CHAVES COUNTY, NEW MEXICO 2025

GENERAL INFORMATION AND REQUIREMENTS Page-1

SECTION 01009 –GENERAL INFORMATION AND REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY

A. GENERAL DESCRIPTION OF WORK REQUIRED IN THIS CONTRACT: The work shall consists of labor, equipment, supplies and materials, to construct a fish production water well with appurtenances and connection to existing water line and existing electrical equipment, and all other items to install a new functional well at the hatchery. The new well project shall include but not limited to the follow tasks:

1. Drill new replacement hatchery well for existing hatchery well #2,

2. Furnish new well casing, test and develop new well,

3. Furnish and install new well pump and motor for the new well,

4. Modify and extend underground water distribution piping from existing distribution piping system to the new well location,

5. Modify and extend existing well electrical system to new well location,

6. At completion of new well construction, the new well operation shall be tested at a minimum of 90% full power (or at 90% of new pump’s Max rating capacity) for a minimum of 3 hours on normal utility power and another 3 hours on standby electrical power.

7. Close/Cap old well #2 in accordance with New Mexico statutes. Submit all appropriate well closing document to the appropriate state office. Provide copies of all approved state required well drilling permits and well closing paperwork, etc to the hatchery manager and the project’s designated COR/CO before submitting final pay request.

8. Submit all project Final Acceptance Document for the new well documenting the new project equipment operates successfully before submitting final pay request.

B. WORK LOCATION: The address of the work is located at the SW Native Aquatic R&R Center (SWNARR – formerly known as Dexter National Fish Hatchery)

C. SITE VISIT: Contractors are encouraged to project site and inspect existing conditions prior to submitting quotes. See Federal Acquisition Regulation (FAR) clause 52.236-27.

1.2 PERFORMANCE TIME: Performance time begins the day after the receipt of the Notice of Award. The performance time will be negotiable and the anticipated time required to complete the project shall be identified in the provider’s performance work statement. The government would like to have the project completed within 120 calendar days. The performance time shall include submitting the detailed technical performance work statement proposal for approval, material and equipment acquisition, installation, testing, adjusting, reporting, clean-up, final inspection and project closeout.

1.4 CODE COMPLIANCE: Project shall comply with the following:

A. Appropriate articles of the National Electric Code (NEC) version 2020, also known as NFPA 70.

B. Appropriate parts of the current version of Occupational Health and Safety Act (OSHA)

1.5 QUALIFICATIONS:

A. Must have successfully completed at least three similar generator installation projects in the past five years.

B. All well work shall be conducted by a New Mexico state authorized well driller.

C. Contractor shall coordinate with the appropriate New Mexico state authorities and the new well shall comply with all applicable state statutes/regulations.

D. All on-site work shall be performed under the direct supervision of a Master Electrician and shall be authorized to perform electrical work in the State New Mexico. All new electrical work shall comply with all appropriate 2020 NEC articles.

1.6 SITE CONDITIONS

A. Limited amounts of non-potable water is available for construction purposes. Contractor shall provide drinking water for all construction crews. All water expenses incurred during contract shall be incurred by the contractor.

B. Provide and maintain appropriate “Porta-Potties” for all construction crew use. Contractor shall pay for all expenses for the temporary services.

C. The contractor shall provide and maintain all temporary storage facilities for the security of all the contractor’s equipment, tools and materials during the entire construction performance. The government/refuge will not provide any security and is not responsible for any damage, theft, loss of any contractor’s materials, equipment or tools. The contractor shall coordinate with the refuge manager for proposed sites for temporary storage areas. Refer to Paragraph 3.4 below for additional operational requirements.

D. Contractor shall provide appropriate dumpster for trash removal off government property and properly dispose of trash in accordance with New Mexico state statutes. Contractor shall also provide adequate trash/dumpster maintenance to ensure trash is not blow around the refuge.

Contractor shall be responsible for all costs for trash removal. Refer to Paragraph 3.3 D below for additional operational requirements.

