federal COVID guidelines.
