About this file

This performance work statement outlines trash collection and disposal services required at the Imperial Sand Dunes Recreation Area. The contractor shall provide all labor, equipment, and materials to collect refuse from six designated sites in the recreation area seven days a week from October through June. The contractor must determine the appropriate number and size of dumpsters, with a minimum of six cubic yard capacity and self-closing lids, to prevent overflow and access by wildlife. All refuse must be disposed of legally at an approved landfill. The contractor shall respond to requests for additional collection within one hour and keep grounds clear of loose trash within 25 feet of dumpsters for no more than three hours. The incumbent contractor has struggled to meet specifications during peak visitation periods; the government recommends staging additional collection vehicles and personnel as needed on holidays.

PWS 1.0 Background on the Government’s Requirement

The Imperial Sand Dunes Recreation Area (ISDRA), managed by the Bureau of Land Management’s (BLM), El Centro Field Office (ECFO), is in eastern Imperial County, California. At 40 miles long and averaging five miles in width, it covers almost 160,000 acres, the largest area for a sand dune off-highway vehicle (OHV) recreation experience in the U.S. It draws visitors from throughout California as well as other states and receives the highest visitor use concentration of any BLM recreation area in the country.

The BLM’s challenge is to administer sustainable OHV recreation and camping in the ISDRA while protecting the designated wilderness area and conserving natural and cultural resources of the Dunes and surrounding area.

· In the past, an average of 712 tons of trash has been collected from this site on an annual basis. However, the actual amount of tonnage collected will fluctuate with the number of annual visitors.

· Annual visitation is approximately 1 million visitors.

· Historically, the heaviest use is on Friday, Saturday, Sunday, and holidays. A chart is provided in Attachment 1 showing the visitation levels and graph) Visitation is divided into two major areas: the North Dunes (Glamis / Gecko areas) and the South Dunes (Buttercup and Gordons Well areas). The visitation in the past has been approximately 80% in the North Dunes and 20% in the South Dunes. Locations 1 and 2 are in the North Dunes and locations 3-6 are in the South Dunes.

The heaviest use months are from October through February. Historically, the busiest weekends have been associated with the following holidays: Halloween, Veterans Day, Thanksgiving, New Years, and Presidents Day. During these weekends, approximately half of the dunes annual visitation occurs; this has resulted in the filling of the dumpsters quickly, requiring them to be dumped on a frequent basis, with trucks staged for service during the peak traffic times. These holiday weekends make up approximately half of the annual tonnage.

All sites were serviced two to three times per day during the five busiest holiday weekends; however, previous contractors have had difficulty meeting the contract specifications, due to the volume of refuse deposited in short periods of time. During 2021, at least two trash trucks and a supervisor were staged on the Sundays of those holiday weekends at the Glamis site to keep up with volume and traffic which improved contract compliance.

PWS 2.0 General Scope of Work

The contractor shall provide all labor, supervision, materials, licenses, permits, tools, vehicles, insurance, transportation, and equipment necessary for collection and disposal within ISDRA in accordance with local, state, federal and OSHA regulations, attached provisions and clauses, specifications and referenced wage determination.

It is the contractor’s responsibility to determine the quantity of dumpsters required however the dumpster must be six cubic yard sized dumpsters. The dumpster shall be fitted with a device, or mechanism, preventing the lids from being left open; however, access to the dumpster shall be low enough to allow visitors to place the refuse in the dumpster and emptied frequently enough to ensure no refuse overflow is on the ground. The contractor shall reduce the attraction of predators through proper management of the refuse. All dumpsters shall be regularly inspected and emptied to prevent spillage and maintain sanitary conditions. The dumpsters shall have self-closing lids to prevent wind, common ravens, and mammals from opening the containers. The lids are required to not only protect endangered species, but to also ensure that refuse does not blow out of the dumpsters and that scavenger animals are kept out of the dumpsters. Although the Government identified specific dumpsters to use, if there is an alternate way or equipment to satisfy the Government’s minimum requirement, you may propose an alternate innovative method or equipment for consideration; however, it is recommended to submit a proposal meeting the specifications within the statement of work and an alternate for consideration.