E. On-site Burning of any materials is not allowed on Hatchery property.

F. Electrical power for construction purposes:

1. 240/120Vac, 20Amp and 30amp, 1 phase, electrical circuits are available for construction. Contractor shall make arrangements as necessary for its use.

2. Contractor shall make arrangements with the local utility company to provide all additional temporary electrical power needed for construction.

3. Contractor shall pay for all new temporary electrical power fees including monthly electrical charges.

4. Electric power is available adjacent to the construction site. Contractor shall arrange with the local utility if additional power is needed on site for construction.

G. Provide notice to Fish Hatchery Manager for his/her approval at least 72 hours in advance of any requested power outage

H. EXISTING UNDERGROUND SURVEYS- Contractor shall conduct the following underground surveys to locate and mark any exiting underground utilities or water lines before performing any earth excavations or earth moving operations around the work site associated with the contract’s work execution:

1. Utility Locator Service: Notify local utility locator serving the Project area to locate and mark known utilities around the work site.

2. Contractor shall perform an underground survey for existing underground metallic pipe-lines, warning tapes, and electrical circuits before beginning any earth excavations or moving operations around the work site.

3. Contractor shall inquire and consult with hatchery personnel to identify any known underground utility, service, electrical, phone, and etc. before beginning any earth excavations or moving operations around the work site.

I. Existing property not indicated for demolition, shall be protected. All damage by Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.

J. BEFORE PERFORMING ANY ON-SITE MODIFICATION to the existing (electrical, control, plumbing ) systems, the contractor shall witness the current operational condition of the electrical system and note any malfunctioning equipment in the building. The government’s designated construction inspector (CI) shall demonstrate the operations of the various existing systems. This demonstration shall be documented in the CI’s daily log along with documenting any specific operational problems or existing condition issues. Both, the contractor’s designated on-site representative and the government CI shall sign the daily log agreeing to the current operation conditions. The government inspector shall provide copies of the signed daily log to the contractor, the Contracting Officer (CO), the hatchery manager, and the Contracting Officer’s Representative (COR) before disturbing the existing system.

K. This is a NON SMOKING facility. Contractor personnel are not allowed to smoke on FWS property. Smoking is only allowed in contractor’s personal vehicles and all trash generated from such activities must be removed from FWS grounds.

1.7 SUBMITTALS

A. PROPOSAL SUBMITTAL REQUIREMENTS: “Request for Proposals” shall include the following which will be evaluated for contract award:

1. Qualifications- Current New Mexico Well Driller’s License

2. Past Similar Experience in New Mexico with in past three years

3. Proposed Project Implementation Plan

a. Technical data sheets for major pieces of equipment.

b. General description of changes, modification to existing infrastructure

c. Written description of sequence of operations.

d. Proposed Project Schedule.

4. Refer to Contract FAR Clauses for Proposal Evaluation procedures.

B. SUBMITTAL PROCEDURES AND REQUIRMENTS AFTER AWARD:

1. All Submittals, technical data for materials and supplies to be provided under the contract, Request for Information (RFI), and Request for Contract Changes, shall be delivered to the governments designated Contracting Officer (CO) and/or Contracting Officer’s Representative (COR) at U.S. Fish and Wildlife Service, Region 2, Division of Engineering, P.O. Box 1306, Albuquerque, NM 87103-1306. The designated COR will be assigned by the CO as part of the Contract Award Package along with their contact information.

2. Contractor shall email electronic (PDF) submittal drawings, specification, shop drawings and etc, to the designated government COR for review, comment, and approval. After reviewing the submittals, the CO/COR will return the appropriate electronic (PDF)

GENERAL INFORMATION AND REQUIREMENTS Page-5 comments and approvals by email to the contractor’s designated project manager.

Contractor shall be responsible for distributing the government’s review, comments and approvals to his suppliers and sub-contractors.

3. Submittals shall come directly from the Contractor with their stamp and signature of approval; submittals will not be accepted from sub-contractors or suppliers.

