SW NATIVE AQUATIC RESOURCES & RECOVER CENTER BOILER REPLACEMENT
CHAVES COUNTY, NEW MEXICO 2023
GENERAL INFORMATION AND REQUIREMENTS 01009-1
WATER BOILER REPLACEMENT SCOPE OF WORK
PART 1 - GENERAL
1.1 GENERAL INFORMATION
A. SUMMARY OF WORK: Provide all labor, equipment, supplies and materials, to perform the following work in accordance with Part 2 of this specification:
1. Replace one hot water boiler for building space heat in the fish culture building and rearing water in the fish culture building,
2. Perform initial boiler start-up checks,
3. Train hatchery personnel,
4. Provide quarterly preventive inspections and maintenance for one year, and
5. Provide a 5year extended warranty on boiler unit.
B. WORK LOCATION: Southwest Native Aquatic Resources and Recovery Center (SWNAR&RC) is approximately 2 miles east of Dexter, NM. The physical address is 7116 Hatchery Road, Dexter, NM. 88230. The center telephone is 575-734-5910.
C. SITE VISIT: Contractors shall visit the project site and inspect existing conditions prior to submitting quotes. Contact the following to schedule a time to visit the site.
1. SWNAR&RC- Wade Wilson, Center Director, at 575-734-5910 extension 112.
D. PERFORMANCE TIME: Performance time begins the day after the receipt of the Notice to Proceed. The performance time is negotiable and the anticipated time required to complete the project shall be clearly identified in the provider’s price quote. The government would like to have the project completed within 45 calendar days. The performance time shall include submitting the detailed technical performance work statement proposal for approval, material and equipment acquisition, installation, testing, adjusting, reporting, clean-up, final inspection and project closeout
1.2 WORK CONDITIONS
A. Work areas shall be roped off to alert unauthorized personnel of work in progress.
B. Existing property, not indicated for demolition, shall be protected. All damage caused by the Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.
C. Non-potable water is available in limited quantities for the work execution. Contractor shall make any necessary arrangements for using the water.
D. Electric power is available at the building site. Electric power is limited to 120 Volt, 20 Amp, single-phase power. Contractor shall make arrangements with utility and hatchery personnel if more power is required on site.

E. Provide 72 hour advance notice to Center Director (for his/her approval) before starting on-site work.
1.3 SUBMITTALS
A. There will be no approval of any submittals prior to bid opening and award.
B. Provide a technical submittal for the proposed boiler to be installed including thermal size, physical dimensions, application description, ratings, connection sizes, limitation ratings.
C. Description of proposed hot water treatment chemicals including Material Safety Data Sheets (MSDS) for all chemicals to be used on site.
D. Boiler Start-up and Operational Check-out documentation report.
E. Submit two copies of the Start-up and Operation check-out documentation before final payment is requested.
F. Warranties: In addition to one year construction warranty, provide standard manufacturer's written 5 year extended warranty, signed by manufacturer agreeing to promptly repair or replace products that fail in materials or workmanship.
PART 2 - SPECIFIC WORK REQUIREMENTS
2.1 BOILER REPLACEMENT: Perform the following in replacing the center hot water heating boiler:
A. All work shall be conducted by a New Mexico state authorized HVAC/Plumbing service technician. Recycle / Dispose of existing boiler in accordance with New Mexico State Statutes.
B. Contractor shall provide shipping, delivery, handling and off-loading the new boiler at the center site.
C. Contractor shall:
1. Disconnect the existing boiler from the existing house distribution piping and electrical system,
2. Remove it from center site, and
3. Properly dispose and/or recycle old boiler per New Mexico statutes.
D. Contactor shall install the NEW boiler in accordance with the boiler manufacture’s installation instructions which shall also include the following:
1. Make all necessary modification to the existing water distribution and drain piping,
2. Make all necessary modifications to the existing natural gas piping,
3. Make all necessary modifications to the existing combustion venting, and
4. Provide a new Temperature/pressure relief valve for the boiler.