The contractor shall be responsible for picking up any/all refuse that is on the ground and within a 25-foot radius of the dumpsters. Refuse shall not remain on the ground, within a 25-foot radius of the dumpsters, for longer than 3 hours. The contractor shall keep the dumpsters in good repair and appearance (i.e., the lids in good working condition and the lid limitation device in a working order, so that the lids cannot be left open or blown open by the wind). The dumpsters shall all be the same color. If a dumpster is damaged, it shall be repaired or replaced within three days. No painting of dumpsters will be allowed on public lands; the contractor shall paint the dumpsters at their own location. The contractor shall be responsible for properly and legally disposing of all items in the and around the dumpsters. Examples of items that may require special disposal are, but not limited to the following: RV awnings, furniture or white materials (i.e., small appliances). All refuse and recyclables shall be disposed of according to all applicable local, state, and federal laws in an approved landfill or transfer station (please provide the actual location of landfill or transfer station). The contractor shall provide a Recycling Plan with their technical proposal. The contractor shall provide a point of contact so that the BLM may contact them to respond and address issues between 8 a.m. and 8 p.m. local time. A timely response of 1 hour to address this request is required.

Place of Performance:

The authorized dumpster locations at the Imperial Sand Dunes Recreation Area are listed below.

North Dunes: Gecko Road GPS Coordinates: 32°58'10.47"N, 115°10'15.35"W Directions:

From State Hwy 78, then one-half mile south on Gecko Road. Dumpsters shall be on the east side of Gecko Road on the outer edge of the asphalt turnout. This site historically has had 20 dumpsters but has not met the needs of the visitation. For instance, if the contractor did not have any trucks staged in the area, the dumpsters would fill up rather quickly and overflow. If the contractor had trucks staged, as well as having a supervisor in the area, they would be able to empty the dumpster more frequently.

North Dunes: Wash Road GPS Coordinates: 32°59'38.05"N, 115° 4'0.75"W Directions:

From State Highway 78, Glamis, California, the dumpsters shall be located less than ½ mile south of Hwy 78, on the Wash Road dumpster pad southeast of the Glamis Store between the north and southbound lanes. Dumpsters need to be placed abutting the South bound lane in a straight line. This site historically has had 24 dumpsters but has not met the needs of the visitation. For instance, if the contractor did not have any trucks staged in the area, the dumpsters would fill up rather quickly and overflow. If the contractor had trucks staged, as well as having a supervisor in the area, they would be able to empty the dumpster more frequently.

South Dunes: Gordons Well GPS Coordinates: 32°42'33.59"N, 114°57'1.44"W Directions:

From Interstate 8, take Gordons Well Exit, go north, and turn east on Old Highway 80, follow to the end of the pavement, dumpsters shall be lined up along the west side of the aggregate road. The dumpsters shall be grouped up on the north side of the road where the pavement ends, and aggregate road begins. This site historically has had 24 dumpsters and has barely kept up with the needs of the visitors. Communication with the COR has helped in recent years.

South Dunes: Buttercup GPS Coordinates: 32°44'19.47"N, 114°53'4.06"W Directions:

From Interstate 8, exit Grays Well Road and continue west on the south side of the interstate; turn south at the first intersection (Luis Aguilar Road). Dumpsters shall be on your left approximately 200 yards past the intersection placed 50 feet past Border Patrols fence to allow space for them to park trailers. This site historically has had eight dumpsters and has met the needs of visitation up to this point.

South Dunes: Midway Campground GPS Coordinates: 32°43'15.94"N, 114°54'48.49"W Directions:

From Interstate 8, exit Grays Well Road and continue west on the south side of the interstate. The site is located approximately two miles west of the Buttercup. This site historically has had two dumpsters and has met the needs of visitation up to this point.

South Dunes: Plank Road GPS Coordinates: 32°42'37.20"N, 114°55'29.44"W Directions:

From Interstate 8, exit Grays Well Road and continue 3.2 miles west: containers shall be placed on the north side of Grays Well Road adjacent to the CXT restrooms but must not be placed on the concrete pad. This site historically has had two dumpsters and has not met the needs of visitation up to this point. For instance, if the contractor did not have any trucks staged in the area, the dumpsters would fill up rather quickly and overflow. If the contractor had trucks staged, as well as having a supervisor in the area (whether north or south) and in constant communication with the COR, they would be able to empty the dumpster more frequently.