4. There will be no approval of technical data submittals prior to contract award.

5. All Technical Product Data, Description and Shop Drawings shall be submitted to the designated Contracting Officer’s Representative (COR) for review and approval before ordering or installing equipment. Submittals will be evaluated based on the contract requirements stated in the specifications and on the drawings. Refer to specification sections for submittals required. Unapproved equipment may not be accepted. Do not commence with work which requires review of any submittals until receipt of returned submittals with an acceptable action. Do not allow submittals without an acceptable action marking to be used for the project.

6. Each Technical Submittal shall have an appropriately filled out USFWS Submittal Transmittal Form (#REN-021) which will serve as a submittal summary and tracking device. The form will be provided as part of the Contract Award Package.

7. Each Technical Submittal shall be highlighted to clearly show contract compliance requirements and what options or features will be provided.

8. APPROVALS: Approval of the technical submittals is an indication that the Contractor's submittals have been reviewed and that there are no exceptions taken, except as noted.

Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After an item has received an approval and a substitution is necessary, resubmit the new substitute item for a new approval. Approval of submittals does not relieve the Contractor of errors, omissions, or from complying with the Contract’s requirements.

9. REVIEW TIME: Allow at least 10 WORKING DAYS for review, plus transmittal time back and forth.

10. The Technical Submittal process SHALL NOT BE USED for Requesting Information (RFI) or clarification. Contractor shall submit separate written RFI’s to both the CO and the COR in a form which will allow for a formal written response from the CO and/or COR. Each RFI shall have a separate identifying number and date.

11. The Technical Submittal process SHALL NOT BE USED for requesting changes or price changes to the contract. Refer to FAR Clauses for Contract Change procedures.

D. PROJECT CLOSEOUT SUBMITALS

1. Test and Inspection Reports: Submit to the designated COR all contract specified inspections/witnessing reports, tests results documentation and/or commissioning test results before requesting final inspection. Refer to individual specification sections for required inspection, test, and reports.

2. Operation and Maintenance Manual: Submit two copies of Operation and Maintenance Manuals to the COR which shall include product approved technical cut sheets and sequence of operations for the new equipment’s maintenance and operating instructions.

3. Warranties: In addition to one year construction warranty, provide standard manufacturer's written warranty, signed by manufacturer agreeing to promptly repair or replace products that fail in materials or workmanship for the period of 2 years on the new well pump, motor and electrical components.

PART 2 - PRODUCTS

2.1 EXISTING WELL INFORMATION:

A. Well#2:

1. Drilled Depth: 125 Feet

2. Water Depth: 55Feet

3. Well Casing: 16 inch diameter, Steel

4. Provide appropriate materials required by New Mexico State Statutes to permanently cap and close old well after new well has been drilled, developed and place into operation.

B. Pump/Motor:

1. Type: Line Shaft with Surface mounted electric Motor

2. Flowrate: 200 GPM

3. Motor: 20 HP

C. Discharge Piping: 8 inch, steel

D. Electrical:

1. Service: FWS Transformer and FWS Standby Electrical Generator

2. Electric Voltage: 480Vac, 3 Phase

3. Motor Control: Local NEMA Motor Starter with manual Hand-Off-Automatic Switch.

2.2 NEW WELL REQUIRMENTS:

A. WELL:

1. LOCATION: Drill new well within 100 feet of existing Well #2.

2. PERMIT: Coordinate and Obtain a NEW Well Drilling Permit from NM Office of State

Engineer before performing any well drilling operations.

3. INITIAL DRILL DEPTH: 135 Feet.

4. GROUT: ASTM C 150, Type II. Cement with ASTM C 33, fine and coarse grades

Aggregates

5. WELL CASING: Approximately 16-18”, ASTM 778, Type 316L Stainless steel pipe per

New Mexico Requirement.

6. WELLSCREEN: Fabricated of ASTM A 666, Type 316L: stainless steel.

7. Test and develop new well as required to place the new well into full time operation in accordance with New Mexico State Statute requirements.

