Bureau of Land Management FAR 5.102(a)(6), FAR 13.501, & FAR 13.106-1(b)(3) Brand Name Justification 40570065 – Catalyst Eventide Recorder

1. Identification of the agency and the contracting office.

Bureau of Land Management, (BLM), California State Office (CASO), Division of Support Services – Telecommunications This is for a Brand Name Justification for all the parts listed as Catalyst.

2. Description of supply or service required to meet the agency’s needs.

This is a brand name justification requirement for the brand Catalyst Dispatch Consoles, and Eventide channel recorder. This will be a one-time delivery of firm fixed priced supply Purchase Order.

The requirement is for the Catalyst Eventide’s NexLog DX-Series IP-based communications recording solutions. This recorder is specifically designed for Mission Critical 24/7 operation in dispatch, air traffic management, emergency call-taking and other important communications environments which BLM uses for all of those fields. NexLog DX-Series recording solutions capture and archive media from a wide range of communications systems including E9-1-1 PSAPs, Next-Gen IP-Based 9-1-1 systems, P25 radio, DMR radio, Mototrbo radio, Dimetra IP and other radio systems, Dispatch Consoles, ATC/ATM Systems, Radio over IP (RoIP) networks, VoIP telephones, digital PBX telephones, analog sources, PC Screens and much more. The resulting recordings are available immediately for instant recall, forensic replay, incident reconstruction, burn to CD, and export.

3. The rationale or circumstances for limiting competition.

The brand name justification is in accordance with FAR 13.106-1(b)(3) this brand Name justification is required due to the requirement’s compatibility with our current Network, radios and integration.

Catalyst has installed and maintained dispatch Consoles have been the current infrastructure radio for the BLM CA Law Enforcement (LE) staff, Fire, and admin staff in the California Desert District (CDD) and in Central California District (CND). This radio purchase is required to improve the existing radio recording functionality for dispatch communication for LE, Fire, and Admin staff in the Federal Interagency Communications Center (FICC), Central California Owens Valley Interagency Communication Center (OVICC - Bishop) and soon to be Central California Interagency Communication Center (CCICC) - Porterville. The audio recorder equipment will be used to remotely improve radio recording requirements by all three centers. The recording system must be able to record analog, digital, and encrypted audio channels. The software must be able to be accessed remotely to listen to and document recordings.

Choosing another manufactured product or brand will cost the government significantly more money for equipment, training, installation cost, and will void the warranty of the current console system in FICC, OVICC, and CCICC. Essentially if we change one part of the infrastructure, we will be required to change the entire infrastructure to be successfully compatible. FICC does night dispatching for OVICC and with this system could potentially back up the Central California Interagency Communications Center (CCICC). This system will allow for remote recordings to be accessed and allow the centers (FICC / OVICC / CCICC) to back each other up during emergency situations and night dispatching if needed.
