UVALDE NATIONAL FISH HATCHERY GENERATOR & ATS REPLACEMENT
UVALDE COUNTY, TEXAS 2023
GENERAL INFORMATION AND REQUIREMENTS 01009-1
GENERATOR & AUTOMATIC TRANSFER SWITCH REPLACEMENT SCOPE OF WORK
PART 1 - GENERAL
1.1 GENERAL INFORMATION
A. BACKGROUND: The Hatchery currently has two wells (Spurgeon and Wilson Wells) to supply water to various hatchery locations to support their fishery operations. This project seeks to replace and upgrade the current electric standby generator and automatic transfer switch (ATS) system which were install in the mid 1990’s. The well site has one standby generator and switch (ATS) that currently serving only the Spurgeon Well. A facility upgrade modification included in this project is to install a new fused manual selector switch and modify existing well site distribution wiring so hatchery personnel may easily select either the Spurgeon or Wilson Wells to operate and provide automatic standby electrical power during facility power outages. Refer to attached facility well site “Electrical One-Line Wiring Diagram”.
B. SUMMARY OF WORK: Provide all labor, equipment, supplies and materials, to perform the following work in accordance with Part 2 specification and the attached new well site “Electrical One-Line Wiring Diagram”:
1. Provide new ATS equipment to replace entire existing inoperable ATS,
2. Provide new standby generator system to replace entire existing standby generator,
3. Install new fused manual selector switch,
4. Provide new electrical distribution wiring supplies as required to rewire existing well site as shown on the attached well site “Electrical One-Line Wiring Diagram” to allow which well to operate as well as be connected to the new automatic electrical standby electrical system.
5. All work shall be performed by a Texas authorized electrician and shall comply with all applicable articles of the 2020 National Electric Code (NEC).
6. Before requesting final inspection or final payment, contractor shall train hatchery staff on the following:
a. The operation of new well electrical system
b. Demonstrate normal operational sequence of operations.
c. The required periodic maintenance task for the new well site equipment.
d. Instruct and demonstrate operation time setting adjustments.
e. Describe possible operational problem that may occur and what to do correct them.
7. Before requesting final inspection or final payment, contractor shall perform and document a successful operational performance test after installing the new automatic standby electrical generation system for the well site and rewiring the electrical distribution wiring system to allow for the new hatchery performance requirements.
This performance test must be scheduled with hatchery personnel and at least two hatchery staff must be present and witnessed for the entire test. The new standby generator system performance test shall perform as follow with NO operational problem :
a. Automatically start the generator,
b. Transfer power from utility power to the new standby generator, GENERAL INFORMATION AND REQUIREMENTS 01009-2
c. Start and operate EACH well for at least 30minutes,
d. Hatchery personnel shall transfer operation to the other well while on standby generator system,
e. Utility power shall be reconnected to the well site after each well has ran for a minimum of 30 minutes with no operational problems,
f. The automatic standby electrical system shall automatically transfer back to utility power after the ATS’s run time is satisfied,
g. The automatic standby electrical generation system shall continue to run the generator engine at idle for the manufacturer’s recommended cool down time.
h. The automatic standby electrical generation system shall then shutdown the standby electrical generator engine.
i. Submit written documentation showing successful operational performance test results to the designated contracting officer (CO) and/or contracting officers representative (COR). Two hatchery staff shall sign and date the successful operational performance tests.
8. Complete Manufacturer’s requirements to activate all warranties offered through the Manufacturer. Provide all warranty information to the Contracting Officer (CO) describing the terms of all warranties to include the start and end date, items covered, and contact information.
C. WORK LOCATION: Uvalde National Fish Hatchery is approximately 4 miles Southwest of downtown Uvalde, TX. The physical address is 754 County Road 203, Uvalde, TX 78801. The Hatchery telephone number is (830) 278-2419.
D. SITE VISIT: Contractors shall visit the project site and inspect existing conditions prior to submitting quotes. Contact the following to schedule a time to visit the site.

1.2 WORK CONDITIONS
A. Work areas shall be roped off to alert unauthorized personnel of work in progress.
B. Existing property, not indicated for demolition, shall be protected. All damage caused by the Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.
C. Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas. Areas damaged by Contractor activities shall be repaired.
D. Non-potable water is available in limited quantities for the work execution. Contractor shall make any necessary arrangements for using the water.
E. Electric power is available at the building site. Contractor shall coordinate with utility and hatchery personnel if more power is required on site.
F. Provide 72 hour advance notice to Contract Officer (CO) before starting on-site work.