B. NEW WELL PUMP:

1. TYPE: Line-Shaft with surface mounted pump motor.

2. DESIRED NEW WELL FLOWRATE: 200GPM.

3. LIFT: To be determined after well development.

4. NEW PUMP MOTOR: 25HP (34Amps x1.25 Cntus Ops = 42.5Amps => #8Awg, Cu, THWN-2 Conductors and one #10AWG EQGC in 1”PVC Conduit).

5. ELECTRIC REQUIREMENTS: 480Vac, 3 Phase, C. NEW DISCHARGE PIPING TO TIE INTO EXISTING DISTRIBUTION PIPING:

1. Provide NEW 6” water pipe from the new well location to the tie in point to the existing hatchery distribution piping as follows:

a. Painted Steel Water Pipe aboveground

b. PVC Pipe and Accessories: Schedule 40, meeting ASTM D-1785 with solvent welded (ASTM D-2467) jointed underground water pipe buried a minimum of 24” below finished grade.

c. PE or HDPE, pressure rated, UV resistant, 2% minimum carbon black, cell class 345464C per ASTM D3350 water pipe underground buried a minimum of 24” below finished grade.

d. Coordinate with Hatchery manager for location and routes to the existing hatchery distribution piping.

2. Provide and install the following NEW Discharge Piping appurtenances:

a. Line-sized, well isolation VALVE.

b. Line-sized, isolation VALVE at the tie-in point to the Hatchery’s distribution piping system.

c. Line-sized, spring operated, silent CHECK VALVE.

d. Line-sized, WATER-METER that shows both the gallons per minute (GPM) of water flow and the total amount of water pumped from the well.

e. PRESSUE GAUGE with isolation valve installed on pump distribution piping.

f. AUTOMATIC AIR RELIEF VALVE with isolation valve.

g. VACCUM RELIEF VALVE with isolation valve.

3. Perform 2-hour pressure test on all newly installed water line before fully backfilling the new pipe installation. Visually Inspect and correct all leaks. Document date, times and pressures at start and end of test. Submit copies of the satisfactory pressure test to the local CI and designated COR before requesting payment for the new water line installation.

D. ELECTRICAL REQUIREMENTS:

1. ELECTRIC SERVICE: REUSE Existing 480Vac, 3 Phase electric serviced provided by the FWS Transformer and FWS Standby Electrical Generator.

2. WELL PUMP MOTOR CONTROLLER: REUSE Existing Local NEMA 3R Motor Starter with manual Hand-Off-Automatic Switch. Replace existing Motor Overload protection to protect the new WELL pump motor properly in accordance with NEC 430.

3. ELECTRIC CIRCUIT CONDUCTORS: Provide NEW, underground 1” PVC80 conduit with three #8AWG, THWN-2, copper electrical conductors and one #10AWG, copper equipment ground conductor from existing Motor Controller to the new Well/Pump/Motor location in accordance with appropriate NEC articles. Provide and install new concreted, underground pull boxes as need to install new circuit conductors.

4. LOCAL ELECTRIC DISCONNECT SWITCH: Provide NEW, 60Amp, 3 pole, lockable, NEMA 3R, local electric disconnect switch within 10feet of the new Well/Pump/Motor location in accordance with NEC articles and OSHA requirements.

PART 3 - EXECUTION

3.1 PROJECT MEETINGS:

A. Preconstruction Conference: Telephone conference calls are anticipated.

B. Progress Meetings: To be held at the project site as required.

C. Inspections:

1. Contractor shall perform and maintain records of their construction inspection to ensure their own construction quality assurance and contract compliance. Refer to FAR 52.246

2. The government’s on-site construction inspector (CI) and/or COR will conduct routine inspections to monitor the contracts progress. Inspection of items of work by the CI will not relieve the Contractor of the requirement to meet project specifications. The CI shall be informed 24 hours in advance of work requiring his observation. After being informed in advance the CI’s non-attendance shall not prohibit the Contractor from proceeding with work in the CI’s absence.

3. Notify COR and CI ten working days in advance of anticipated date for equipment start-up and operational tests

4. For final inspection, notify the COR and CI in writing at least 10 working days before the completion date so the Government can schedule final inspection. The superintendent shall be present during the final inspection.