E. Preform leak tests on all piping connections disturbed during the boiler installation. This shall include testing, documenting and submitting the leak test document on both, the water piping and natural gas piping.
F. Add appropriate water treatment chemicals to the house hot water heating loop to prevent scaling and corrosion. Provide a one-year supply of the recommended chemicals for future preventive maintenance operations.
G. Repair all hot water piping insulation damaged or removed during the boiler insulation.
H. Modify electrical power wiring as required to connect the new boiler to an appropriate branch circuit. All electrical modifications shall be performed by a New Mexico state certified electrician.
I. Reconnect any disconnected boiler control (and monitoring) wiring for center’s buildings automation system (BAS) to the new boiler . Verify proper operational interlocks between the new boiler, the combustion air vents/dampers and the associated circulation pumps are functioning properly and are sufficient to provide adequate boiler protection and safety.
J. Perform a boiler combustion gas analysis after boiler has been started and brought up to operating temperature. Make appropriate adjustments to the gas train and boiler’s combustion air damper to achieve maximum thermal efficiency while providing safe, reliable, operations as recommended by the boiler manufacturer.
K. Perform a Boiler Start-up and Operational Check to prove proper operation of the boiler heating system. The operational test must be witnessed by the FWS CI. Provide the following Start-up documentation to the FWS CI and the CO before requesting final payment:
1. Date the boiler Start-up checks are performed.
2. Name and signature of technician performing the Start-up Checks
3. Name and signature of the FWS CI witnessing the Start-up Checks.
4. Provide documentation to report the results and a description of the method used to perform the following piping tests results:
a. Water leak test, and
b. Natural gas piping.
5. Outside air temperatures when test is conducted.
6. Boiler temperature set point.
7. Boiler entering water temperature.
8. Boiler leaving water temperature.
9. Hot water flow-rate in GPM.
10. Natural gas house distribution piping pressure.
11. Natural gas pressure entering the boiler.
12. Verify and document that the building’s combustion air damper opens and water flow through boiler is achieved before the boiler ignites.
13. Combustion exhaust analysis results showing:
a. Exhaust gas temperature.
b. Percent Oxygen.
c. Percent Carbon Dioxide.
d. Percent Carbon Monoxide.
e. Thermal Efficiency as a percentage.

14. List of water treatment chemicals and the quantities added to the heating loop.
15. Provide water analysis result showing the building’ heat loop water complies with the manufacturer’s recommendation or industry standards for heating loops.
16. Check the operation of all boiler Safeties; provide a list of all that were checked.
L. Provide quarterly inspections and perform all recommended preventive maintenance and operational checks recommended by the new boiler manufacturer for one year after final acceptance.
2.2 REPLACEMENT BOILER SPECIFICATIONS
A. Boiler Application: Water for fish rearing water heating
B. Thermal Size:
1. Output = 500,000Btu/Hr.
2. Nominal operating Temperature= 180°F.
3. Flow-rate= 15-105Gpm. Contractor shall verify from existing circulating pump nameplate data
C. Fuel: Natural Gas minimum pressure 8”WC
D. Electrical: 120VAC, 15Amp Branch Circuit
E. Required Ratings: UL
2.3 PROJECT CLOSEOUT
A. Provide training to hatchery personnel on the new boiler operation and required preventive maintenance to be performed during the warrantee period.
B. Submit the following before final payment
1. Start-up and Operational Check-out documentation (Refer to paragraph 2.1K above),
2. Repair and Service Contact information,
3. Operations and Maintenance Manual for New boiler,
4. Warranties, and
5. Release of claims.
C. Final pay invoice.
PART 3 - EXECUTION
3.1 PROJECT MEETINGS:
A. Inspections:
1. Contractor shall perform and maintain records of their repair and operational inspections to ensure their own quality assurance and contract compliance.

2. The government CI will conduct routine inspections to monitor the contract’s progress. Inspection of the work by the CI will not relieve the Contractor of the requirement to meet project specifications. The CI shall be informed 24 hours in advance of work requiring his observation.
3. The CI shall witness the operational start-up checks and final inspection. Submit written test results to the CI and the CO before the final payment is requested.
4. Final inspection shall be conducted by the designated FWS CI after the Start-up and Operational Checks have been completed and submitted. The contractor’s superintendent shall be present during the final inspection.
5. Notify CO and CI two working days in advance of anticipated date for equipment start-up and operational tests.
3.2 SAFETY:
A. SAFETY PLAN: Contractor shall submit a safety and a quality assurance plan for the project. The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site.
B. SUPERINTENDENT RESPONSIBILITY: Contractor’s on-site superintendent shall ensure all personnel (including all sub contactors) comply with the approved safety plan/manual.
C. MSDSs: Contractor shall maintain copies of all the Material Safety Data Sheets for all materials on the construction site for the duration of the contract.
3.3 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.
C. Handling: Contractor shall provide means to load and unload materials while protecting them from damage.
3.4 WORK EXECUTION
A. The center’s normal work hours are Monday through Friday, from 6:30AM to 3:30PM.
Work execution shall be restricted to these hours. No work will be performed on Public Holidays.
B. The Work areas shall be kept clean and safe throughout the work execution. Dispose of debris as it accumulates not at end of day.

C. On-site work and chiller operation interruption shall be kept to a minimum. Coordinate with the FWS CI when and how long the chiller can be off-line for the repairs.
D. If during the execution of this contract, additional repairs are required, immediately notify the CI and the Contracting Officer (CO) of the problem, what is required to correct the problem and a cost for the additional repairs. Do not proceed with any additional work until receiving written approval from the CO.
E. DISPOSAL OF DEBRIS: Demolition debris shall be removed from the project site and disposed of in a legal disposal site by the Contractor. Contractor shall pay all fees required for disposal.
3.5 PROJECT WARRANTIES:
A. All project execution shall be provided with a one-year warranty in accordance with the
FAR.
B. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the contract, the Contractor shall:
1. Obtain the most favorable warranties that would be given by the Contractor in normal commercial practices, but in no case less than called for by the specifications.
2. Require warranties to be executed, in writing, for the benefit of the Government.
3. Submit warranties to the COTR prior to the final payment.
