MCCARTY LANE WELL PUMP AND WELL HEAD REPLACEMENT
SAN MARCOS ARC
SAN MARCOS, TEXAS
SCOPE OF WORK
1. GENERAL
1.1 Project will consist of removing old wellhead, pump, and electrical cable and replace with new at San Marcos Aquatic Resources Center 500 East McCarty Ln. San Marcos, Texas 78666.
1.2 The current wellhead has deteriorated to the point that some of the piping that is being used to collect sample water is starting to leak. Replacement of valves and testing ports cannot be conducted due to the advance deterioration of pipe. The pump and electrical cable is also over 11 years old and due for replacement.
1.3 Contractor shall be certified in the installation of the brand and model well pump and endorsed by the manufacturer of the equipment. Contractor shall also be familiar and have the capability to fabricate metal components to meet the requirements of the facility water conveyance needs. Contractor shall be certified to work in the state of Texas and adhere to all local, state and federal regulations for generator/ electrical work.
2. PLACE OF PERFORMANCE AND PERIOD OF PERFORMANCE
2.1 San Marcos Aquatic Resources Center 500 East McCarty Lane San Marcos Texas 78666.
2.2 Coordinate all work and site access with the Hatchery Manager. See Section 10.1 for information.
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s
Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. SCOPE
3.1 PUMP REPLACEMENT:
COPPER AND COPPER LIKE MATERIALS SHALL NOT BE USED IN THE
INSTALLATION OR OPERATION THAT MAY COMES IN DIRECT CONTACT
WITH WATER THAT IS TO BE DELIVERED TO THE HATCHERY AS THIS IS
DETRIMENTAL TO FISH.
Disconnect and pull existing 4” pipe (approximately 210 +/- feet), pump, and motor; remove existing 40 HP Wilo/ Goulds model: 7CHC submersible pump S/N: SC7WAD6SA and motor: Franklin Model: 2366178125 S/N: 13G19- 29- 06016A 40 HP. 50/60 hz, 460 vac, thee phase 61.6 Service Factor Amps. This is controlled by a Yaskawa VFD model cimr-pu4a0072faa; Input: AC, 3 phase 380-480 v 50/60 hz 71 amps. Output: AC, 3 phase 0-480v 0-400 hz. 72 amps. (Yaskawa VFD is to remain). Pump and motor is to be pulled from a 14” diameter well casing. Well house has a sky light in roof directly over the wellhead, which may be removed and used to pull/lift the pump and water piping. Turn existing submersible pump over to hatchery. Properly dispose of, off-site, old material not detailed to be turned over to facility at an approved disposal site. Refer to the 2014 Final Pump Test document in the attachments for existing pump installation details.
All electrical work shall comply with appropriate articles and sections of the 2023National Electric Code (2023NEC).
Before any “on site” demolition is started, the hatchery construction inspector (CI) shall demonstrate to the contractor that the radio-link control communication works and properly modulates the pump flows. The CI shall document the demonstration, and both the contractor and the hatchery CI, shall sign and date that the existing radio-link is fully functional before starting any demolition.
Disconnect, remove, and turn old electrical cable over to SMARC personnel for disposal.
Install approximately 225 linear feet of new UL-Rated, three wire cable #4 AWG with ground wire cable for wet location used for submersible wells from new pump motor to existing motor starter/controller. Reuse existing electrical raceway system outside well. Wire size determination may require a site visit to verify.
Contractor shall ensure well pump motor operates with existing variable frequency drive.
3.2 WELLHEAD REPLACEMENT:
System well head: Contractor shall remove existing equipment and turn over to SMARC personnel for disposal. As well head looks like a custom fabricated unit, Contractor is advised to conduct a site visit to verify size, dimensions, securement and installation.
Contractor shall install and secure new well head and accessories which shall include:
A ¾”water supply point on the elbow with a threaded ball valve to attach instrumentation and collect water samples, ¾”water return with ball valve on platform , air admittance port on platform, eyebolts to assist in lifting operations and replace corroded nut and bolt anchors.