G. Hatchery shall demonstrate each wells current operation status to the contractor before allowing contractor to perform any site work. Any inoperative well equipment shall be documented and submitted to the contracting officer (CO).
1.3 SUBMITTALS
A. There will be no approval of any submittals prior to bid opening and award.
B. Provide a technical submittal for the proposed generator to be installed, including power supply, electrical specifications, physical dimensions and size, application description, ratings, fuel capacity, enclosure rating connection sizes and limitation ratings.
C. Automatic Transfer Switch technical submittal showing Operational performance ratings, enclosure rating, features and sequence of operations.
D. Fused Manual Selector Switch technical submittal showing operation ratings, enclosure rating and fuse size and ratings.
E. Generator Pre-Start-up Check-out documentation/report.
F. Automatic Transfer Switch Pre-Start-up Check-out documentation/report.
G. Submit copy of the well site new standby electrical system’s operational performance demonstration and verification report before requesting final payment.
H. Warranties: In addition to one year construction warranty, provide standard manufacturer's extended equipment warranty as specified for each specialized equipment. Submit documentation that clearly outlines the types of warranties, duration, start and end dates, equipment covered, and points of contact.
PART 2 - SPECIFIC WORK REQUIREMENTS
2.1 AUTOMATIC TRANSFER SWITCH (ATS): Perform the following in replacing the automatic transfer switch:
A. Contractor shall provide shipping, delivery, handling and off-loading the ATS at the hatchery site.
B. Contractor shall:
1. Disconnect the existing ATS,
2. Remove ATS and properly dispose and/or recycle off hatcher property in accordance with Texas Statutes.
3. Determine amount of new conduit, distribution wiring and materials to provide new distribution wiring to comply with the new well site operational modification shown on the new well site “Electrical One-Line Wiring Diagram”.
C. Contactor shall install the NEW ATS in accordance with the manufacturer’s installation instructions.

D. Perform an operational check to prove proper operation of the ATS.

2.2 GENERATOR REPLACEMENT:
A. Contractor shall provide shipping, delivery, handling and off-loading the new standby generator at the hatchery site.
B. Contractor shall:
1. Disconnect the existing standby electric generator,
2. Load and remove the existing standby generator and properly dispose and/or recycle off hatcher property in accordance with Texas Statutes.
3. Determine amount of and modify new conduit, distribution wiring and materials to provide new distribution wiring to comply with the new well site operational modification shown on the new well site “Electrical One-Line Wiring Diagram”.
4. Replace all control wiring with NEW between ATS and the new standby electrical generator. All control wiring shall be installed in appropriate conduit per NEC.

C. Contactor shall install the NEW STANDBY GENERATOR in accordance with the manufacturer’s installation instructions.
D. Perform a pre-operational start-up check to ensure installation is correct and is ready for starting and operating the replacement generator.

2.3 NEW FUSED MANUAL SELECTOR SWITCH (FMSS):
A. Contractor shall provide shipping, delivery, handling and off-loading the FMSS at the hatchery site.
B. Contractor shall:
1. Determine amount of new conduit, distribution wiring and materials to install the new fused manual selector switch and provide new distribution wiring to comply with the new well site operational modification shown on the new well site “Electrical One-Line Wiring Diagram”.
2. Perform Ground impedance test and record test results.
3. Perform conductors insulation impedances test on all new and existing conductor.

4. Document and submit test all impedance test results to CI and CO or COR before starting well new electrical system.
C. Contactor shall install the FMSS in accordance with the manufacturer’s installation instructions.
D. FMSS Requirements
1. TYPE: Heavy Duty, Three Pole, Double Throw to select which well is to be operational,
2. Voltage Rating: 480Vac
3. Amp Rating: 200 Amp
4. Fuse: Current – Limiting Class R or K
5. Fuse Size: 100 Amp or 150 Amp as shown on the new well site “Electrical One-Line
Wiring Diagram”.
6. Phase: 3
7. Frequency: 60 Herts
8. Wire: 4
9. Equipment Grounding Bar
10. Switch shall have capability to be Locked-On in each position
11. Switch shall be 100% equipment rated for continuous duty

PART 3 - EXECUTION
3.1 PROJECT MEETINGS:
A. Inspections:
1. Contractor shall perform and maintain records of their repair and operational inspections to ensure their own quality assurance and contract compliance.
2. The government Contract Inspector (CI) will conduct routine inspections to monitor the contract’s progress. Inspection of the work by the CI or the COR will not relieve the Contractor of the requirement to meet all project requirements and specifications.
The CI shall be informed 24 hours in advance of work requiring his observation.
3. The CI shall witness the operational start-up checks and final inspection. Submit written test results to the CI, COR and the CO before requesting final payment.
4. Final inspection shall be conducted by the designated FWS CI and/or the COR after the Start-up and Operational Checks have been completed and submitted. The contractor’s superintendent shall be present during the final inspection.

