PWS 1.0 Background on the Government’s Requirement
The Bureau of Land Management (BLM), Arcata Field Office, requires janitorial services at eight (8) recreation sites within the King Range National Conservation Area (KRNCA).
The sites are scattered throughout the KRNCA from Near the community of Petrolia in the north, and near Shelter Cove in the south.
PWS 2.0 General Scope of Work
Janitorial services include emptying trash receptacles, picking up litter scattered throughout the recreation sites, and cleaning and restocking restrooms
Place of Performance:
The sites are named Mattole Campground, Honeydew Creek, Horse Mountain Creek trailhead, Tolkan Campground, Paradise Royale skills Park, Paradise Royale trailhead Nadelos Campground, and Wailaki Campground. Please see “Exhibit 2” for a Map reference.

Period of Performance:
The Period of Performance reads as follows:
Base Year May 16, 2022 – October 31, 2022 Option Year I April 01, 2023 – October 31, 2023 Option Year II April 01, 2024 – October 31, 2024 Option Year III April 01, 2025 – October 31, 2025 Option Year IV April 01, 2026 – October 31, 2026

PWS 3.0 Overall Objective(s)
The objective of this work is to keep facilities in good order and cleanliness for the enjoyment of the public during periods of peak use, late spring through early fall.
PWS 4.0 Specific Tasks C 2.1 Contractor shall maintain an adequate work force for completion of the tasks outlined in the specifications. The contractor shall be responsible for maintaining all government equipment, and for returning any unused supplies or equipment. The contractor is responsible for providing transportation to the recreation sites and for depositing trash at the BLM provided dumpster located at the lower BLM administrative site in Whitethorn, CA
C 2.2 The BLM shall furnish trash bags, toilet tissue, cleaning supplies (cleaning/disinfectant solutions, broom, mop, bucket, sponges, brushes, gloves, etc.).
The contractor shall be responsible for requesting replenishment of government furnished supplies by notifying the PI or COR in a time manner (2 weeks).
C3.0 Specifications/ Work Statement C 3.1 Service Schedule: The contract may request a change in the service schedule identified under C1.2-5 above by contacting the PI/COR. All services are to be completed between 9AM and 5PM.
C 3.2 Restrooms A. Sweep floor, scrub with disinfectant, rinse with water, and remove excess water from floor by sweeping. No water is available at sites, water needs to be hauled to clean all restrooms (10) (approximately 20 gallons) B. Restock paper supplies. Restock each item to a full level even if only partially empty.
C. Clean toilet riser top and sides, both sides of lid and seat with disinfectant, removing all foreign material.
D. Remove all cobwebs from inside the structure.
E. Remove any foreign materials from the walls and ceiling by scrubbing with a disinfectant solution and brush.
C 3.3 Trash Removal A. Empty all trash cans (including partially full cans) and place new bags in trash cans. All refuse shall be hauled to and loaded into the BLM provided dumpster located at the BLM Fire/Maintenance yard located in Whitethorn, CA B. Pick up and dispose of litter scattered within the perimeter of the site. This includes small items such as cigarette butts. The COR/PI will describe the site boundaries at the site tour during the bid solicitation, and at the pre-work conference.

C. Remove all unburned and partially burned items from the fire rings/grills such as cans, glass, paper and aluminum foil. Do not remove material if a fire is still hot. Clean ashes from fire rings once a month.
C 3.4 Notification of Broken Items and Unsafe Conditions Notify the COR/PI immediately of any broken, unsafe, or unusable items upon discovery (eg. vandalism, broken picnic tables).
C 3.5 Payment deduction for incomplete or missed work – Failure to complete services to specifications and/or schedule described under C2 and C3 shall result in not less than 5% and not more than 20% deduction in monthly payment for each occurrence.
The COR or PI will notify the Contractor if an item is missed or improperly completed resulting in a deduction so that performance or scheduling of the task can be corrected immediately. Delays caused by the weather or other uncontrollable circumstances will not incur payment deductions, as long as the contractor notified the PI and both parties concur that the task cannot be completed. This payment deduction is in addition to default provisions contained in this contract.

PWS 5.0 Delivery / Performance Schedule
C 1.2 All services shall be performed between the hours of 9AM and 5PM.
C 1.3 All service shall be performed twice per week on Friday and Monday except on holiday weekends as described in C1.5 below, and where noted under C3.3.
C 1.4 All services shall be performed between May 1 and October 31 each year.
C 1.5 In addition to the standard Friday/Monday weekly schedule, additional cleaning days are required for peak use summer holidays. These holiday periods include Memorial Day (Last Monday in May), July 4th, Labor Day (first Monday in September).
During Memorial Day and Labor Day weekends, services shall be performed on Friday, Saturday, Sunday, and Monday of the holiday weekend. During the July 4th holiday, services shall be performed on July 3rd, 4th, and 5th, and the Saturday before or after the holiday as determined by the Contracting Officer’s Representative (COR) or Project Inspector (PI).
PWS 6.0 Government-Furnished Property, Materials, Services
General:
The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government-furnished.
Materials:
The Government shall furnish the below materials to assist the Contractor in meeting the requirement of this contract, including trash bags, toilet paper, disinfectant, broom, scrub brush, bucket except for those items specified as government furnished property and services.
Facilities The Government will provide a trash trailer (to be dumped weekly) for all trash collected in campgrounds

PWS 7.0 Security and Administrative Matters
Regular Work Hours:
The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.
Federal Holidays:
The following Federal Legal Holidays are observed:
New Year’s Day Martin Luther King, Jr. Day President’s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
Fire Danger Season:
If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.

PWS 8.0 Technical Exhibits and Definitions
Standard Definitions:
Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR..
Physical condition may be determined by visual as well as diagnostic means.
Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.
Contracting Officer’s Representative (COR) The Contracting Officer’s designated representative as indicated in a delegation of authority letter.
Quality Assurance (QA) Surveillance of Contractor performance to determine performance requirements are met.
Performance Requirements Summary (PRS) (see Technical Exhibit below) The PRS identifies the key performance indicators of the Contract that will be evaluated by the Government to assure Contract performance standards are met by the Contractor.
Quality Control Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the performance work statement.

Task(s) 1-3 Review Monitoring Plans and Assessment Strategies.
No more than 1 unsatisfactory inspection result per week.
The COR or another Government Representative will inspect the facilities in-person twice per week.
For 1 unsatisfactory inspection, the COR will document this and inform the Contractor what must be improved.
For 2 unsatisfactory inspections, a 5% deduction from the invoice for that Period of Performance.
For 3 unsatisfactory inspections, a 10% deduction.