3.2 SEQUENCING AND SCHEDULING WORK

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown on the schedule.

B. The Contractor’s normal work schedule shall be 7:00 a.m. to 5:00 p.m., Monday through Friday. No work shall be performed on Saturdays, Sundays, or federal holidays, unless authorized in writing by the Contracting Officer.

C. At all times, when any performance of the work at the site is being conducted by any employee of the contractor or his subcontractor, the contractor shall have his designated superintendent present on site who has the capability of receiving instructions in the English language, fluently

GENERAL INFORMATION AND REQUIREMENTS Page-9 speaks the English language, and who can explain the work operations to his workers in a language that they are capable of understanding.

D. For Security purposes, all contractor personnel must carry photo identification (i.e. driver’s license) at all the times. On a daily basis and before performing work, the contractor and subcontractors must check- in at the refuge main officer to notify they will be on-site performing.

3.3 SAFETY:

A. SAFETY PLAN: Contractor shall submit, for approval before any work is conducted on site, a safety and a quality assurance plan for the project. Plans shall be site specific for this project.

The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site.

B. SUPERINTENDENT RESPONSIBILITY: Contractor’s on-site superintendent shall ensure all personnel (including all sub contactors) comply with the approved safety plan/manual. In addition, the Superintendent shall ensure compliance with all applicable state and local safety codes and regulations including but not limited to Occupational Safety and Health Administration regulations, 29 CFR, Part 1926.

C. MSDS’s : Contractor shall maintain copies of all the Material Safety Data Sheets for all materials on the construction site for the duration of the contract.

D. DISPOSAL OF DEBRIS: Demolition debris shall be removed from the project site and disposed of in a legal disposal site by the Contractor. Contractor shall pay all fees required for disposal.

E. Work areas shall be roped off to alert unauthorized personnel to work in progress.

3.4 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated. The packaging containers shall bear the referenced specification number, type, and class as applicable.

B. Contractor shall be responsible for providing all equipment and labor required for offloading/unloading all equipment and supplies to be provided under the contact. Contractor shall also inspect and accept all equipment and supplies delivered to the site. The government will not perform any offloading, inspection and accepting for the contractor.

C. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.

D. Handling: Loading and unloading of products shall be protected from damage. Damaged products shall be replaced with new products; repairs shall not be acceptable.

3.5 INSTALLATION

A. Take samples of substrata formation at 25-foot intervals and at changes in formation throughout entire depth of each water supply well. Carefully preserve samples on-site in glass jars properly labeled for identification.

B. Excavate for mud pit or provide aboveground structure, acceptable to authorities having jurisdiction, to allow settlement of cuttings and circulation of drill fluids back to well without discharging to on-site waterways.

C. Enlarge pilot hole and install permanent casing, screen, and grout.

D. Set casing and liners round, plumb, and true to line.

E. Place grout continuously, from bottom to top surface, to ensure filling of annular space in one operation. Do not perform other operations in well within 72 hours after grouting of casing.

When quick-setting cement is used, this period may be reduced to 24 hours.

F. Provide permanent casing with temporary well cap. Install with top of casing 36-inches above finished grade.

G. Develop wells to maximum yield per foot of drawdown.

1. Extract maximum practical quantity of sand, drill fluid, and other fine materials from water-bearing formation.

2. Avoid settlement and disturbance of strata above water-bearing formation.

3. Do not disturb sealing around well casings.

4. Continue developing wells until water contains no more than 2 ppm of sand by weight when pumped at maximum testing rate.

H. Install new well pump in accordance with new well pump’s manufacturer’s installation instructions. Make sure to provide adequate provisions and access for all required periodic maintenance:

1. Before lowering permanent pump into well, verify correct pump rotation.

2. Securely tighten discharge piping joints.

3. Install water-sealed surface plate that will support pump and the discharge piping.

I. Pipe installation: Connect piping between new well pump and hatchery water distribution piping system providing isolation valves and both ends.

J. Install New Underground Electrical Power to the new well in accordance with all applicable articles of the 2020 NEC (NFPA70). All new electrical work shall be accomplished by a mater electrician authorized by the state of New Mexico.