5. Notify CI and COR at least ten working days in advance of anticipated date for equipment start-up and operational tests.
3.2 SAFETY:
A. SAFETY PLAN: Contractor shall submit a safety and a quality assurance plan for the project. The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site.
B. SUPERINTENDENT RESPONSIBILITY: Contractor’s on-site superintendent shall ensure all personnel (including all sub contactors) comply with the approved safety plan/manual.
C. MSDSs: Contractor shall maintain copies of all the Material Safety Data Sheets for all materials on the construction site for the duration of the contract.
3.3 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.
C. Handling: Contractor shall provide means to load and unload materials while protecting them from damage.
3.4 WORK EXECUTION
A. The center’s normal work hours vary due to limited staffing but are typically Monday through Friday, from 7:30AM to 4:30PM. Work execution shall be restricted to these hours.
No work will be performed on Federal Holidays.
B. The Work areas shall be kept clean and safe throughout the work execution. Dispose of debris as it accumulates at end of day.
C. If during the execution of this contract, additional repairs are required, immediately notify the COR and the CO of the problem, what is required to correct the problem and a cost for the additional repairs. Do not proceed with any additional work until receiving written approval from the CO.

D. DISPOSAL OF DEBRIS: Demolition debris shall be removed from the project site and disposed of in a legal disposal site by the Contractor. Contractor shall pay all fees required for disposal.
3.5 PROJECT WARRANTIES:
A. All project installation work shall be provided with a minimum of a one-year warranty in accordance with the FAR.
B. All equipment with specific extended warranties requirements shall provide extended equipment warranties from manufacturer’s and/ or suppliers for materials or equipment furnished under this contract. The Contractor shall provide the hatchery manager with the original, required documentation and contact information for the extended warrantees.
C. Submit copies of all warranties to the COR prior to submitting their final payment.
3.6 PROJECT CLOSEOUT
A. Provide training to hatchery personnel on the well electrical and standby generation system operation and recommended preventive maintenance to be performed.
B. Submit the following before final payment
1. Start-up and Operational Check-out documentation,
2. Repair and Service Contact information,
3. Operations and Maintenance Manual for New ATS, FMSS and Standby Generator,
4. Warranties, and
5. Release of claims.
C. Submit Final payment invoice.

| 2.2 GENERATOR REPLACEMENT: |
| A. Contractor shall provide shipping, delivery, handling and off-loading the new standby generator at the hatchery site. |
| B. Contractor shall: |
| 1. Disconnect the existing standby electric generator, |
| 2. Load and remove the existing standby generator and properly dispose and/or recycle off hatcher property in accordance with Texas Statutes. |
| 3. Determine amount of and modify new conduit, distribution wiring and materials to provide new distribution wiring to comply with the new well site operational modification shown on the new well site “Electrical One-Line Wiring Diagram”. |
| 4. Replace all control wiring with NEW between ATS and the new standby electrical generator. All control wiring shall be installed in appropriate conduit per NEC. |
| C. Contactor shall install the NEW STANDBY GENERATOR in accordance with the manufacturer’s installation instructions. |
| D. Perform a pre-operational start-up check to ensure installation is correct and is ready for starting and operating the replacement generator. |

| PART 3 - EXECUTION |
| 3.1 PROJECT MEETINGS: |
| A. Inspections: |
| 1. Contractor shall perform and maintain records of their repair and operational inspections to ensure their own quality assurance and contract compliance. |
| 2. The government Contract Inspector (CI) will conduct routine inspections to monitor the contract’s progress. Inspection of the work by the CI or the COR will not relieve the Contractor of the requirement to meet all project requirements and specifi... |
| 3. The CI shall witness the operational start-up checks and final inspection. Submit written test results to the CI, COR and the CO before requesting final payment. |
| 4. Final inspection shall be conducted by the designated FWS CI and/or the COR after the Start-up and Operational Checks have been completed and submitted. The contractor’s superintendent shall be present during the final inspection. |
| 5. Notify CI and COR at least ten working days in advance of anticipated date for equipment start-up and operational tests. |
| 3.2 SAFETY: |
| A. SAFETY PLAN: Contractor shall submit a safety and a quality assurance plan for the project. The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site. |
| B. SUPERINTENDENT RESPONSIBILITY: Contractor’s on-site superintendent shall ensure all personnel (including all sub contactors) comply with the approved safety plan/manual. |
| C. MSDSs: Contractor shall maintain copies of all the Material Safety Data Sheets for all materials on the construction site for the duration of the contract. |
| 3.3 DELIVERY, STORAGE, AND HANDLING: |
| A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated. The containers... |
| B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling. |
| C. Handling: Contractor shall provide means to load and unload materials while protecting them from damage. |
| 3.4 WORK EXECUTION |
| A. The center’s normal work hours vary due to limited staffing but are typically Monday through Friday, from 7:30AM to 4:30PM. Work execution shall be restricted to these hours. No work will be performed on Federal Holidays. |
| B. The Work areas shall be kept clean and safe throughout the work execution. Dispose of debris as it accumulates at end of day. |
| C. If during the execution of this contract, additional repairs are required, immediately notify the COR and the CO of the problem, what is required to correct the problem and a cost for the additional repairs. Do not proceed with any additional work... |
| D. DISPOSAL OF DEBRIS: Demolition debris shall be removed from the project site and disposed of in a legal disposal site by the Contractor. Contractor shall pay all fees required for disposal. |
| 3.5 PROJECT WARRANTIES: |
