I. SUMMARY OF WORK:
A need exists to properly plug and abandon an existing drinking water well, located in the Blue Oak Campground. To fill this need, the Bureau of Land Management (BLM) seeks a qualified contractor to complete work described in this Statement of Work and towards the general objective of properly abandoning the drinking water well in accordance with appropriate regulations.
The selected contractor shall demonstrate to BLM the possession of the appropriate California C-57 Well Drilling Contractor License as prescribed in the California Code of Regulations (Title 16, Division 8, Article 3.
Classifications) before contract award that will allow any physical work on the facility.
The contractor shall remove an existing empty vault, measuring approximately 5 feet x 5 feet wide and 3 depth, and approximately 2 feet of casing. The contractor will then fill the remaining well casing with appropriate materials for the surrounding geology and corresponding depth of casing in accordance with Bulletin 74-81 (California Department of Water Resources). The contractor will then properly seal the well, backfill and grade.
II. BACKGROUND:
Blue Oak Campground, a BLM facility, is located approximately 17 miles north east of Clearlake, CA within the Indian Valley Management Area. Historically, the campground was supplied with drinking water using a well that was completed in 1978. The water system was functional until a decision was made around year 2000 to decommission its use. Since the time of decommissioning, an internal BLM program, Compliance Assessment – Safety, Health and the Environment (CASHE) audit identified a requirement to properly abandon the well. Results from the CASHE audit are provided in the Appendices of this Statement of Work.
Since the CASHE audit was performed, all equipment related to functionality of the well has been removed, leaving only the below-grade vault with cover, and the well casing, which are presently in place and intended to be removed through execution of this contract.
III. WELL LOCATION:
The well is located within Blue Oak Campground, Lake County, CA:
WCR Number TWP/LAT RGE/LON SEC Latitude Longitude
WCR1978-005100 14N 6W 10 39.0696° -122.5085°
An overview of the general area along with a map of Blue Oak Campground are provided in the Appendices.
IV. WELL DESCRIPTION:
The total depth of the well from the drillers report (Appendix A) is reported to be 150 feet, with topsoil and overburden between 0 and 42 feet below ground surface (bgs) and fractured dark gray shale between 42 and 150 feet bgs.
The casing material is reported as steel to a depth of 135 feet and is assumed to be 6” in diameter.
V. TASKS:
The following tasks are presented as minimum acceptable tasks assumed to be in compliance with California regulations. Tasks may be altered, in consultation with the COR in such instances where they do not accurately represent work required to comply or where other tasks would better achieve the project objective of properly abandoning the well.
1. The contractor shall submit to the COR for approval, the following, prior to commencing with work:
a. Proposed impervious material to be filled between depths 5 to 20 feet bgs.
b. Proposed material to be filled between depths 20 to 150 feet bgs.
c. Proposed method for filling the well with approved materials.
d. Proposed soil to be imported for grading. Three cubic yards of weed-free borrow or topsoil shall be delivered and placed by the contractor.
2. The contractor shall physically investigate the well to determine its condition, details of construction, and whether there are obstructions that will interfere with the process of filling and sealing. If observed or suspected, obstructions shall be removed prior to filling.
3. The contractor shall remove and preserve the top foot of topsoil for use in grading, post decommissioning.
4. The contractor shall excavate around and remove the existing vault, using approved means to separate the vault from the well casing.
5. The contractor shall excavate around the existing well casing to a depth of at least 5 feet bgs and remove all casing material above 5 feet bgs.
6. The contractor shall fill the well per approved method and with approved materials.
7. The contractor shall install a well seal and cap in accordance with appropriate California Division of Water
Rights requirements. The well shall be covered in a manner such that the cover is watertight and cannot be removed without the use of mechanical tools.
8. The contractor shall backfill, compact, and grade the area, first with approved imported soil (1-5 feet bgs) per Task 1(d) and then reserved topsoil (surface to 1-foot bgs) per Task 3, to restore a natural topography that does not leave an indentation directly above the capped well.
9. Acceptance of finished grade shall be made by the COR prior to final payment.
10. The contractor shall haul and properly dispose of all vault and casing materials removed in previous tasks.
APPENDIX A: DRILLERS REPORT
APPENDIX B: CASHE AUDIT FOR BLUE OAK CAMPGROUND
FINAL CASHE REPORT - FOR OFFICIAL USE ONLY
Ukiah Field Office and California State Office Assessment Period: June 4 - 5, 2007
POTABLE WATER - PW
Finding Number: PW-07-001
Finding: The well at the Blue Oak Recreation Site is not used and has not been properly abandoned.
Repeat Finding: Yes Recurring
Issue: Yes Priority Level: Class IB
Discussion: The well, chlorinator, valves, and filtration units are located in a below grade-grade vault that measures 57 inches by 57 inches by 31 inches deep. The vault was determined to be a permit- required confined space during the 2002 CASHE audit, and is signed accordingly. Three ¼-inch steel plates, secured by a steel bar and padlock, cover the space. The water system has not been functional for 7 years according to personnel. The CASHE Team was unable to get a close look at the well components because of several active wasp nests in the vault.
The entire recreation site is plagued by vandalism. All campground water spigots have been damaged by firearms.
The vault toilets installed 2 years ago have also been damaged by firearms.
A well that is not in use and that has not been properly abandoned provides a direct path for contaminants to reach the ground water. California regulations require wells to be abandoned according to California State Lands Commission Article 2 section 2007 because of the potential threat to ground water posed by an unsealed well.
Recommendation: A) Properly abandon the well in accordance with all applicable State regulations; or B) If there are plans to use the well in the future, repair and maintain campground spigots and toilets; and C) Conduct all required water testing, including quarterly coliform testing, annual nitrate testing, and chlorine residual monitoring on the water system.
