Federal Orphaned Well Program
Plugging & Abandonment (P&A)
Representative Task Order
1. Background
Four wells located in Grant County, West Virginia, Eddy County, New Mexico, McKenzie County, North Dakota, and Kern County, California have been placed into an orphan status with no identifiable responsible party. In accordance with the requirements of 43 CFR 3162.3-4 (a) (b) and per the Section XII of the Bureau of Land Management Onshore Oil and Gas Order No. 1, XII., A., B., these wells must be plugged, and the surface must be reclaimed.
2. Scope of Work
The scope of this task order is to complete the plugging and abandonment of the wells detailed below.
Plugging, and reclamation activities will be performed in accordance with the Federal Orphaned Well Program Plugging & Abandonment IDIQ Statement of Work. Under this task order, the contractor shall be responsible for the well plugging design, site accessibility, mobilization, and demobilization, well plugging implementation, and reclamation implementation. The Period of Performance shall be 365 days after award.
Region 1 - Sample Well #1: All formations bearing usable-quality water, oil, gas, or geothermal resources, and/or a prospectively valuable deposit of minerals shall be protected.
All perforations, casing shoes, liner tops and the surface shall be protected with the appropriate cement plugs. The Pad shall be re-countered and reseeded, and all disturbed area shall be reclaimed to match the existing topography. See attached diagram.
Region 2 - Sample Well #2: All formations bearing usable-quality water, oil, gas, or geothermal resources, and/or a prospectively valuable deposit of minerals shall be protected.

3. Wells Description and History
Region 1 - Sample Well #1 is a Gas well that was drilled in 1984 by Union Drilling INC. to a total depth of 8,820 feet, and located in Grant County, West Virginia. The sample well #1 has first produced on June 10, 1985, from the Oriskany formation, with perforations between 8,410 and 8,577 feet. The wellbore is composed of four (4) casing strings: 16”, 13-3/8”, 9-5/8”, and 5-1/2”. Top of cement for 16” conductor casing, 13-3/8”, and 9-5/8” is at surface, and the top of cement for production casing is 3,903 feet. There is tubing in the hole, and there are no mechanical plugs or cement plugs in the hole.

Region 2 - Sample Well #2 is an Oil well drilled in 2004 by Pogo Producing Company in Eddy County, New Mexico. Three (3) casing strings were run in the hole: 13-3/8”, 8-5/8”, and 4-1/2” to a total depth of 8,350 feet. Top of cement for the surface and intermediate casings is at surface, and the top of cement for the production casing is 2,250 feet. The well was producing from the Delaware formation with perforations from 7,854 to 8,024 feet. There are no mechanical plugs or cement plugs in the hole.

Region 3 - Sample Well #3 is an Oil well drilled in 1994 in McKenzie County, North Dakota. The wellbore consists of two (2) strings of casings 9-5/8” and 5-1/2” to a total depth of 10,133 feet. The Sample Well #3 is producing from the Mission Canyon formation and has a pre-perforated production casing from 10,054 to 10,066 feet. Top of cement for the surface casing is at surface, and the top of cement for the production casing is at 3,530 feet. There is tubing in the hole, and there are no mechanical plugs or cement plugs in the hole.

Region 4 - Sample Well #4 is a Gas well drilled in 1977 in Kern County, California. The Sample Well #4 had first produced in 1978 from the potter formation. The wellbore consists of three (3) different strings of casings: a 12-3/4” conductor casing, a 7” surface casing cemented to surface, and a 5-1/2” uncemented production liner set at a total depth of 1,375 feet. The production liner is perforated from 735 to 1,360 feet. There is tubing in the hole, and there are no mechanical plugs or cement plugs in the hole.