3.6 FIELD TESTS

A. Test Preparation: Clean water supply wells of foreign substances. Swab casings using alkalis, if necessary, to remove foreign substances.

B. Perform and document the following new well Electrical Pre-Start-Up tests

1. Meg-Test insulation test for all new electrical circuits installed to ensure conductor insulation integrity.

2. Preform an equipment grounding/bonding test at the pump location to ensure proper grounding in accordance with NEC 250.

3. Check and Verify the correct well pump Motor Overload Protection Devices complies with NEC 430 protection requirements for the new well pump Motor.

4. Check and verify the electrical Voltage of EACH electrical system complies with the new well pump MOTOR requirements and the Motor is properly wired for the two specified electrical systems.

C. Perform and document the following Well Start-Up Tests and Inspections:

1. Plumbness and Alignment Testing: Comply with AWWA A100.

2. Prepare reports on static level of ground water, level of water for various pumping rates, and depth to water-bearing strata.

3. Check operation of all well appurtenances for correct installation and operation

4. Operate each of the two water isolation valve to make sure the fully open and fully close.

5. Perform two-hour pressure test on all new piping and appurtenance to ensure all new piping components maintain pressures and inspect and repair all joints for leaks.

6. Performance Test Preparation: Start well pump and adjust controls and pressure settings.

D. PERFORMANCE TESTING: Conduct final full pumping tests (at 100% capacity) after the well has been constructed, and tied into hatchery distribution piping system.

1. Electrical: Test the operating voltage between each phase leg and operating amperage of each phase leg while operating the pump at 100% load.

3.7 FINAL PROJECT ACCEPTANCE:

A. COMMISIONING ACCEPTANCE TEST )CAT):

1. Submit final test and commission reports (which shall include completed equipment

Start-up checklist) to the COR for review and acceptance before requesting final payment. The submitted documents shall demonstrate the new equipment is operating in accordance with the contract requirements, manufacturer’s performance ratings and the approved equipment submittal.

2. At completion of new well construction, the new well operation shall be tested at a minimum of 90% full power (or at 90% of new pump’s Max rating capacity) for a minimum of 3 hours on normal utility power and another 3 hours on standby electrical power. Measure and Record the operating voltage and amps for the new well pump on both the normal electric power system and the stand-by electric power system at the end of the operation on each power source.

3. At completion of new well construction, while operating on each electrical power supply after at least one hour, record the following:

a. Water flow – GPM

b. Pump Discharge Pressure: PSIG

4. The commissioning acceptance test (CAT) shall also include the following:

a. Date, time and duration the CAT test was performed.

b. Names, contract information and qualification of person performing the CAT.

c. Name of FWS on-site personnel witnessing the CAT.

d. Outside Air Temperature in in °F. at the time the CAT were performed.

B. OPERATION AND MAINTENCANCE MANUALS: Submit two copies of the new well pump’s Operation and Maintenance Manual to the complex hatchery manager. The O&M manual shall also include copies of all the well reports and testing results performed during performance of this contract for the new well

C. FACILITY OPERATORS TRAINING: The contractor shall provide on-site training to the facility staff/personnel on the operation, monitoring and required maintenance for the new well and appurtenance equipment. The training shall include review of the approved Operations and Maintenance Manual along with answering any questions. The training session, length of training and the trainers name and contract information shall be documented on the CI’s daily report.

D. PROJECT WARRANTEES: All project work/construction shall be provided with a minimum of one-year warranty in accordance with the FAR. Submit warranties to the CI prior to the final inspection.

3.8 PAYMENTS:

A. PROGRESS PAYMENTS:

1. Payments shall be made in accordance with procedures outline in FAR 52.232-27.

2. Construction progress payments will be made on a monthly basis based on the work completed per the approved Schedule of Values, as agreed to by the Construction Inspector and the Superintendent or Project Manager.

3. Payment Retainage will NOT BE implemented unless the Contracting Officer (CO) determines that construction progress and/or quality are not satisfactory.
