APPENDIX 1
Water Treatment Plant and Distribution SOW
1. PURPOSE
To provide a complete, unified procedure for operating and maintaining the Sunrise Water Treatment Plant (WTP), including daily operation, monitoring, filter operations, and compliance reporting.
2. HAZARDS & SAFETY PRECAUTIONS
Hazards include chemical exposure (calcium hypochlorite, reagents), environmental hazards (slippery floors, falling snow, visitor traffic), and early season freezing risks. PPE includes gloves, safety glasses, and appropriate protective clothing.
3. REQUIRED TOOLS & EQUIPMENT
Chlorine analyzer, pH meter, SC200/TU5300 turbidimeter (provided), CL-17 analyzer (provided), chlorine crock (provided), and Strainrite filter models: I micron HPM97‑A‑2SS, 5 Micron AR5TP2P-EVP, 10 Micron AR10TP2P-EVP, 25 Micron AR25TP2P-EVP, HPM99‑CC‑2SR, and HPM99CCX2SR (provided).
4. FILTER OPERATIONS
The filter train must be configured as follows: Stage 1 – HPM97‑A‑2SS, AR5TP2P-EVP, AR10TP2P-EVP, AR25TP2P-EVP, Stage 2 – HPM99‑CC‑2SR (Pre‑Crypto), Stage 3 – HPM99CCX2SR (Final Crypto Barrier). Operators must record inlet and outlet pressures daily.
4.1 Differential Pressure Rule
The differential pressure between the Pre‑Crypto (HPM99-CC‑2SR) and the Final Crypto Barrier (HPM99-CCX-2SR) filters must not exceed 25 psi. If differential reaches 25 psi, filters must be replaced immediately. No inspection is allowed once the limit is reached.
4.2 Mandatory Filter Replacement & Documentation
When the 25 psi limit is reached, replace filters: 1) HPM99-CC‑2SR, and 2) HPM99-CCX-2SR. Document the filter change on the State WTP Monthly Report Sheet.
5. DAILY OPERATIONS PROCEDURES
Record treated gallons, chlorine crock levels, inlet/outlet pressures, turbidity readings, and distribution chlorine residuals. Follow DOH requirements for documentation and maintain accurate logs. Log book in the plant must be logged and not be removed.
6. DISTRIBUTION SAMPLING
Collect chlorine samples daily from entry points and rotating distribution locations (refer to the table below for specific sites). Before sampling, flush taps for 10 minutes. Use the chlorine analyzer to measure chlorine levels and record on the State WTP Monthly Report Sheet. At the entry point, also measure and record pH, chlorine, and temperature each day with proper analyzers and meters. Make sure to document the sampling date and all readings on the State WTP Monthly Report Sheet. For Bac-T testing, take samples from the same site as the day's chlorine residual sample. If more than one sample is required in a month, state regulations mandate that they should be spaced throughout the month (See Bac-T monthly sample Schedule below).
Each month, a raw water sample must be collected from either the raw tap or the first filter housing in the plant. It is recommended that this be done with the first distribution sample of the month.
