About this file
This is a Statement of Work (SOW) for gravel parking construction at the US Geological Survey's Tunison Laboratory of Aquatic Science in Cortland, New York. The project requires the contractor to construct two new gravel parking lots and resurface one existing gravel parking lot to accommodate increased staff from the relocation of the USGS Water Science office from Ithaca to the Tunison Lab site.
The scope encompasses three parking areas (Areas A, B, and C) with specific size requirements: Area A (4,410 sq. ft.), Area B (5,400 sq. ft.), and Area C (5,100 sq. ft.). Major deliverables include cutting and regrading existing slopes, installing geotextile fabric underlayment, placing and compacting 22A crushed stone to a minimum depth of 6 inches, and installing a new powered chain-link fence gate with keypad lock at Area C (approximately 27.5 feet wide). Additional requirements include coordinating with the USGS Contracting Officer's Representative (COR) for lot placement and construction traffic management, protecting other site areas from damage, overseeding damaged grass areas, and sweeping asphalt surfaces after gravel placement. The contractor must provide engineered fill tickets for the 22A crushed stone and allow the COR to witness placement and compaction activities. If soil reinforcement is needed or alternative materials are required, the contractor must coordinate with both the USGS Contracting Officer and COR. Power is available at Area C for the gate installation.

US Geological Survey Tunison Laboratory of Aquatic Science
Gravel Parking Construction
1.0 Introduction and Background
Introduction: The US Geological Survey, Great Lakes Science Center’s, Tunison Laboratory of Aquatic Science needs construction and resurfacing of parking areas. The Tunison Lab is located at 3075 Gracie Rd., Cortland NY.
Background: The Tunison lab (TLAS) has experienced an increase in staff because of the re-location of the USGS Water Science office in Ithaca NY to the TLAS site in Cortland NY. With the increased demand for employee and government vehicle parking, TLAS needs to develop two (2) new gravel parking lots and resurface one (1) gravel parking lot to support the immediate parking needs.
2.0 Scope
USGS has identified locations for the two (2) new gravel parking areas and the one (1) existing gravel parking area in need of re-surfacing, both on the included site map. The contractor shall use the site map which identifies Areas A-C for locations of the parking lots. The map of each area has specific notes for the contractor including removing existing soil, grading, compacting, laying geotextile fabric, and placing new gravel; and Area C is to have a new powered fence gate and keypad lock installed. Power for the new gate is available at Area C. Contractor Shall work with USGS onsite contracting officer’s representative (COR) for the final arrangement of lots within each area and coordination of USGS and contractor traffic among the areas.
3.0 Applicable Documents
• Site Map: “Tunison Parking Locations with Design Notes 26June25.pdf”.
4.0 Technical Requirements
• Reference the site map: “Tunison Parking Locations with Design Notes 26June25.pdf”.
• Gravel shall be 22A crushed stone.
• Geotextile fabric underlayment (or equivalent) shall be installed below the gravel.
• Depth of compacted gravel shall be a minimum of 6 inches.
• Install new powered fence gate with keypad lock (width between existing gate posts is approximately 27.5 ft.). Coordinate Chain-link fence gate with COR.
5.0 Deliverables
Major tasks include:
• Cut and regrade existing slopes to accept depth of new gravel lots adjacent to asphalt surfaces.
• Depth of gravel shall be a minimum of 6 inches.
• Install underlayment of geotextile fabric or equivalent.
• Place and compact new gravel consistent with parking lot standards and design notes. Lots sizes:
Area A - 4410 sq. ft., Area B - 5400 sq. ft, Area C - 5100 sq. ft.
• Coordinate gravel parking lot placement and impact of construction activities on parking and access to the lab’s buildings with the COR.
• Ensure other areas of site are protected and corrected if damaged.
• Over seed areas of grass damaged from construction activities.
• Sweep and clean asphalt surfaces after gravel placement.
6.0 Quality Assurance Plan (QAP)
• Contractor Shall ensure areas for gravel placement will not need reinforcement for existing soil. If a condition exists where an alternative material or condition arises coordinate with the USGS Contracting Officer CO and the COR.
• Coordinate gravel placement and provide 22A Crushed stone engineered fill tickets to the COR. The COR is to witness placement and compaction.