Safeguard all supporting electrical equipment to prevent damage from water or movement of equipment. All electrical cables and wiring shall be protected from damage that may occur during movement and installation of new equipment.
4. EXISTING SITE CONDITIONS
Work areas shall be roped off to alert unauthorized personnel to work in progress. Jobsite is located within an easement on private property and work shall be relegated within proximity of the project site. Gates shall be closed at all times to prevent livestock from escaping.
Existing property not indicated for demolition, shall be protected. All damage by Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.
Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas. Areas damaged by Contractor activities shall be repaired.
Provide notice to Fish Hatchery Manager for his/her approval at least 72 hours in advance of any requested power outage.
SUBMITTALS
Product Data and Shop Drawings: Submit to Facility Manager Representative for review and approval before ordering or installing equipment. Unapproved equipment may not be accepted or paid for.
5. DELIVERABLES AND/OR DELIVERY SCHEDULE: (FOR EXTENDED LIST A BID
SCHEDULE AND/OR USE OF LINE ITEM DETAIL ON THE PR IS
RECOMMENDED)
A. Clearly state the deliverables required, the schedule for delivery, the quantities, schedule.
Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products protecting them from damage.
5.1 Identify the type of documentation (printed and electronic-such as manuals) to be provided, as well as those quality indicators desired by the Government.
SUBMITTALS
A. Submit two copies of Operation and Maintenance Manuals to the Facility Manager or representative including product cut sheets and maintenance and operating instructions.
B. Warranties: In addition to one year construction warranty, provide standard manufacturer's written warranty, signed by manufacturer agreeing to promptly repair or replace products that fail in materials or workmanship for the period of 10 years on device.
6. DATA MANAGEMENT PLAN (DMP)

8. EVALUATION AND ACCEPTANCE
8.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: [Either state generally or reference the table in 8.2 if used].
Final Performance Checkout and Proof of Operation described in the following shall be witnessed and signed-off by the designated CI. The pump will have the capacity to convey water from 50 GPM to 450 GPM dependent on facility demand.The completed final performance checkout and proof of operation shall be submitted to the Facility Manager’s Representative before requesting final payment.
Perform pump startup testing and commissioning according to pump manufacturer’s instructions. Provide written report showing all items checked and all operating test results for the new pumping system.
Test and document installed equipment to ensure operation is within equipment manufacture’s specifications and the above contract operational requirements. Submit written test report to COR before final payment. Tests shall include:
a. Document pump and motor data before installing in well casing.
Information shall include the following:
1) Pump manufacture model number and serial number
2) Pump Motor model number and serial number
3) Pump name plate specifications
4) Pump Motor nameplate specification.
5) Electrical Cable size and type.
6) Pump discharge/riser pipe size and type.
7) Elevation of pump in well casing.
8) Elevation of water level in well casing when pump is not running.
9) Water draw down elevation when pump is operating at 100% flowrate (ie at full rated motor amps) after 20minutes of operation.
b. Provide and document Electrical Cable Insulation megger test to ensure wiring insulation is not damaged after the pump is set at the specified well depth and before pump is placed into operation.
c. Verify proper pump rotation.
d. Test and Document Phase to Phase Voltage during Pump Operation
e. Test and Document Amperage of each phase during pump operation at maximum water flow.
f. Record operating pressures at well-head at:
1) Maximum water flow and
2) Minimum water flow.
g. Pump shall operate continuously, trouble-free for 24 hours before requesting final payment. Pump shall operate trouble-free for a minimum of 2 hours at the following flowrates:
1) 100% flowrate (450Gpm) and
2) Minimum flow-rate of 10% (50Gpm).
b. Perform startup testing and commissioning according to the pump manufacturer’sinstructions. Provide a written report showing all items checked and all operating test results. Submit report to the COR before submitting final payment request.
c. Hatchery personnel shall check the complete pumping system operation by varying the pumps flow set-points at the main hatchery and verifying the well flow correspond appropriately.
