Work Statement For
An Ethnographic Report and Traditional Cultural Property
Analysis in the Cargo Muchacho Mountains (Avi Kwa Suen)
1.0 BACKGROUND ON THE GOVERNMENT REQUIREMENT
BLM CA CDD El Centro Field Office manages land in and around the Cargo Muchacho Mountains (Avi Kwa Suen) which, through government-to-government consultation with several Tribes, has been identified as a potential Traditional Cultural Property (TCP). This work is to complete the requirements of the National Historic Preservation Act (NHPA) to conduct archaeological work to fulfill the requirements of Section 110 (16 U.S.C. 470h–2) as amended, as well as the obligations of Secretarial Order 3403 and Executive Order 13007.
2.0 GENERAL SCOPE OF WORK
To fulfill the obligations to identify areas of importance to Tribes and find collaborative ways to better manage these areas in support of Secretarial Order 3403 and Executive Order 13007 the BLM CA CDD El Centro Field Office is requesting a comprehensive, landscape level ethnographic study of the Cargo Muchachos Mountains (Avi Kwa Suen) and the associated cultural use areas as defined by the Tribes who ascribe importance to the area. Completion of the ethnographic study will include:
1. Finalizing the comprehensive literature review of known sites and heritage areas, including:
a. Compiling and synthesizing existing ethnographic and ethnohistorical data for the region;
b. Reviewing known late prehistoric, protohistoric, and historic aboriginal site records within the designated area;
c. Sharing results of literature review with Tribal representatives to identify locations for field visits and discuss potential interviewees, ethnographic significance, and management considerations.
2. Conducting interviews with Tribal cultural resource staff as well as additional Tribal representatives (including but not limited to Tribal staff, Elders, and spiritual leaders as identified by the Tribes) about cultural and natural resources, physical environmental features, places, and landscapes by using both formal and informal ethnographic methods.
3. Organizing and conducting field visits with Tribal representatives to identify culturally important places and resources within the project area.
4. Developing a final report with site-by-site information including ethnographic results and management recommendations.
5. Drafting Ethnographic Landscape Management Recommendations for the Cargo
Muchachos Mountains in consultation with Tribes and the BLM. These recommendations will document the current heritage/cultural needs of the Tribes and BLM as well as potential future actions in both narrative reports and maps/GIS to synthesize information for future heritage resource management.
6. Completing the National Register of Historic Places (NRHP) Traditional Cultural Property
TCP) Bulletin 38 analysis, and eligibility forms to assist in nominating the TCP to the National Register in coordination and consultation with the Tribes.
3.0 OBJECTIVE
The purpose of this project is to compile an ethnographic report of the Cargo Muchacho Mountains (Avi Kwa Suen) area and to complete a TCP assessment to assist in nominating the TCP to the National Register. An Ethnographic Landscape Management Recommendations report will also be completed. Shapefiles providing a boundary of the identified TCP will be supplied with the final deliverables to support the NRHP nomination.
The Buruea of Land Management needs only pertinent information to complete a nomination to the NRHP for the identified TCP and to understand the recommended Ethnographic Landscape Management Recommendations report.
No housing or other provision is included in the statement of work and housing will be the responsibility of the contractor, the staff, or others as required.
PERIOD OF PERFORMANCE
The objective is to complete the necessary Cargo Muchacho Mountains (Avi Kwa Suen) Ethnographic Report, an Ethnographic Landscape Management Recommendations report, complete the NRHP TCP Bulletin 38 analysis, and eligibility forms to assist in nominating the TCP to the National Register no later than June 2, 2025.
4.0 SPECIFIC TASKS
The following items are being requested by a contractor. The items include a Literature Review, Ethnographic Landscape Management Recommendations, and a Traditional Cultural Property Analysis.
Comprehensive Literature Review: The contractor will compile known sites and heritage areas, including compiling and synthesizing existing ethnographic and ethnohistorical data for the region;
reviewing known late prehistoric, protohistoric, and historic aboriginal site records within the designated area; sharing results of literature review with Tribal representatives to identify locations for field visits and discuss potential interviewees, ethnographic significance, and management considerations.
Conducting Interviews and Coordinating with Tribes: The contractor will conduct interviews with Tribal cultural resource staff as well as Tribal representatives about cultural and natural resources, physical environmental features, places. This will include organizing and conducting field visits with Tribal representatives to identify culturally important places and resources within the project area.
Final Report: The contractor will develop a final report with site-by-site information including ethnographic results and management recommendations.
