About this file

This is a Task Order Specifications document for the Pacific Marine National Monuments Maritime Expedition Service IDIQ contract. The first task order encompasses two expeditions to remote waters of the Papahanaumokuakea Marine National Monument, with Trip 1 potentially solicited separately due to time constraints.

Trip 1—the Nihoa Cenchrus Survey Trip—departs from Kewalo Basin Harbor in Honolulu between April 20-30, 2026, for a planned 12-day expedition (10-14 days anticipated) supporting 10 passengers. The vessel must provide an 8-hour loading period prior to departure, full room and board for all passengers during transit, and meals (breakfast, dinner, to-go lunch) for 5 passengers deployed on Nihoa Island. Daily small boat operations are required for up to 10 days to transport passengers and cargo between the vessel and Nihoa Island, with 5 passengers establishing a camp on the island and 5 transported daily to landing sites.

Trip 2—the Nihoa to Kapou Finch Translocation Trip—departs mid-July to mid-August with a target date of August 1, 2026, for an 18-day expedition (16-20 days anticipated) supporting up to 12 passengers. The vessel will station 6 days at Nihoa Island and 3 days at Kapou Island (where it may be required to live-boat or drift without anchoring). Requirements include an 8-hour pre-departure loading period, full room and board during transit, meals for 5-7 shore-deployed passengers at Nihoa only, daily small boat operations at both islands, a climate-controlled room to house 50 endangered Nihoa finches during transport, and contingency weather days to ensure safe operations for personnel retrieval and finch translocation.
