About this file

This document is an ICT Accessibility Requirements Statement that outlines compliance standards for electronic software under the Revised Section 508 of the Rehabilitation Act.

The statement establishes technical criteria for software and electronic content accessibility. For software components that transmit information or include user interfaces, compliance with E207 and Chapter 5 requirements is mandatory. User interface components and platform content must conform to WCAG 2.0 Level A and Level AA Success Criteria. For non-web software, "Web page" references in WCAG standards are substituted with "software," and when activities require multiple steps, all related software must conform to WCAG 2.0 specifications. Electronic content must comply with E205 standards, with specific requirements for agency official communications including emergency notifications, administrative decisions, program announcements, benefits notices, acknowledgments, surveys, templates, forms, educational materials, and intranet content. Non-web documents applying WCAG standards substitute "document" for "Web page" terminology.

Software-specific technical requirements mandate interoperability with assistive technology (502), documented accessibility features (502.2), preservation of platform accessibility features (502.2.2), and programmable determinability of object information including roles, states, properties, boundaries, names, and descriptions (502.3.1 through 502.3.8). Applications must allow assistive technology to execute available actions on objects, expose focus tracking and text insertion point information, support user preference settings for color, contrast, font type, font size and focus cursor, and provide event notification of changes to component states, values, names, descriptions, or boundaries. All WCAG A and AA Success Criteria apply with limited exceptions for bypass blocks, multiple ways, consistent navigation, and consistent identification. The statement includes references to Support Documentation (602), Support Services (603), and Functional Performance Criteria (302).