Ethnographic Landscape Management Recommendations: The contractor will draft an Ethnographic Landscape Management Recommendations for the Cargo Muchachos Mountains in consultation with Tribes and the BLM. These recommendations will document the current heritage/cultural needs of the Tribes and BLM as well as potential future actions in both narrative reports and maps/GIS to synthesize information for future heritage resource management.
Traditional Cultural Property Analysis: The contractor will complete the National Register of Historic Places (NRHP) Traditional Cultural Property (TCP) Bulletin 38 analysis, and eligibility forms to assist in nominating the TCP to the National Register in coordination and consultation with the Tribes.
GIS Shapefiles: The contractor will provide a shapefile of the boundary of the TCP to be used for the NRHP nomination.
Professional Qualifications
Principal investigators and supervisory personnel shall meet professional qualifications that comply with the Secretary of Interior’s Standards and Guidelines for Archaeology and Historic Preservation as published at 36 CFR Part 61 (available online at: Professional Qualifications Standards (U.S. National Park Service) (nps.gov) Principal investigators should have knowledge and practical experience in the subject matter. The qualifications of the principle investigators and supervisory personnel will be reviewed by the BLM before a contract is issued.
All work will be performed under the guidance of the BLM Technical Lead (BLM Cultural Staff). Information that the contractor receives or generates from the Tribes, the Information Centers, and BLM is to be held secure and confidential.
General Submission of Deliverables
A summary of deliverables that will constitute completion of tasks associated with this project are presented below. The information herein is generally limited to the end-product that is needed and does not provide a detailed step-by-step process for performing the work.

Performance Work Statement. A schedule for due dates for deliverables will be agreed to by the BLM and the Contractor. A key component for evaluation of contractors will be the ability of the contractor to provide timely completion of work to the satisfaction of the Technical Lead and COR.
However, all final products must be completed and submitted to the BLM by June 2, 2025, unless otherwise agreed to by BLM. A summary of deliverables that will constitute completion of tasks associated with this project are presented below. It is not acceptable if a product is turned in to meet a timeframe but does not meet the content requirements (and needs) of the task or document.
General Submission Guidelines:
1. The final report shall conform to every reasonable extent with the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation (48 Fed. Reg. 44716-40 dated September 29, 1983), as well as National Register Bulletin 38: Guidelines for Evaluating and Documenting Traditional Cultural Properties, the BLM 8100 Manual, BLM 8110 Manual, and the Archaeological Resource Management Reports (ARMR): Recommended Contents and Format (ARMR Guidelines) for the Preparation and Review of Archaeological Reports.
2. The geodatabase and map(s) will be created using ESRI Geographic Information Systems (GIS) software and will strictly conform to the BLM National data and metadata standards.
3. All map(s) and Department of Parks and Recreation (DPR) Primary Record forms submitted with the final report will be included in confidential appendices. .
4. All deliverables must be approved by the BLM Technical Lead.
Technical Submission Guidelines:
1. Software: the contractor will prepare all written deliverables in Microsoft Office software applications and submit a master of deliverables and supporting documentation using Microsoft Office Word and Adobe Acrobat (electronic).
All map(s) and geodatabase will be created using GIS software and will strictly conform to the BLM National data and metadata standards.
2. Format: the contractor will submit deliverables electronically format and will be consistent with report formatting requirements documented above. Hard copies of draft and final documents will be provided to the BLM to assist with consultation needs. The contractor will also provide 2 electronic copies (through FTP and USB) to the BLM, each with a copy of the final report, any site records, and all raw and final GIS data.
3. Review Process: A draft report will be submitted to the BLM for review after the Tribes have reviewed the report and supporting materials. The contractor will revise the document based on initial BLM comments and resubmit to the BLM.
The contractor will revise document and submit to the BLM for final approval.
Tasks and Deliverables
The del iverables will result in a landscape level report synthesizing the data of the Traditional Cultural Property and Ethnographic report. The final Report will include:
• a synthesis of the study area, environmental context, previously identified cultural resources and ethnographic studies within and immediately adjacent to the project area, identified cultural resources.
• A TCP analysis that meets the requirement of National Register Bulletin 38.
• maps depicting the study area, past areas surveyed, and locations of identified sites.
• the TCP boundary shapefile and geodatabase of the identified resources and previous investigations will be provided to the BLM. This information should be provided at the same time as the draft report for review.
The BLM Technical Lead will be available to the contractor on an as-needed basis to assist with content and format questions via phone or email.
1. If the Contractor causes harm or damage to the BLM because of failure to perform, the Contractor must compensate the BLM for its time in providing oversight of a document that does not meet legal requirements in accordance with the contract clause.
